6
Question: Does the WTCHP currently have FWA reporting measures available for review in a dashboard or other user interface? If so, how do program stakeholders use these tools in their workflow?
We are currently working with the CCA to implement their system. If the vendor has an FWA system, please describe clearly of what that is.
9
Provider Functions (section g)
The RFI States “Detail which of the above functions would be performed internally under your existing operations and which of these functions would be outsourced to an outside entity as sub-contractor.” Is this detail only needed for the provider functions section, or for all tasks in this RFI?
No, please describe the details on vendor’s own capability and what will be outsourcing and sub-contracting for all functions, and how it will impact the timeline to go live.
The RFI states, "The Program is interested in exploring different models for specifically administering the Claims Adjudication and Provider Network as a separate contract from the enrollment/eligibility, call center, and member communications." Can the government confirm if they are going to administer these areas separately or are conducting the research before making a final decision?
We intend to administer them separately, but we are in the researching phase and are open to see what capabilities and expertise vendors have to offer.
Why is the government interested in exploring different models for specifically administering the Claims Adjudication and Provider Network as a separate contract from the enrollment/eligibility, call center, and member communications? Are there plans to split the contract into Small Business and Full and Open? If there is a small business capable of performing the entire work, would the government consider awarding the whole contract as a Small Business Set Aside?
The current structure doesn’t completely fulfill our needs.
We intend to split the contract into appropriate manageable sizes. Announcement may include both set aside and full an open.
Is there a page limitation for the White Paper Response Questions?
Each function should be no more than 2 pages, 1.5 line spacing, and 12-point san serif fonts.
Under III. Requested Information. Meaningful Reporting Data Sharing & Fraud Waste and Abuse *FWA). The lettering is off i.e. a-e and a-c. Is this a typographical error?
Yes.
14
IV. Instructions for Submission - #3a
7
Is the Administration Information part of the 2-pg Corporate Capability statement or is it supposed to be in the White Paper as Section 1.0?
It is unclear where the government would prefer to see the administrative information as it indicates “Section 1 of the White Paper” but has this listed under the general corporate capabilities statement that is in addition to the white paper.
Please state it in the general corporate capabilities statement using 1.5 line spacing, and 12-point san serif fonts.
15
III. Requested Information – Provider Networks #g
5
g. Detail which of the above functions would be performed internally under your existing operations and which of these functions would be outsourced to an outside entity as sub-contractor.
It is unclear which functions are being referred to.

What is CDC’s preferred Gov Cloud service provider e.g., AWS or MS Azure?
See #2
17
Claims Adjudication and Management of Benefit Plans
4
· Does the CDC have a private MPLS network to support business solutions and their supporting contractor community? Knowing this will enable bidders to more specifically address data center and staff capabilities to manage private networks.
· If this private managed network does exist for the CDC, who is CDC’s preferred cloud exchange service provider?
Currently there is no MPLS in place.
See #2
18
Claims Adjudication and Management of Benefit Plans
4
Describe your company’s ability to provide expertise in areas of benefits management, treatment plan development and industry standard to include benchmarking federal payors
· What are the benchmarks that are currently being measured/monitored?
· Are there any new areas where CDC needs more insight and would like to add new measures?
Please reference the current and prospect industry standard and best practices.
19
Provider Networks
4
Explain how these two separate networks can be managed by your company, where pricing may be different between. For example, describe how your company can assure FECA rates are applied for the NYCA network and or reimbursement is at or below FECA rates in the NPN.
Please clarify, reference Section Chapter 10 - Governmental Affairs, Subsection 5. Payment Item b, in the WTC HP Administrative Manual, the circumstances where reimbursement would be below FECA rates for the NPN i.e., other than when the billed amount is lower than the established FECA reimbursement rate.
The NPN contractor maintains contracts with their providers, including compensation rates for services with FECA as the ceiling. There are services for which there is no FECA rate and for these the Medicare rate is used as the standard.
20
Provider Networks
4
Must a provider be enrolled in PECOS in order to participate in the NYCA network? Specifically:
· Please clarify who NYCA providers have an agreement with. Is it CMS or CDC?
· Does the WTC HPSC staff reference information in PECOS or is the provider’s information entered into PECOS?
· Can a provider be enrolled in NYCA network without being entered into PECOS?
No.
· CDC
· Our current HPS is able to consume information from PECOS. The vendor should describe how you would approach enrolling providers through PECOS if you have the relationship with CMS. What would you do if providers refuse to enroll through PECOS and how would you contract individually with that provider?
· Yes.
Please note access to PECOS is not required if you already have a well-established network where you can assure the providers will meet the program rules or that you have the ability to work with the network of providers established by our program. The most important thing is that this is and will be the WTCHP network.
21
Customer Service Call Center
5
· What is CDC’s a preference regarding the hosting of the telephony services (e.g., VOIP/PBX, IVR, CRM etc.)? Does CDC have a common platform that they prefer? If not, what architecture does the CDC prefer to be used by the contractor?
· If hosted and cloud-based services are permitted, are there any guidelines or limitations on what or how the services can be consumed? Example: only FedRAMP accredited services are permitted.
Whatever is the most efficient, innovative and resilient with reasonable and affordable pricing and cost control.
See #2
In addition, only FedRAMP certified providers and solutions will be permitted if the vendor decides to use the cloud.
22
Customer Service Call Center
5
Please provide the required timeliness metrics to be achieved for the call center e.g., average speed of answer, average hold time, call abandonment rate, etc.)
The vendor should reference the industry standard and provide competitive metrics.
23
Meaningful Reporting, Data Sharing, & Fraud Waste and Abuse (FWA)
6
c. Which of these programs would be included within the provision of benefits for WTCHP?
What are the programs that are referred to in Item C?
There is a typo with the list alphabet. The second “c” should be “h”. The “programs” refers to measures (i.e., administrative actions, processes, hardware and software, etc.,) to manage FWA program.
Please validate that the security requirements outlined in the 2016 RFP are the same requirements that will be required for a 2020 RFP e.g., FISMA level, FEDRamp.
Security requirements will be minimum since all systems, applications, websites and data will be operated inside the gov’s cloud environment.
See #2
Please clarify if the contractor is required to have dedicated desktop infrastructure and CDC authentication mechanisms in place e.g., PIV cards, RSA tokens, etc.
See #2 and 24. There should be no need for the dedicated desktop infrastructure but may need CDC authentication mechanism. TBD.
What security and systems infrastructures are the contractor required to integrate with for this program?
See #2 & 24
Regarding “support for program-wide utilization management and case management services with subject matter experts and systems,” is the World Trade Center Health Program (WTCHP) seeking information about how the bidder would support the CCEs that provide UM and CM services today, or would the bidder be responsible for providing these services?
The Program is seeking support for our internal programs that may involve certain aspects of the CCEs and NPN services.
Regarding “a robust end-to-end claims administration (hosted external CDC.gov) system with an online self-service automated portal for various users including the providers, members (beneficiaries),” would the bidder also provide call center support to members using the online portal? Would the bidder need to provide any other member servicing functions?
It should be an industry standard service to support the customers. Be clear on what the vendor can provide for benefits management and online self-service portal members, providers, government and other stakeholders including the and NPN and others TBD.
The vendor can provide information on other member services but is not required.
Will the bidder be responsible for administering benefits for all eight (8) CCEs? If not, which are included?
All CCEs and the vendor should describe how it may provide a mechanism to work with the NPN.
Will the bidder be responsible for obtaining COB information from third parties or will COB information be provided to the bidder?
See #4.
The vendor must be able to reconcile COB claims and work with other contractors to manage Other Health Insurance Information (OHI).
Please describe the systems, platforms and protocols used in the Gov Cloud
See #2
Please provide a description of the CDC IT network used with cdc.gov
Not available to disclose for this RFI
Regarding the request for “claims and payment analytics and meaningful reports with solutions to improve efficiency and financial integrity,” in order to accurately depict current and future member costs, will the bidder be required to integrate data from various sources?
Yes, but it will likely through the cloud.
Regarding the question for “reporting capabilities for claims utilization and cost projections,”
· From a claim’s perspective, does this require the integration of various data sets not all housed by any one vendor? As an example, to accurately depict future costs for a member as well as current costs, data would have to be aggregated from the following types of systems: Claims/Eligibility/RX/Case Management. If this is true can the vendors be listed with a description of the data they would supply to this vendor?
· What is the expectation around managing third party data?
· Is the request to access real-time or near real time data?
· Does WTCHP currently use an actuarial firm to complete a full cost analysis?
We are currently building a cloud-base environment where the vendor will have to operate in.
More details will be available in the RFQ or after the award.
Regarding the request for user interfaces to “allow client users the ability to customize the report information and data formatting,” does the WTCHP require the ability to create and manage the development their own reports by their own resources?
We are interested a mechanism for us or our authorized users to be able to access to data, reports and systems to support our operations. AI solutions may be provided if any.
Will the bidder be required to form a separate and distinct relationship and possible integration with the Centers for Medicaid and Medicare Provider Enrollment, Chain, and Ownership System (PECOS) system?
It is not currently required.
Will the WTCHP accept an existing relationship the bidder has with Centers for Medicaid and Medicare Provider Enrollment, Chain, and Ownership System (PECOS) system?
Yes, we welcome vendors with and without established CMS or access to PECOS system, particularly if the vendor already has a well-established network. We are interested in any innovation to ensure quality of service, cost control and a well-managed network.
Will the WTCHP engage both parties (the bidder and PECOS) to arrange for such a connection for and on behalf of the WTCHP Program?
It is not currently in our plan.
Can the NPN providers be reimbursed differently than based upon the FECA schedules? Are there any limitations or requirements with regard to the NPN provider fees?
See #19
The vendor should clearly describe solutions to maintain cost control.
The WTCHP Administrative Manual states that CMS issues provider payments. Is this a requirement, or would the bidder be able to issue claim payments to providers?
We have an agreement with CMS to use their service to process payment.
Yes, the vendor can propose a solution where you can be a fiduciary. However, your providers are required to provide all necessary information including NPI# and Tax ID. The vendor must provide a concrete plan on managing claim payment, including liability and dealing with negative balances and recovery efforts.
Please describe the integration requirements for data to/from PECOS.
