About this file

This document is a Simplified Acquisition Procedures (SAP) Determination Memorandum for a sole source acquisition of a wire repair kit for the MH-60S aircraft. The procurement is for a tool set from Daniels Manufacturing Corporation, consisting of approximately 177 unique tools designed as Peculiar Support Equipment, priced at a redacted amount. The kit (Part Number DMC1481) will enable rapid connector repair for HH60 Whiskey helicopters, with the 129th Maintenance Group at Moffett Air National Guard Base seeking to maintain uniformity of tools for maintainer training and inventory requirements.

Market research conducted through Fed log and FPDS confirmed Daniels Manufacturing Corporation as the sole manufacturer of this specific aircraft maintenance kit. The company is a Veteran-Owned Small Business with CAGE CODE 11851, located in the United States. The government will continue to survey the market for potential competition, noting that current barriers include infrastructure installation challenges that could cause service outages and increased costs. The acquisition is being pursued under a Total Small Business Set-Aside with NAICS code 336413, with the contracting officer certifying that this sole source procurement is in the best interest of the government.
