About this file

This document contains Narrative Response Questions for the Pasadena Winter Shelter Operator Request for Proposal (RFP), designed for potential proposers to detail their organizational capabilities and program approach. The document outlines comprehensive requirements for responding to a winter shelter program that will operate from December 1, 2023, addressing temporary shelter needs for individuals experiencing homelessness during the most inclement winter months. Proposers must provide detailed responses across five key sections: Agency Experience, Program Design, Service Delivery and Staffing, Budget and Resource Plan, and Program Readiness and Timeline, with a 5,000-character limit per question.

The RFP emphasizes a low-barrier, inclusive approach to shelter services, requiring proposers to demonstrate expertise in grant administration, financial management, and service delivery for vulnerable populations. Specific requirements include describing grant history, explaining program operations, detailing staff roles and training, incorporating individuals with lived experience of homelessness, and providing a justification for proposed budget costs. The document seeks organizations that can rapidly implement a shelter program by December 1, 2023, with a focus on trauma-informed care, harm reduction practices, and ensuring privacy, respect, and safety for all participants regardless of gender identity, sexual orientation, race, or ethnicity.
