About this file

This is a Question & Answer document (#1) from the Washington Student Achievement Council (WSAC) regarding their Request for Information (RFI) for Marketing and Outreach services for Washington Grant for Apprenticeships. The document addresses six key questions from potential vendors about the RFI requirements, clarifying that detailed responses rather than visual samples are acceptable during the RFI phase, and that the focus is on marketing industry changes as they relate to targeting jobs and programs in the labor industry. The agency is seeking information about marketing approaches for both sides of the state but has not established specific goals or metrics for expanding apprenticeships at this time.

The document indicates WSAC is interested in learning about value-added services for marketing to apprenticeship groups, though they do not specify exact examples of what these services might entail. Regarding experience requirements, WSAC welcomes responses from vendors with both apprenticeship-specific marketing experience and general marketing expertise, provided they clearly differentiate between apprenticeship-specific capabilities and transferable general marketing experience. The Q&A document notes that none of the clarifications resulted in changes to the original solicitation.

Question & Answer #1

Marketing and Outreach for Washington Grant for Apprenticeships

This document is posted to capture the questions received during the question & answer period for Marketing and Outreach for Washington Grant for Apprenticeships. This document is the official response to the questions received.

Mark Vessey markv@wsac.wa.gov

Question Response Did this change the solicitation?

1. Regarding question #1, are you looking for visual samples of work during this RFI phase, or will detailed responses explaining examples suffice?

For the purposes of this RFI, a detailed response is fine. No

2. For question #2 about “industry” changes, are you referring specifically to the apprenticeship industry, the field of education, or the marketing industry as a whole?

The marketing industry as it relates to targeting jobs and programs in the labor industry.

No

3. Under question #6, the document states: "Identify areas of value-added service that you provide relating to marketing/outreach services for apprenticeships."

Could you provide an example of what you are looking for here?

WSAC does not have a specific type of example here, we are looking to the vendor community to share what kind of value-added services there are when marketing to this type of group.

No

4. The document also mentions value-added services under the customer service section. Could you clarify what kind of examples or specifics you are looking for in this context?

This would be similar to the answer above. No

5. What specific goals or metrics does WSAC have in mind for "significantly growing and expanding" apprenticeships?

WSAC does not have any specific goals or metrics at this time. We would like more information on marketing to both sides of the state.

6. Lastly, how important is previous experience specifically in apprenticeship-focused marketing compared to general marketing expertise in related industries?

WSAC is interested in learning what array of expertise/experience there is in each respondent’s ability to perform marketing activities specifically for target groups within apprenticeship, and we also recognize that previous experience in general marketing has the potential for transferability. We welcome responses to both, as long as it is clearly notated what is specific for apprenticeships and what is expected based on previous experience.
