Questions and Answers

Q.1. What is the amount of the current contract?

A.1. $88,093.20 per month, or $997,190.40 annually.

Q.2. Will it be possible to extend the due date for the proposal to Monday, July 20th?

A.2. The date for receipt of quotations shall be extended to 10:00 AM EST, on July 20, 2015.

Q.3. Will (2) HUBZone certified companies be permitted to JV?

A.3. A qualified offeror may submit an offer as a joint venture, subject to FAR 19.1303.

Q.4. The solicitation asks for resumes of key personal. Since the current employees on site will stay on the contract, does this refer to our company’s upper level management? The management that will be overseeing the contract?

A.4. Key personnel, for whom resumes should be submitted include all managerial, supervisory and team lead or equivalent, employees.

Q.5. Will we have access to incumbent employees to offer first right of refusal to employees who are performing satisfactorily on the current contract?

A.5. Yes, In accordance with FAR 22.1204(b) the service employee list shall only be provided to the awardee after award of the successor contract.

Q.6. How many employees are currently providing service under this contract?

A.6. There are 32 employees (including full-time and part-time) on the payroll of contract

GS-11P-14-NW-D-0005.

Q.7. How many current employees reside in a HUBZone?

A.7. There are thirteen (13) full-time, and seven (7) part-time employees that do not reside in a HUBZone.

There are nine (9) full-time, and three (3) part-time employees that do reside in a

HUBZone.

40% of full-time employees and 30% of part-time employees under contract GS-11P-14-

NW-D-0005 reside in a HUBZone.

Q.8. Over the past year how many hours were used by each labor category on price line items

#2-12?

A.8. Below is an estimate of the quantity of additional services ordered via separate Task

Orders, over the past 18 months.

Truck 80 Hrs.

Truck Driver 80 Hrs.

Mover 804 Hrs.

Materials Handler 2,304 Hrs.

Lead Installer 372 Hrs.

Q.9. On pricing line item 001, please define the current recurring move services support team that is working 7am -7pm?

A.9. There are 21 full-time employees and there are 10 part-time employees. This is a

Performance based Contract. All full-time employees receive forty (40) hours pay per week according to their individual labor classification(s). The part-time employees are

'as needed' by the Contractor to provide cover for personal days, sick days, and vacations as well as supplement the full-time workforce as needed. 7am – 7pm coverage is currently achieved through the use of staggered shifts.

Q.10. What positions are considered key personnel?

A.10. The Project Manager, Site-supervisor, and Team Leader, or equivalents are considered key personnel.

Q.11. What moving equipment, which is not already on site, will the contractor be required to have on site to support the daily activities?

A.11. This is a performance based contract, the contract does not require the use of any specific move supplies or equipment, only that all equipment/supplies required to successfully perform the work be provided.

Examples of commonly used moving equipment and supplies include: Furniture pads, bubble wrap, shrink wrap, stevedore type hand trucks and other hand trucks, commercial move bins, small delivery truck and large moving truck.

Q.12. In that it affects overhead and cost; can we receive information on years of service for each employee and their current rate of pay?

A.12. Yes, in accordance with FAR 22.1204(b) the service employee list shall only be provided to the awardee after award of the successor contract.

Q.13. Please provide the responsibilities of the Project Manager, Supervisor and Work

Leaders.

A.13. Responsibilities of a Project Manager (PM) may include but are not limited to, serving as the direct liaison between GSA and the Move Shop Supervisor (MSS), providing oversight of projects, attending GSA customer meetings, and overall responsibility for day-to-day Move Shop operations.

Responsibilities of the Move Shop Supervisor (MSS) may include but are not limited to, scheduling and delegation of work requests, determine staffing needs for those requests and providing on-site supervision.

Responsibilities of Work Leaders may include but are not limited to, responsibility for execution of the actual work and work product, efficient coordination of personnel assigned to projects as well as coordinating the necessary project specific equipment.

Q.14. Where do the current employees park? Are there discounted rates available?

A.14. Parking is not provided by the Government and discount parking is not available.

Current employees utilize Metro, or park in a nearby location at their own expense.

Q.15. Is there parking for the work vehicles?

A.15. Parking is currently provided on-site for one (1) large Move Truck. There is no on-site parking provided for additional vehicles/equipment. If any additional vehicles/equipment needs to be parked on-site for an activity, advance arrangements will be made by GSA.

Q.16. Approximately how many employees are employed at the White House Complex and will be serviced by the White House Moving Contract?

A.16. There are an estimated 600 employees located on the Complex, who will be serviced by the Move Services Contract.

Q.17. What licenses will the government allow for operators of the various truck driver, fork-lift operator, etc.?

A.17. Contractor shall provide competent personnel who shall demonstrate abilities to the GSA on-site Safety Officer (SO). The GSA SO will test the forklift operator(s) for proficiency and will issue a certificate to the operator. This certificate does not relieve the Contractor of responsibility for damage(s). Contractor shall provide competent licensed drivers for trucks who shall hold the proper level of license to operate the vehicle(s).

Q.18. What size boxes does the government expect to get at no additional cost?

A.18. The limitation on liability for boxes addressed in sections C.1.G. and C.1.H. applies only to standard “Legal Tote” type boxes, measuring approximately 22”x 15”x 12.”

Q.19. What are the security requirements of the onsite computer and does the Government prefer a certain technology for compatibility purposes?

A.19. Contractor and Contractor employees will use ONLY GSA Government provided computers to access the Government Computer network. Contractor and Contractor employees shall pass HSPD-12 and USSS screening prior to being allowed to use the supplied computers.

Q.20. Can the government delineate the requirements of the automated data system for agency compatibility?

A.20. Contractor and Contractor employees will use ONLY GSA Government provided computers to access the Government Computer network.

Q.21. Does the 4% differential apply to any of the workers slated for this program as it relates to low levels of dangerous activity?

A.21. No.

Q.22. Any special clearance considerations?

A.22. Contractor and Contractor employees shall pass HSPD-12 and United States Secret

Service screening.
