About this file

This is a Request for Proposal Question and Answer document issued by the City-County Information Technology Commission (CCITC) in Wisconsin, which serves Marathon County, the City of Wausau, and North Central Health Care. The RFP seeks a consulting resource to provide support for an ongoing Workday implementation project, with responsibilities spanning Organizational Change and Training (OC&T), communications, and software configuration. The role is intended to complement existing project management and analyst staff by providing specialized expertise where needed. The engagement is estimated at 70-80 hours per month over a 6-8 month period, with flexibility to adjust hours according to project demands. The project timeline extends through winter/spring 2023. The Q&A document addresses questions from prospective bidders regarding the scope, requirements, and submission process.

Key considerations for prospective consultants include the requirement for extensive Workday experience, as general ERP implementation experience from other platforms is deemed insufficient for the specialized nature of this engagement. The position is fully remote with no onsite requirements. CCITC will evaluate candidates based on their individual skills and relevant experience, though organizational alignment with listed responsibilities is beneficial. Bidders may propose multiple candidates for the same role with different rates. Proposals must include a standard contract for legal review, commenting, and execution upon award. The evaluation prioritizes the qualifications of proposed consultant candidates rather than vendor organizational experience, reflecting CCITC's focus on securing specialized expertise for successful project delivery.

REQUEST FOR PROPOSAL Q&A

CCITC Workday Consultant

1. Since you only needed a resource, could you please explain what you needed in the 10% Project approach and proposed schedule, since it does seem you have an integrator that is already working based on an existing approach and schedule.

0. Troy - We are looking for assistance in OC&T role and general implementation communications and coordination.

1. On page two (2) of the RFP, it was stated that CCITC is primarily looking for one consultant/contractor who can stay with the project until the end sometime in winter/spring 2023, however in the scope, three roles seem to have more than one role in the scope. Are you looking for this to be performed by just one OCM Consultant?

1. Troy -Yes, we have several PMs and Analysts already assigned and working on the project, however we have determined that additional help is needed to adequately deliver the project successfully. This role would be providing help to the existing staff where it is determined to be needed.

1. Is this a remote, onsite or hybrid (what percentage onsite if hybrid) role?

2. Troy - This is expected to be a fully remote assignment.

1. How important is Workday experience? Would an OCM consultant with ERP (Oracle, Infor, or others) experience be sufficient?

3. Troy- Very important so not only can the consultant provide general project delivery support, but expertise in best practices and experience in the environment.

1. Can we propose more than one candidate for the same role with different rates?

4. Troy – This is acceptable

1. In the proposal submission it was stated that: “Proposals should include standard contract that can be reviewed, red-lined, and executed upon selection of winning bid”, Can you clarify what standard contract is, Exhibit A?

5. On submission of the proposal, we would like to have a contract that would be used by bidder to execute the agreement included for review by our legal team. Any contract would be subject to review, commenting, red lining prior to execution.

1. Do you require the necessary experience from the Vendor or is it acceptable for the experience to be from the proposed Consultant?

6. The skills of the candidate are what will be considered for selection. It would however be of benefit that candidate’s role in the organization be similar to the requirements and responsibilities listed.
