About this file
This is a Collective Bargaining Agreement (CBA) between White Plains Bus Co., Inc. (doing business as Suburban Paratransit Service, affiliated with National Express Transit Corporation) and Transport Workers Union of America, Local 100, covering the period from July 1, 2018 through June 30, 2023. The agreement establishes terms and conditions for employees across multiple classifications including bus drivers, paratransit drivers, van drivers, monitors, and mechanics. The CBA addresses rates of pay with scheduled wage increases occurring on multiple dates between January 2019 and January 2023, ranging from 1.0% to 2.5% depending on employee classification. Additional provisions cover ratification bonuses, pay progression for new hires, training rates, charter and shuttle work compensation, holiday and vacation pay, and guaranteed weekly hours for 42-week employees. The agreement modifies the prior CBA effective from July 1, 2013 through June 30, 2018 and implements changes effective upon ratification.
The agreement provides ratification bonuses in two installments (50% each) payable within two weeks of ratification and on May 10, 2019, with amounts ranging from $75.00 for monitors to $425.00 for mechanics. New employees with less than one year of service receive compensation $2.00 per hour below top rate, with progression increases of $1.00 per hour after six months and twelve months of employment, except for drivers with a minimum of three years of commercial driver's license experience in school bus or transit operations and clean driving records. The CBA establishes pre-service training rates at $15.00 per hour for the contract life (subject to statutory minimum wage increases) and retraining rates at $3.00 less than the top non-revenue rate. Charter and shuttle work provisions include 33 1/3% of net charter charges for work beyond six hours at the same rate as scheduled time, $200.00 per day for holidays and $1,000.00 per week for vacation weeks for charter/coach drivers, and integration of regular weekend shuttle work for colleges as part of run pay during school sessions.
