Solicitation GS-01P-15-BZ-C-0003 Amendment #2 March 19, 2015

1. The GSA representative stated at the pre-bid conference at all questions should be in by

Monday March 9, 2015. Under the Solicitation GSOIP-15-B2-C-0003 III. B Request for

Clarifications or Interpretation states that questions by offerers be asked no less than 15 calendar days from the due date of the offer. Based on that information, offerers last day for questions should be March 18, 2015. Is our assumption correct?

A: We requested that any questions as a result of the Pre- proposal meeting be addressed by

March 9, 2015. As outlined in the solicitation documents, contractors have until March 18, 2015 to address any questions.

2. The GSA representative stated at the pre-bid conference noisy work (i.e. cutting & grinding) could be done early mornings 6-9 and late afternoons based on a court schedule of 9:00 am to 3:00 pm. Section 011400 Work Restrictions states that Noise, Odor &

Vibrations work are from 6PM-6AM or weekends. The documents also noted that noise levels within occupied areas should be 75 decibels or less. Please clarify what work hours are available for noisy work? If noise levels are kept under 75 decibels in occupied areas can work proceed throughout the day?

A: See specification “011400 Work Restrictions” amendment.

3. At the pre-construction it was stated by the owner’s representative that staging must be fenced up two levels to prevent unauthorized access. Under section 015000 Temporary

Facilities and Controls page 9 3.5 A 1 Temporary Fence notes 6’ high chain link fencing. Please clarify.

A: See specification “015000 Temporary Facilities and Controls” amendment.

4. Under the solicitation page 5 of 36 I.C Period of Performance the base bid substantial completion date is 425 calendar days and with the NTE of 660 days with all options. Under section 012350 Options each award option taken will add 30 days. 425 days plus five options at 30 days each equals 575 calendar days not 660. Please clarify.

A: As noted in the solicitation the maximum contract completion shall not exceed 660 days for all work and options. See attached Amendment and revised spec section 012350.

5. The contract documents under Summary of Work Section 011000 Part 2 B. states that this project will be using a Global PM management system on this project. Please provide contract information for the Regional Coordinator so that we can find out about related costs to include in our proposal and training schedules.

A: The Global Project Management system will not require additional contractor costs. Information regarding the use of the system and training will be coordinated with the selected Contractor by the GSA.

6. Under Section 014000 Quality Assurance and Control it notes that contractor provides quality control services through an approved testing agency. Under the individual specifications I find no reference to any laboratory testing requirements other than 10 on-site pull tests for sealants under Section 079200. Most if not all QAC requirements are full detailed mock ups for the various specification sections and documented experience including cut testing for all cutting masons. Are there mortar analysis and compression testing requirements for this project?

A: No.

7. Section 015000 1.3A states electric power and water are provided by owner free of charge. At what physical locations within or exterior of the building can we access electrical power and potable water from?

A: Water is located on a few outside location of the building. There should be no problem accessing it. Regarding power, it depends on what they require. The Lee has only normal type of power, no real high voltage. It may be possible to take the power off the Giaimo FB if they supply their own portable panel with breakers and lead cable. Even if it is standard

120v power requires, it might be a good idea to have portable power panel to move around. Contractors cannot tap into building offices’ outlets. *Please Note the Contractor may use both electricity and water without metering and without charge – However, if Contractor does not use said resources prudently the Government reserves the right to sub-meter said resources and associated charges/cost accordingly. . Additionally please reference

Para. 1.2 A.: "Unless otherwise specified, Contractor shall pay utility service charges for temporary utilities used by entities engaged in construction activities at the

Project site. Costs for these services are included in the contract price. "

8. Who are the current authorized tenant agent maintenance contractors for the security camera system, satellite dish, electrical, phone, custodial and building maintenance?

A: Building maintenance and custodial are through our O&M contractor. For security, some items are under FPS and the remainder fall under the USMS realm, and probably the contractor, ADT.

Satellite dish belong to Courts/USM and they maintain them independently. Telephones and generally maintained by AT&T, but could also be Agency maintained (VOIP).

9. The contract documents call for the offerer to furnish & install a permanent catwalk at the mezzanine area approx. 125’ long. Please provide design requirements relating to this work

A: Provide as indicated in amendment.

12. Detail 2 on AE120 notes existing conduit piping. At what locations does this occur?

How is it currently fastened? How will the conduit get refastened and how will this be integrated with the membrane detail? Please provide detail of this condition.

A: Provide as indicated in amendment.

13. Is the unit price quantities listed in the bid form Unit Prices 1-5 inclusive of the restoration keynotes R1 –R6 & R8-R11 amounts noted on the elevations?

A: Yes, the indicated quantities reflect the anticipated scope work. Verifications of the actual quantities are the responsibility of the contractor and per specification section 012700

“Unit Prices” the quantities may vary 15% above or below the designated quantity. The contractor should note that 100% repointing of the designated work areas is required as indicated on the Drawings.
