About this file

This file contains written inquiries and answers for a mattress cores procurement (DQ 2027000046) issued by the Colorado Department of Corrections (DOC) and Colorado Correctional Industries (CCI). The solicitation requests mattress core submissions in multiple dimensions, including 3" x 30" x 76" or 78" options and minimum 6" x 30" x 76" or 78" configurations. Bidders are invited to submit all options they deem appropriate, including varying foam densities, insert heights, and fire performance specifications. The document does not specify rigid performance requirements for insert dimensions, foam density quantification, or fire testing standards; instead, it encourages bidders to propose solutions with various specifications and test results for DOC and CCI review.

The procurement indicates that while material resistance to fire and water exposure is preferred, such resistance is not a mandatory requirement at this time. The state requests bidders submit options that may include various fire performance tests and associated criteria, with all submissions subject to evaluation. The document references potential compliance standards such as California Technical Bulletin 117 2013 and detention-specific fire tests including ASTM F1870 and ASTM F1085 Michigan Roll testing, though these are not mandated. No pricing information, contract term, award date, or response deadline is included in this inquiries and answers document.

DQ 2027000046 – Mattress Cores – CCi

Written Inquiries and Answers

1. Since a 6” insert would provide less comfort with fire-resistant cushioning as opposed to a 5” insert, is a 5” insert acceptable?

Answer: Please submit all options you feel are appropriate. 3”x 30” 76” or 78” and or a minimum 6” x 30” x 76” or 78”

2. Foam Density is usually specified as a minimum pounds per cubic foot. Can you please quantify what is meant by the requirement High-Density?

Answer: Please submit all options you feel are appropriate.

3. There are dozens of fire performance tests, involving both completed mattresses and due to frequent vandalization, for mattress cushioning components as well. What specific fire tests and associated performance criteria is being requested?

Answer: Please submit all options you feel are appropriate, all tests submitted will be reviewed.

4. Vandalism negates mattress fire protection involving fabric barriers for certain types of foam. Is the intent to use the mattress cores for the confinement mattress assembly in combination with merely a fabric barrier to protect highly flammable foam cushioning such as polyurethane foam?

Answer: At this time we plan to use an industry standard cover.

5. In absence of stated fire performance requirements, is the objective to supply less expensive, highly flammable furniture foam such as California Technical Bulletin117 2013 which would provide no fire safety of the foam component?

Answer: Please submit all options you feel are appropriate.

6. Is the core required by the Colorado DOC and CCI to be highly fire-resistant and not affected by exposure to water or other liquids?

Answer: DOC and CCI would like material not effected by fire or exposure to water or other liquids but not a requirement at this time. Please submit all options you feel are appropriate.

7. Is the core required by the Colorado DOC and CCI to pass the Mattress Insert Test, "Michigan Roll", as per ASTM F1870 Sections10.2, and 10.2.1, and ASTM F1085 Annex A3, demonstrating less than 7% total weight loss? This is a fire test designed specifically for detention mattresses.

Answer: Please submit all options you feel are appropriate.
