About this file

This is a Statement of Work for a Blank Purchase Agreement (BPA) for tractor rental services issued by the Twin Falls District Bureau of Land Management (BLM). The BPA is effective from June 28, 2026, through June 27, 2031, and covers the provision of tractors on an as-needed basis when requested by the Contracting Officer.

The vendor must comply with several key requirements: pricing to the Government must be as low as or lower than those charged the vendor's most favored customer for comparable quantities under similar terms and conditions; no state sales tax shall be added to invoices as the U.S. Government is tax exempt; individual purchases cannot exceed $300,000; and only Idaho BLM/DOI Contracting Officers are authorized to place orders. All orders must be accompanied by delivery tickets or sales slips containing the supplier name, BPA number, purchase date, purchase number, itemized list of services, quantity, unit price, extensions less applicable discounts, and delivery date. Monthly summary statements or invoices must be submitted upon expiration of the BPA, whichever occurs first, identifying all delivery tickets covered during the billing period with total dollar values and supported by receipted copies of delivery tickets.
