About this file
This is Addendum 1 to RFP No. 25-0117JMC issued by Washington State University for developing and maintaining a model policy and practice clearinghouse to improve practices to support clean water. The RFP was issued on January 17, 2025, with proposals due March 14, 2025, at 3 pm Pacific Time in Pullman, Washington. The project requires the successful applicant to develop online resources and a shared space for information, working with the Washington Stormwater Center's Communication Lead on web development options and site architecture. A key component involves researching Homeowner Association codes, ordinances, and CC&Rs (covenants, conditions & restrictions) related to water quality and stormwater issues in Washington state.
The payment structure is based on completion of task deliverables rather than hourly, daily, or monthly rates. Invoicing must be done monthly based on completed work and reporting on a per-task basis, with no option to invoice for the "grand total" amount. Section 5.1.A of the sample contract will be amended to replace the per hour/day/month language with task or deliverable-based fees in the itemized chart. The successful consultant will be required to analyze HOA stormwater agreements, identifying weaknesses and providing recommendations for improvements in how these agreements are structured and communicated.

RFP NO. 25-0117JMC
ADDENDUM 1
PROJECT TITLE: Developing and maintaining a model policy and practice clearinghouse to improve practices to support clean water
RFP ISSUED DATE: January 17, 2025
PROPOSAL DUE DATE: March 14, 2025, at 3 pm Pacific Time, Pullman, Washington, USA.
ADDENDUM 1 PURPOSE: Provide answers to submitted questions
1. Can WSU confirm that the SOW does not include a task to create the online clearinghouse (e.g., user interface, web development).
The Project Purpose part of the Scope and Appendix A state that “ The successful applicant for this award will develop online resources and a shared space for the information.” This means there is an expectation that the resources will be web enabled and that the successful candidate will work with the Washington Stormwater Center’s Communication Lead to discuss web development options. New deliverable under Task 4 makes clear that successful consultant will work with the Washington Stormwater Center’s Communication Lead to structure the architecture and functionality of the site.
2. Can WSU clarify Task 2 expectations related to the exploration of Homeowner Associations (HOAs) and Covenants, conditions, and Restrictions (CC&R)?
The expectation is that the successful consultant will research codes and ordinances being used in HOAs in the state, their weaknesses, and how to address how CC & Rs (covenants, conditions & restrictions) can be amended to address common water quality and stormwater issues that arise in HOAs. Typically there is a stormwater agreement with HOAs but the existence and terms are not always clear or transmitted properly.
3. Can WSU confirm that Contractors may invoice up to the “Grand Total” not-to-exceed amount for this project (as opposed to separate not-to-exceed amounts for each task)?
Invoicing is done on a monthly basis, based on the work and reporting that has been completed on a per Task Basis. WSU does not permit invoicing for the “grand total.”
4. Can WSU confirm that Contractors will be expected to invoice on an hourly rate basis up to a not-to-exceed amount for this project?
It is anticipated that the successful bidder will submit invoices based on completion of task deliverables not hourly, daily, or monthly. Section 5.1.A. of the sample contract will be amended to replace the per hour/day/month language and include task or deliverable based fees in the itemized chart.
