1. Introduction of Scope of Services This contract entails the provision of comprehensive recycling and composting services for post-industrial wood waste, associated by-products, and marine debris. The services are to be extended to various Naval Base Kitsap installations within the Navy Region Northwest, including Bangor, Puget Sound Naval Shipyard/Bremerton, Keyport, Indian Island, Jackson Park Hospital, and Manchester. The contractor is required to furnish all necessary labor, supervision, tools, transportation, materials, facilities, and equipment for the execution of these services, which will involve the transport of materials to the contractor’s processing site or designated receiving area.
The Naval Facilities Engineering Command (NAVFAC) Northwest Public Works Department will oversee contract administration, with all contractor and government communications coordinated through the Public Works Department, specifically directed to the Government Project Manager and Technical Point of Contact (POC), Charles Larson charles.a.larson37.civ@us.navy.mil . Queries from the contractor to the government prior to award should adhere to the Pre-Proposal Inquiry (PPI) Process.

If damage is caused by work administered, the Contractor shall cease operations until the issue can come to a resolution. All work performed by the Contractor is expected to conform to established commercial recycling and composting standards. The expected material types include, but are not limited to, wood dunnage, sawdust, marine growth, land-clearing debris, sod, and green waste. Navy generated industrial wood may have large undetectable metal fasteners which will cause significant damage to commercial shredding and chipping machines.
2.1 Specific Operational Procedures
The contractor is expected to recycle or compost all material that is disposed at the contractors facility. The contractor must report and return any material to the government that is classified as a refuse for the government to dispose of the material. The government understands that there may be refuse material mixed in loads that are dumped at the contractors facility and will provide a government owned 40 yard roll off container to be used by the contractor to collect that material. Only government generated refuse will be placed in that roll off container.-The Government may inspect the contractor facility at any time during the performance of the contract.
-The Navy industrial wood waste stream contains about 200 tons per year of fire retardant coated wood blocking from dry dock operations. This material is not hazardous waste, however it does impact the pollution control equipment of facilities that purchase wood chips for use as fuel. The total projected tonnage for post-industrial wood waste including fire retardant wood is approximately 3250 tons.
-The Contractor shall have a process in place for marine growth to be recycled or composted.
The government may request wood chips (overs) to be provided from the contractors wood chipping operation and hauled by the government. The Overs may be used by the government to line the bottom of the roll off container used to transport marine growth and to cover the marine growth during transport to reduce odor and liquid issues. Material may include marine growth arising from cleaning spill and security containment booms.
-The Contractor shall operate composting processes that meet or exceed the EPA standard for the process to further reduce pathogens (PFRP). The organic waste stream is approximately 3250 tons per year.
-The Navy will provide one refuse container at a time to capture any unforeseen garbage resulting from disposition and transfer to Olympic View Transfer Station. Contractor must call Technical Point of Contact for pick up when needed.
