3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY'S NEEDS, INCLUDING AN ESTIMATED DOLLAR AMOUNT:
DLA J6 is responsible for supporting the Distribution Standard System (DSS), which is a globally fielded information technology capability supporting inventory status and orders from the warfighter, among other functions. The DSS Program Office has been tasked with performing a technical refresh of some DSS capabilities and tightly integrating DSS with the remainder of DLA's Enterprise Resource System (ERP) and Enterprise Business System (EBS). The technical refresh will migrate the DSS functionality to the new SAP-based Warehouse Management System.
ACES currently provides full lifecycle support of the WMS implementation under Task Order SP4701-20-F-0078. Functionality to be included in the WMS in support of Subsistence was not anticipated at the time of Task Order solicitation or award and was not included in the Task Order Performance Work Statement (PWS). The DLA Troop Support Subsistence Supply Chain provides food support for the military all over the world. From individually packaged meals in a soldier’s ruck sack, to a ship’s galley, and to dull service dining facilities on military installations, Subsistence gets that food there. This effort is to perform requirements gathering to identify what will be needed to implement the functionality in support of Subsistence. As part of this Modification, the contractor will research the requirements for Subsistence, identify and document those requirements, provide a functional mapping of where the requirements belong in the WMS, and create a gap analysis identifying what functionality is inherent in WMS versus what is necessary to be modified or added to fully support the functionality. The contractor will also provide an implementation plan on how these changes can be accommodated.
It is imperative that DLA implement this functionality within the SAP WMS with the Pilot implementation occurring in September 2021. It is critical to initiate this effort prior to the end of April 2021 to ensure this functionality is successfully implemented in the system by September 2021.
The total estimated dollar value for this effort is for a two-month period of performance.
4. THE AUTHORITY AND SUPPORTING RATIONALE AND, IF APPLICABLE, A
DEMONSTRATION OF THE PROPOSED CONTRACTOR'S UNIQUE
QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE:
The authority permitting other than full and open competition is FAR 8.405-6(a)(1)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
The ACES Team is currently providing full lifecycle support for the WMS implementation under Task Order SP4701-20-F-0078. This includes all tasks relating to requirements analysis, design, configuration, code, and testing for capabilities in the WMS. ACES’ expertise in SAP support combined with their thorough knowledge of the DLA WMS implementation makes them uniquely qualified to understand the current WMS environment, including all tasks associated with the full lifecycle development of WMS. Because of ACES’ performance under the current
Task Order, only ACES possesses the requisite knowledge to ensure the most efficient methods of how and where to implement the Subsistence functionality into WMS are utilized.
Additionally, ACES has built relationships with the SAP WMS owners and is in regular contact with users and subject matter experts to fully understand all requirements for the remaining areas of functionality within the WMS. ACES has engaged with DLA Troop Support on other requirements sessions and is knowledgeable of DLA Troop Support’s unique requirements. Only ACES has the in-depth knowledge of the WMS environment and the DSS Program Office’s requirements to allow them to provide the necessary support services at the level of quality required by the Agency.
As a project that has been utilizing an agile development methodology, the planning for future changes will be continuously reviewed and suitableness will be reviewed prior to taking any actions. In this case, with ACES providing the support to maintain the full lifecycle of the implementation project, it is critical to maintain consistency and expertise to meet project requirements. Accordingly, this requirement must be award to ACES via a modification of the existing Task Order because ACES is the only source capable of providing the highly specialized services required at the level of quality required by the Agency.
5. DETERMINATION BY THE ORDERING ACTIVITY CONTRACTING OFFICER
THAT THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH 8.404(d):
The Contracting Officer will determine that this acquisition represents the best value to the Government consistent with FAR 8.404(d). In making this best value determination, the Contracting Officer will perform a price reasonableness analysis utilizing the techniques found at FAR 15.404-1, including, but not limited to: (1) Comparison of the proposed price with competitive published price lists, published market prices of commodities, similar indexes, and discount or rebate arrangements (FAR 15.404-1(b)(2)(iv)) and (2) Comparison of proposed prices with the Independent Government Cost Estimate (FAR 15.404-1(b)(2)(v)).
6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG
SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON
MARKET RESEARCH WAS NOT CONDUCTED:
Market Research was conducted using the current rates associated with the existing ACES Task Order. These rates were deemed to be competitive and what a credible contractor would offer.
7. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN
COMPETITION:
Utilizing an alternate contractor at this juncture would result in a duplication of costs and resources. If another contractor were brought in to perform this work, it would inject risks into this project. These risks include, but are not limited to, a lack of knowledge and understanding of the WMS environment and requirements. Costs would also increase as an alternate contractor would require ramp-up time to become integrated in the organization and familiarized with the work to be performed. Additionally, delays in the planned implementation of the WMS would result due to a lack of knowledge and relationships.
Use of an alternate contractor would cause significant delays. With less than six months until the scheduled implementation at the pilot site, any delays at this time would be catastrophic to the project. Knowledge of the current environment and what tasks are to be worked on and when leading up to the production implementation in September is critical to ensuring the success of this planning effort. It is in the best interest of DLA to continue to utilize ACES to gather tasks, including for Subsistence, minimize cost, maximize overall project efficiencies, and meet project deadlines.
8. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED
CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION
FOR THE SUPPLIES OR SERVICES IS MADE:
At this time, only the ACES Team can provide the required SAP support services at the level of quality required by the Agency. However, DLA continues to exercise competition as often as possible and is required to conduct ongoing reviews to keep abreast of new technology and corresponding services, both in industry and in the Government. DLA uses a variety of vendors, manufacturers, and contracts/orders to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition to the maximum extent possible.
In accordance with FAR Part 8.405-1(c)(2), this LSJ will be posted to GSA e-Buy.
