DIVISION 1 GENERAL REQUIREMENTS

01010 – SUMMARY OF WORK

PART 1 GENERAL

1.1 Location

This project is on the Bradshaw Ranger District, in Yavapai County. It is located at 4000 West Katahn, Prescott, Arizona 86301. From the intersection of Gurely and Montezuma, travel north for approximately 3.5 miles on Montezuma (this will become Whipple and Iron Springs Roads) turn right onto Williamson Valley Rd. in approximately 1.5 miles, turn west onto Burnt Ranch Road for 0.1 mile, turn right onto Hozoni Road for 0.1 mile then turn left onto Katahn Dr. In approximately 0.5 miles, the road will curve, stay left to continue west on Katahn Dr. approximately 0.5 mile after the y-intersection, the project site will be through the gate on the right.

1.2 Objective

The intent of this project consists of providing all materials, equipment, labor, transportation, and incidentals for the installations of a ground mounted 12,000 kW/year photovoltaic systems located at the Willow work center, providing electricity to the “Cabin”.

All work shall be completed in accordance with project specifications and current building and electrical codes. The work includes all labor, material, supervision, and equipment necessary to perform all the operations for the work specified herein.

The Contractor shall be responsible for any necessary site investigations for detailed and accurate material lists, and all field measurements necessary to complete the construction.

1.3 Project Requirements

A. Design Requirements –

1. Design and install all a 12,000 kW/year, ground mounted photovoltaic array according to manufacturer’s specifications and should include but not limited to the following:

a. Type of panels used, including manufacturer and specifications

b. Analysis shall be broken down for each month of projected output

c. What tables/assumptions are being used

2. A shop drawing of the system racking design shall be submitted and approved by the COR and shall include but not limited to the following:

a. Type and gage of metal used

b. Through bolting mounting

c. Concrete footing design

B. System Requirements:

1. System shall be in accordance with the latest edition of the International Building

Codes and the National Electrical Codes.

2. PV panels shall be through bolted to the frame.

3. System shall meet any additional requirements of APS for Tying into the grid and net-metering.

4. Comprehensive training shall be provided to the Government of system components, operations and maintenance upon completion.

5. Complete Operations and Maintenance manuals of system shall be provided.

6. Quality assurance, inspection and testing is the responsibility of the Contractor and

Supplier.

7. Commissioning as required for all systems shall be provided.

8. System shall allow for the future placement of advanced electrical metering.

9. Warranty period and details of warranty on panels, inverters etc. Shall be provided.

C. Quality Requirements:

1. All work shall be performed in a workman like manner, to the quality and standard of the industry.

2. The Contractor shall comply with Federal Regulatory Agencies.

3. The Contractor shall comply with all State, County and City laws, regulations and regulatory agencies.

D. Submittal Requirements:

1. Complete analysis including all requirements stated above.

2. Documentation for Credits/discounts received through APS or the State of Arizona

3. Contractor shall address all evaluations criteria.

E. Safety Requirements:

1. The Contractor shall insure that all contract and subcontract employees shall adhere to the safety standard contained within the Federal Register and the Occupational Safety and Health Act (OSHA).

2. The Contractor, contractor’s employees, sub-contractors, third party inspectors, suppliers or visitors SHALL adhere to the CDC COVID – 19 guidelines.

a. Face Masks and other PPE – To support a safe workplace and consistent with

CDC guidelines, EO 13991 and the OMB approved USDA COVID-19 Workplace Safety Plan, masks must be worn on National Forest System lands when physical distancing cannot be maintained by the following; USDA employees, on-site contractors, cooperators, volunteers, and employees of special use authorization holders. It is recommended that a mask that aligns with CDC guidance be carried at all times by everyone over the age of 2 who visits/works on NFS lands, regardless of the purpose.

b. Symptom Monitoring – If on-site contractors, partners, cooperators, volunteers, employees of special use authorization holders, or visitors, are not feeling well, they should not enter the USDA workplace. Federal employees, contractors

Specifications P a g e | 5 working on site, partners, cooperators, volunteers and employees of special use authorization holders, will be asked to complete symptom screening (such as a symptom questionnaire, an exposure history questionnaire, or a temperature check), on a daily basis or upon entry to the workplace. This information will be used to assess the individual’s risk level and to determine whether they should be allowed entry to the workplace. Visitors will also be asked to complete symptom screening before entering a USDA facility. 1.4 Project Administration & Coordination:

A. Site Examination. Project site must be examined before submitting a construction bid.

B. Kick-off Meeting. Upon receipt of a written Notice to Proceed from the Prescott Forest

Service, contractor shall conduct a kick-off meeting with the Forest Service and the City of Prescott to review the scope of the project, develop a project schedule, and confirm deliverables.

1.5 Utilities:

There is electricity available at this site. Contractor is responsible for providing their own connection to source of power.

There is water and sanitary services available at the site.

The Contractor shall always ensure the safety of everyone and shall provide adequate warnings of environmental and safety hazards. Contractor shall coordinate all work activities thoroughly with the COR.

1.6 Examination of Sites

The Contractor acknowledges he/she has taken the necessary steps to ascertain the nature and location of work and has investigated and satisfied himself/herself as to the general and local conditions that can affect the work or its cost.

Any failure of the contractor to take the actions described and acknowledged in the paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional cost to the Government.

1.7 Timing of Work

Work shall be limited to normal business hours of 7:30 a.m. till 5:00 p.m. Monday – Friday and shall be completed within forty-five (45) days of the notice to proceed is issued by the Contracting Officer.

1.8 Government – Furnished Facilities

The administrative site has limited space for the Contractor for staging and storage during the project and will be designated by the Contracting Officer’s Representative at the beginning of the project. Any damage resulting from the Contractor’s use of the site will be repaired and/or replaced at the Contractor’s expense at the direction of the Contracting Officer’s Representative.

Transportation to and from the work site for the Contractor's personnel and materials will be provided at the Contractor's expense.

1.9 Material Sources

All materials shall be obtained from commercial sources unless noted otherwise. Materials referred to by trade name, make, or catalog number shall be regarded as establishing a standard of quality; substitutions of equal quality can be made by submitting a data sheet of the proposed substituted item to the Contracting Officer’s Representative, for approval.

1.10 Clean up and Disposal – Non-Hazardous Waste

Waste accumulation in approved containers and material staging is allowed at the site.

Disposal of existing windows will be off National Forest Land and in compliance with local, state, and federal laws regarding disposal of construction waste. Before final acceptance of the project by the Government, the Contractor shall remove from Government land all waste materials and rubbish resulting from this work.

1.11 Precautionary Measures

A. Protection of Work: The Contractor shall take precautions to protect all work during the construction period. The Contractor shall provide and maintain adequate protection during severe weather conditions to prevent damage to the work, materials, and equipment. The existing elements of the buildings shall remain undamaged and structurally sound during all phases of this contract. Any damage to the buildings or their functional elements resulting from the Contractor’s work at the sites shall be immediately repaired at no additional cost to the Government.

B. Safety: The Contractor is responsible for safeguarding employees, public, existing facilities, and forest resources from his/her operations. All operations shall comply with the requirements and restrictions of OSHA, the Arizona Occupational Safety and Health Code, and the Workman’s Compensation Board. The Contractor shall erect signs and barricades to make unguarded operations safe as required. Signs and barricades shall be maintained at night and on weekends. Precautions such as safely storing materials shall be practiced to prevent injury to others in the area.

C. Security: Security is not provided by the Government. The Contractor shall take all precautions deemed necessary to secure the worksites, improvements and equipment.

This may include security fencing at the Contractor’s discretion. It is therefore recommended the Contractor make every attempt to bar public access to storage during periods of construction inactivity such as nights and weekends.

1.12 Applicable Codes and Standards

All work shall conform to the latest editions of the International Building Code, American Welding Society Code, American Water Works Association, National Electrical Code, and the American Institute of Steel Construction. All environmental codes, including RCRA and NESHAP, shall be adhered by the Contractor.

1.13 Subsurface Soils and Investigations

No auger boring tests were made in the area. Under supervision of the Engineer, the Contractor shall undertake any site investigations necessary to ascertain subsurface conditions.

01103 – MEASUREMENT AND PAYMENT

PART 1 GENERAL

1.1 Requirements:

Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered incidental to and included in the payment of the pay items in the SCHEDULE

OF ITEMS.

1.2 Measurement Terms and Definitions:

Unless otherwise specified, the following terms are defined as follows:

Each. One entire unit. The quantity is the actual number of units completed and accepted.

Linear foot. As applicable, measure the work along its length from end-to-end; parallel to the base or foundation; along the top; along the front face; or along the invert. Do not measure overlaps.

Lump sum. Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item. The quantity is designated as "1." Estimated quantities of lump sum work shown in the contract are approximate.

Square yard. 9 square feet. Longitudinal and transverse measurements for area computations will be made horizontally. No deductions from the area computation will be made for individual fixtures having area of 9 square feet or less.

1.3 Units of Measurement

Payment will be by units defined and determined according to U.S. Standard measure

1.4 Payment

One of the following methods of measurement for determining final payment is DESIGNATED on the SCHEDULE OF ITEMS for each pay item.

A. Designed Quantities (DQ): These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units of the originally contemplated work will not be made unless authorized under one or more of the following conditions:

1. As a result of changes authorized by the Contracting Officer in the originally contemplated work. Minor changes to adjust balance points, etc., will not be considered changes in quantities.

2. As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities, that cause a pay item to change by 15 percent.

3. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

B. Actual Quantities (AQ): These quantities are determined from measurements of completed work.

Final payment will be made for the actual quantities at the unit price shown in the SCHEDULE OF ITEMS, subject to the Variation in Quantities Provision.

C. Lump Sum Quantities (LSQ): These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.

QUALITY CONTROL & QUALITY MEASUREMENTS-01400

DIVISION 1 GENERAL REQUIREMENTS

01300 – SUBMITTALS

PART 1 GENERAL

1.1 Requirements

It will be the Contractor's responsibility to submit all items with such promptness as to cause no delay in the work. Approvals must be obtained before starting work which involves the item. Contractor shall allow ten (10) days for processing of submittals by the Government.

Submittals may also be referred to as SHOP DRAWINGS.

1.2 Manufacturer's Literature and Shop Drawings

Submit one (1) copies to the Engineer for approval on the items required herein. Submittal specifications are to be submitted in the following format:

A. The specifications and salient qualities of the item specified in the contract.

B. The specifications and salient qualities of the submittal item.

C. A listing of the differences and a comparison between the two, including but not limited to the structural qualities, operational qualities, any modifications necessary to accomplish installation of unit, and guarantee and warranty.

D. A cost comparison between the specified and submitted item(s) with the cost reduction benefit to the government or adequate justification for a cost increase to the government.

E. Shop drawings of submitted item(s) including wiring or layout diagrams.

If there are any modifications necessary to facilitate installation, a set of drawings showing installation of specified item and a set showing how the submittal item will be installed shall be submitted to the C.O.R.

If the specified item is to be accessible, the submittal item needs to meet current Americans with Disabilities Act Accessibility Guidelines (ADAAG) or Forest Service Accessibility Guidelines and show to be installed for accessibility on submitted drawings, not just state it is available as accessible.

Submittals will be waived if Contractor furnishes exact item used for design when manufacturer's model, size, etc. are shown in the contract.

DIVISION 1 GENERAL

QUALITY CONTROL AND QUANTITY MEASUREMENT - 01400

PART 1 - GENERAL

1.1 - Description

This work shall consist of providing quality control in conformance with the Inspection of Construction provisions of this contract to ensure compliance with the drawings, specifications, and provisions of the contract, and measuring the quantities of completed work in conformance with the provisions of the applicable specification. The contractor shall provide all personnel, equipment, tests, and reports necessary to meet the requirements of this specification.

1.2 - Submittals

Submittals under this section shall be furnished to the COR. Submittals include but are not limited to the items shown below and as listed in specification 01300:

PART 2 - EXECUTION

2.1 - Contractor's Representative

Submit a letter to the Contracting Officer stating the name of the on-the-job superintendent or representative for the Contractor and the duties and authorities of the representative during work under this contract.

2.2 - Quality Control Plan

A. Quality Control Plan. The contractor shall submit in writing the following:

A. Authorities and responsibilities of inspection and testing personnel.

B. Experience and qualifications of inspection and testing personnel to be assigned and name and location of any (for hire) testing facility to be used.

B. Approval of Quality Control Plan. The contractor's proposed quality control plan for all items requiring quality control shall be submitted to the COR for review prior to the contractor commencing work. Within 5 days of receipt of the plan, the COR shall notify the contractor whether the plan adequately covers quality control requirements. Construction work shall not be performed prior to contractor's receipt of written approval of the proposed plan. The contractor shall submit to the COR, in writing, any proposed changes in the approved quality control plan.

Proposed changes shall not be put into effect until approved in writing by the COR.

All work shall comply with local applicable codes and codes referenced in individual sections of the technical specifications.

The contractor shall provide and maintain appropriate measuring and testing devices, equipment, and supplies to accomplish the required measurement, testing, and inspection in a timely manner. Tests, measurements, and certifications shall be made as required by the drawings and specifications. The contractor shall take samples and perform inspections and tests necessary to achieve the quality of construction required by the contract and make required measurements of work under this contract performed onsite or offsite.

C. Inspection and Tests. The contractor shall maintain current records of all inspections and tests performed. The following information will be acceptable to the Government:

The contractor shall engage inspection and testing agencies which are prequalified as complying with the recommendations of "Independent Laboratory Qualification" by the American Council of Independent Laboratories, and which specialize in the types of inspections and tests to be performed.

The contractor shall certify in writing that all inspections and tests were performed in accordance with specifications.

2.3 - As Built Drawings

The contractor shall maintain a set of the contract drawings depicting as-built conditions. These drawings shall be maintained in a current condition and shall be available for review. All variations from contract drawings shall be indicated in red on the drawings. Upon completion of the contract work, as built drawings shall be submitted to the COR.

The contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials incorporated into the work meet the applicable requirements SHOWN ON THE DRAWINGS or stated in the specifications. Incidental purchases needed to remedy minor shortages of material shall be certified by the contractor. Earth, aggregate, and concrete material shall be certified and accurately completed indicating weights, volumes, and batch times where appropriate.

When the material sources are not designated as Government provided or the contractor elects not to use designated sources, the contractor shall be responsible for furnishing materials that produce an end product equivalent in performance to that originally designated and that meets contract specifications.

Quantity Measurements.

The contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Designed Quantity (DQ). The contractor shall compute the quantities for periodic progress payments; the COR will compute the quantities for the final payment based on measurements taken by the contractor. All contractor measurements are subject to verification. The contractor shall submit all field notes, calculation sheets, and other data used to determine quantities. The contractor shall certify in writing as to the accuracy of the measurements and computations submitted.

The following format or one containing the following information will be acceptable to the Government:

The contractor shall protect construction exposed by or for quality control service activities and protect repaired construction. Upon completion of inspection and testing repair damaged construction and restore substrates and finishes to eliminate deficiencies. The contractor is responsible for repair and protection of inspected work, whether inspection is performed by the contractor or by the Government.

3.1 - Measurement There will be no separate measurement for this section.

3.2 - Payment

The accepted quantities will be paid for at the contract unit price for each pay item shown in the SCHEDULE OF ITEMS. Otherwise, quality control and quantity measurement shall be incidental to other specified work.

Payment will be prorated on the percentage of work accomplished and accepted on teh related pay item.

Frequencies for making approvals, inspecting, sampling, testing, and measuring for the work shown in the Schedule of Items shall be as shown in Table 1400-1.

Responsibilities shall be as shown in Table 1400-1. The following key refers to the abbreviations shown in Table 1400-1:

CC: Certification and/or inspection, measuring, sampling, and testing by qualified contractor, or contractor's representative.

CL: Approvals, inspections, sampling, testing or measuring under the direction of and certification by a qualified employee of a certified lab or by a Registared Professional Engineer in the State of Arizona. The contractor shall be responsible for furnishing the Professional services as shown in Table 1400-1.

PE: Approvals, inspections, sampling, testing, measuring, under the direction of and certification by a Registared Professional Engineer registered in the State in which the construction is being performed.

DIVISION 1-GENERAL REQUIREMENTS

01601 – MOBILIZATION

PART 1 GENERAL

1.1 Description

This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

Mobilization shall include all activities and associated costs for transportation of contractor's personnel, equipment, and operating supplies to the site, establishment of mobile offices, trailers, portable toilets and other necessary general facilities for the contractor's operations at the site.

Demobilization shall include all activities and costs for transportation of personnel, equipment, and supplies not required or included in the contract from the site; including the disassembly, removal, and site cleanup or any other facilities assembled on the site specifically for this contract.

4.1 Method of Measurement

Progress payments will be made as follows:

The Contractor can request payment for performance and payment bonds. The amount of the premium, including coinsurance and reinsurance agreements, will be paid upon receipt of evidence of full payment to the surety. When separate payment for bonding cost is made, the bonding cost will be subtracted from the total contract amount for this pay item and the balance paid in accordance with the progress payment schedule outlined below.

A. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.

B. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.

C. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.

Any bonding costs in excess of the total contract amount of this pay item will be paid under one or more other pay items under this contract as determined by the Contracting Officer. In no circumstance will the total amount of this contract be increased as a result of bonding costs exceeding the total contract amount of this pay item.

The total of all payments shall not exceed the original contract amount for this item.

3.1 Manufacturer’s Recommendations

Except as otherwise approved by the COR, determine and comply with manufacturer’s instructions on product handling, storage and protection.

3.2 Packing

Deliver products to the job site in the manufacturer’s original container, with the labels intact and legible.

A. Maintain packaged materials with seals unbroken and labels intact until time of use.

B. Promptly remove damaged material and unsuitable items from the job site, and promptly replace with material meeting the specified requirements at no additional cost to the Forest Service.

The COR may reject as non-complying such material and products that do not bear identification satisfactorily to the Forest Service as to the manufacturer, grade, quality and other pertinent information.

All product literature, warranties and operating instructions must be intact and placed in a binder and transmitted to the Forest Service.

3.3 Protection

01710 – CLEANING

PART 1 GENERAL

1.1 Description

Throughout the construction period, maintain the construction site and facilities in an orderly and clean manner as described in this Section.

PART 2 PRODUCTS

2.1 Cleaning Materials and Equipment

Provide required personnel, equipment and materials as needed to maintain the specified standard.

2.2 Compatibility

Use only the cleaning materials and equipment, which are compatible with the surface being cleaned, as recommended by the manufacturer of the cleaning material.

PART 3 EXECUTION

3.1 Progress Cleaning

Retain stored items in an orderly arrangement allowing maximum access, not impeding traffic or drainage, and providing required protection of materials.

Do not allow accumulation of scrap, debris, waste material and other items not required for construction of this work.

At least twice each month, and more often if necessary, completely remove all scrap, debris and waste material from the job site.

Provide adequate storage for all items awaiting removal from the job site, observing requirements for fire protection and protection of the ecology.

3.2 Site

Daily, and more often if necessary, inspect the site and pick up all scrap, debris and waste material. Remove such items to the place designated for their storage.

At all times, maintain the site in a neat, orderly condition.

Clean mud and debris from roadways or highways adjacent to the project site daily.

3.3 Structure

At least weekly, inspect the structures and pick up all scrap, debris and waste material and remove them to the place designated for their storage.

“Clean” for the purpose of this paragraph shall be interpreted as meaning free from material capable of being removed by reasonable effort with a handheld broom.

3.4 Final Cleaning

Prior to completion of the work, remove from the job site all tools, surplus materials, equipment, scrap, debris and waste.

Structures:

A. Exterior:

1. Visually inspect exterior surfaces and remove all traces of soil, waste materials, smudges and other foreign matter.

2. Remove all traces of splashed materials from adjacent surfaces.

3. In the event of stubborn stains not removable with water, the Forest Service may require light sandblasting or other cleaning at no additional cost to the Forest Service.

4. Pick up all nails and fasteners using several passes with a magnetic roller sweeper.

B. Interior:

1. Visually inspect interior surfaces and remove all traces of soil, waste materials, smudges and other foreign matter.

2. Remove all traces of splashed material from adjacent surfaces.

3. Remove paint drippings, spots, stains and dirt from finished surfaces.

Final cleaning of the project site shall be approved by the Forest Service prior to final acceptance of the work.

PART 1 - General

This section specifies clearing, grubbing, removing, and disposing of all vegetation and debris within the clearing limits except objects designated to remain. Work includes preserving objects designated to remain.

Clearing limits are the construction limits for buildings which are 5' outside of building limits.

Clearing limits are to be no wider than a 10-foot strip contiguous to utility centerlines, unless otherwise staked on the ground.

PART 2 - PRODUCTS

PART 3 - Execution

3.1 - Clearing

Clear all trees, brush and other objects not designated to remain.

Do not remove or damage any trees or other vegetation outside the clearing limits without the approval of the Engineer.

3.2 - Grubbing

Grub all stumps, brush and roots within the excavation limits.

3.3 - Tree Removal and Preservation

Fall trees toward the center of the area to be cleared. Use controlled falling to prevent injury or defacement to structures, other trees, or property.

Trees and shrubs damaged by the Contractor shall be treated by trimming branches flush with tree. Within 3 days of the damage, treat all cut or scarred surfaces of trees or shrubs designated to remain. Use a product prepared especially for tree surgery.

3.4 - Debris Disposal

All debris shall be piled and burned. Construction slash shall be deposited within the clearing limits. Piles shall be constructed so that burning does not damage vegetation

Specifications P a g e | 24 designated to remain. If burning is incomplete, the remaining slash shall be repiled and burned until pieces are reduced to less than 3 inches in diameter and 3 feet in length. These pieces shall than be buried.

DIVISION 2 SITE WORK

02223 - EXCAVATION AND BACKFILL FOR UTILITIES

1.1 - Scope

This section covers excavation; furnishing, hauling, and placing backfill material; disposal of excess or unsuitable material; and grading for utilities.

1.2 - Related Work Specified Elsewhere

16100 - Power Distribution and Service

1.3 - Class of Material

Material to be excavated for installation of utilities is unclassified.

1.4 - Approvals Required

Excavation - Notify COR when excavation is completed. Do not place pipe, bedding, or backfill until the excavation is approved by the COR.

Backfill - Do not place backfill until installation of contuit has been approved by the COR.

1.5 - Backfill Time Limit

Backfill and restore surface materials of utility line trenches located in existing roadways or parking areas within seven days after approval to place backfill by the COR.

2.1 - Backfill Materials

Backfill shall contain no frozen or organic material.

A. Select Excavated Material - Excavated material containing no rocks larger than 6 inches in largest dimension.

B. Bedding/Shading Material - Fine sand or soil with a maximum P.I. of 10, 100% passing the #8 sieve, without sharp chips or points.

C. Conduit Backfill - Material free of sharp edges and rocks greater than 4" in diameter.

PART 3 - EXECUTION

3.1 - Excavation

Excavation shall not begin until any clearing or grubbing work has been completed.

Operations shall be in compliance with the requirements and restrictions of OSHA, the

Arizona Occupational Safety and Health Code, and the Workman's Compensation Board.

All Trenches shall be excavated in reasonably close conformity with the lines and grades shown on the drawings. Any shifting or change from the alignment and grade shown on the drawings must receive prior approval by the COR in writing.

Lay utilities in continuous open trench. Short tunnel sections or boring may be used in special locations with the approval to the COR.

Trim roots flush with trench wall.

3.2 – Over-excavation

Restore to grade any over-excavation by backfilling with bedding material.

3.3 - Wet Excavation

If water is encountered during trench excavation, provide adequate pumping equipment and piping to keep trench free from water and dispose of the water without damage to adjacent property. Separate payment will not be made for pumping of water from trenches or for excavation of material rendered unsuitable as a result of water encountered.

3.4 - Backsloping, Sheeting and Shoring

Backsloping of trench walls will be allowed only upon prior written approval of the COR.

Remove all shoring and sheeting when construction is completed. Withdraw shoring in such a manner as to prevent trench wall from caving in while backfilling.

3.5 - Excavated Material

Pile excavated material at the side of the trench where it will provide the best protection for the work. Leave adequate space between the toe of the spoil pile and edge of trench, to prevent material from falling into the trench.

3.6 - Backfill

Before compacting backfill other than rock or sand, prepare material to a water content that will permit proper compaction by either aerating the material if it is too wet, or spraying the material with water if it is too dry. Thoroughly mix each lift before compaction to assure uniform distribution of water content. Do not compact material above pipe until there are 6 inches of cover over the pipe. There shall be no machine compaction within 6" of an electric cable or conduit.

Compact each lift to the required density.

A. Bedding and Shading Place in lifts 6 inches or less and compact with a minimum of 3 passes over the entire lift surface. Compact around pipe barrel and bells by hand tamping.

B. Select Excavated Material and Conduit Backfill Distribute large rocks so the are individually surrounded by fine materials. Place 12-inch lifts or less and compact to at least 90% of the maximum dry density as determined by AASHTO T-99.

C. Surface Restoration Mound final compacted lift above grade, except in roadways, where the final surface shall be even with the surrounding roadway.

D. Final Finish After the utility installation and backfill have been completed, finish all disturbed areas, except trench area required to be mounded, to a smooth, uniform grade and texture, well blended to the original contours, showing minimum evidence of construction activity.

3.7 - Disposal of Excess Excavation and Unsuitable Material

Any excess excavation shall be used where needed by other parts of the contract or wasted at locations SHOWN ON THE DRAWINGS.

PART 4 - MEASUREMENT AND PAYMENT

4.1 - Measurement

Utility trenching, backfill and compaction will be measured for payment along the centerline of the trench. Additional excavation and backfill for valve boxes, valve vaults, cleanouts, manholes and service hookups are considered incidental to the items herein or elsewhere in the contract and will not be measured separately for payment. Any required excavation for electrical service cable to branch circuit loads is considered incidental to items herein or elsewhere in the contract and will not be measured separately for payment.

Utility trenches to building structures will be measured to a point 5 feet from the building main foundation. All other utility trenching will be measured to the point of service.

Payment will be made at the contract unit price as listed in the "Contract Schedule of Items" for quantities measured and accepted as follows:

2.1 - Form Materials and Appurtenances

D. Form Ties and Spreaders – Standard metal form clamp assembly of a type acting as spreaders and leaving no metal within one inch of the concrete face.

3.1 - Construction

A. Bracing and Alignment - All forms shall be straight and free from warp. Bracing shall be strong enough to withstand the pressure of the concrete and the forces associated with the placement thereof without displacement or deformation. Forms shall prevent leakage of mortar.

B. Preparation - Remove all loose soil, sawdust, shavings, and other debris from within the forms before placing concrete. All forms shall be clean and coated with an approved form release agent before concrete is placed.

3.2 - Inspection

Obtain the COR's approval of forms at least 4 hours prior to placing concrete. Notify the COR at least 24 hours in advance of concrete placement that forms will be ready for inspection.

3.3 - Form Removal

Do not disturb forms until curing as specified in Section 03301 - Cast-in-Place Concrete has been completed. Concrete shall not be subjected to any construction loads until it is ready for removal of forms.

PART 1 - GENERAL

1.1 - Description

This section specifies concrete to be used for cast-in-place concrete construction.

03100 - Concrete Formwork 03201 - Concrete Reinforcement 03345 - Concrete Finishing

1.3 - Submittals

A. Mix Design A mix design showing the proposed weights of aggregate, water, cement and other components per cubic yard of concrete shall be furnished to the COR a minimum of 72 hours prior to the placement of concrete. No concrete shall be placed without prior approval of this mix design.

B. Admixtures Complete information on proposed admixtures, as specified herein, shall be submitted for the COR's approval a minimum of 72 hours prior to the placement of concrete.

C. Deliver Tickets Provide Engineer with a delivery ticket in accordance with ASTM C- 94 for each load of concrete.

2.1 - Cement

Type I or Type II portland cement unless otherwise specified - ASTM C-150. Only one brand of cement shall be used.

2.2 - Aggregate

Aggregate shall meet the requirements of ASTM C 33, "Specifications for Concrete Aggregate". Coarse aggregate shall be Size Number 67 as specified therein.

2.3 - Admixtures for Concrete

A. Air Entrainment - Air-entraining admixtures shall meet the requirements of ASTM C- 260.

B. Water Reducers - Water-reducing, set-retarding, and set-accelerating admixtures shall meet the requirements of ASTM C 494.

C. Submittals - Furnish the following information to the COR for approval:

1. Brand name of the admixture.

2. Amount of admixture to be used per cubic yard of concrete.

3. Reason for requesting the use of the admixture.

2.4 - Curing Materials

Curing materials shall meet the following requirements:

2.5 - Water

Water used in mixing, curing, or other applications shall be of potable quality.

2.6 - Joint Filler

A. Poured Filler - Poured filler for joints shall meet the requirements of ASTM D 1190.

B. Preformed Filler - Preformed filler for joints shall meet the requirements of ASTM D

994, ASTM D 1751, or ASTM D 1752 and shall be punched to admit dowels as necessary. The filler for each joint shall be furnished in a single piece according to the depth and width required for the joint. When the use of more than one piece is authorized for a joint, the abutting ends shall be fastened securely and held in position by stapling or other positive fastening approved by the COR.

2.7 - Proportioning Concrete

Minimum compressive strength of concrete shall be 3000 psi. Proportion concrete in accordance with ACI 318-77, Chapter 4, Article 4.3 and within the limits below:

2.8 - Proportioning Concrete for Cold Weather

For concrete placed under "Cold Weather Concreting and Curing" conditions, the Contractor may elect to alter the required proportions in one of the following ways:

Type III Cement -Type III cement may be substituted in equal quantities for Type I or II cement.

Additional Cement - An additional sack per cubic yard of Type I or Type II cement may be added.

2.9 - Temperature Limits for Cold Weather Concrete

Provide concrete having a minimum temperature of 50 degrees F and a maximum temperature of 90 degrees F at the time of placing. The temperature of the mixing water shall not exceed 140 degrees F. If aggregates are heated, heat uniformly with steam or

Specifications P a g e | 32 water coil. Aggregate temperature shall not exceed 95 degrees F. Aggregate water mix temperature shall not exceed 80 degrees F. Do not use materials containing frost or icy lumps.

2.10-Temperature Limits for Hot Weather Concrete

Provide concrete having a maximum temperature of 90 degrees F at time of placing. If the ambient temperature is above 90 degrees F, the forms, reinforcing steel, steel beam flanges, and other surfaces which will come in contact with the mix shall be cooled to below 90 degrees F by means of a water spray or other approved methods. Water reducing admixtures shall be used so the maximum amount of water or slump is not exceeded. The mixing of the concrete and the time between mixing and placing shall be kept to a minimum. Chipped or crushed ice may be substituted for a portion of the mixing water on a pound-for-pound basis. If ice is used, all ice shall be entirely melted at the completion of the mixing period. If concrete temperature exceeds 75 degrees F, concrete shall be in accordance with ACI 305.

2.11-Mixing

A. Plant Batched and Transit Mixed

1. Batch at a central plant and mix in route to the project in transit mix trucks in compliance with ASTM C-94. (ASTM C 94 Sections 3 and 17 shall not apply).

2. Place concrete within a maximum of 1-1/2 hours after introduction of cement into the batch. In hot weather or due to other contributing factors, a time less than 1-1/2 hours may be required by the COR.

3. Time interval between placement of batches shall not exceed 30 minutes.

a. Hand Mixed - Hand mixing will not be allowed.

2.12 - Mix Adjustments

A. Water - Water may be added once for purposes of acquiring minimum slump, provided the specified water-cement ratio is not exceeded. For all project mixed concrete, water shall not be added later than 15 minutes from start of mixing. For transit-mixed or agitated concrete, such water may be added upon arrival at the job site. Adding water beyond these conditions constitutes retempering which will not be allowed. When water is added, an additional 20 revolutions at mixing speed is required.

B. Admixtures -Air-entraining admixtures shall not be added after the start of mixing.

3.1 - Construction

A. Excavation - Excavation shall be made to the required dimensions to permit the installation and bracing of the forms. The foundation shall be compacted to a firm even surface. All soft, yielding material shall be removed and replaced with acceptable material.

B. Forms - Forms shall meet the requirements of Section 03100 - Concrete Formwork.

Machine slip forming may be used.

C. Contraction Joints - Sections shall be separated by open joints approximately 1/8-inch wide and at least 1-inch deep, except at expansion joints. Where the curb is constructed adjacent to concrete pavement, the contraction or open joints in the curb shall match the contraction joints in the pavement.

D. Expansion Joints - Expansion joints shall be formed at the intervals SHOWN ON THE DRAWINGS using a preformed expansion joint filler having a thickness of 1/2 inch.

When the curb is constructed adjacent to or on concrete pavement, expansion joints shall be located at expansion joints in the pavement.

E. Mixing and Placing - The concrete shall be struck off to the cross - section SHOWN ON THE DRAWINGS, after which it shall be finished to a smooth and even surface.

F. Reinforcement - All reinforcing steel shall be placed in position SHOWN ON THE DRAWINGS and securely held in place by approved supports during placing of concrete.
