About this file
This document is an exhibit detailing the specifications for the Hazardous Waste Removal Contract for the Deer Island Oil/Water Separators (OWS) located at various facilities. The contract involves the routine inspection, cleaning, and disposal of waste materials from 13 identified OWS units of varying capacities and oil/sand collection risks. The selected vendor may be required to service the OWS units quarterly, with the potential for additional service calls between inspections. The document specifies the location, type, capacity, depth, and annual cleaning frequency for each OWS unit.
The document outlines the inspection and cleaning requirements, including thresholds for oil thickness and solids accumulation that would trigger a cleaning event. Pricing for this contract is not specified, nor are there any details provided about set-asides, incumbents, funding sources, or other salient commercial terms. The document focuses solely on the technical requirements and specifications for the OWS maintenance services.

EXHIBIT C
Hazardous Waste removal Contract, Deer Island Oil/Water Separator (OWS) Details
OWS Location Type (see Capacity Depth Annual Comments No. drawings) (gal) (ft) Cleanings 1 Link building B 470 10 1 collects small quantities of sand, minimal oil risk.
2 Warehouse gallery B 470 10 1 collects small quantities of sand, minimal oil risk.
3 Garage, outside B 890 15 3 collects sand from the roadway, medium oil risk.
4 Butler Building B 890 15 1 collects small quantities of sand, medium oil risk.
5 East Grit B 890 15 3 collects large quantity of sand and/or grit materials, medium oil risk.
6 West Grit B 890 15 3 collects large quantity of sand, grit materials, medium oil risk.
7 Thickener Gallery B 890 15 3 Tank may receive some quantity of scum and screening room floor waste, minimal oil leak risk from dumpster room.
8 Thermal Oil Waste D 2,000 11 2 collects small quantities of sand, medium oil risk.
9 Thermal Quench C 2,800 10 2 collects small quantities of sand, medium oil risk.
10 Thermal CTG N/A 1,800 10 3 This tank has no outlet - it needs servicing whenever liquid flows into it (assume 3 times/year).
11 Thermal Fuel Farm D 10,000 17 2 Overflows to perimeter drain #5. Electronically monitored oil thickness layer. Potentially highest oil risk, if leak in fuel tanks occurs.
12 Butler Building, North side B 900 15 1 collects small quantities of sand, medium oil risk. Overflows to perimeter drain #5
13 Vehicle Fuel Facility D 8,000 15 2 Overflows to perimeter drain #4. Electronically monitored oil thickness layer. Medium oil risk, from fuel spill etc.
All OWS's must be inspected quarterly. If more than 1 inch of oil, or more than 1 foot of solids is present, the material must be removed and disposed of.
Some OWS units will need to be cleaned as part of the quarterly inspections. Others may be empty when inspected, then need to be cleaned if an incident occurs in that area which results in oil and/or water being washed into the containment tank.
The selected vendor may be requested to service one to three units (or more) in between the quarterly inspection periods.
This is the basis for the estimated nine visits.
