1. Introduction. This project includes the design, supply and installation of a stationary ground mounted photovoltaic (PV) array located at the Willow Work Center, located on the Bradshaw Ranger District, in Prescott AZ. It is the intent of the Government to offset this carbon footprint by adding a 12,000kW/year system that can be expanded on in the future.
The array shall include all components for a complete and operational system and the Contractor will be required to coordinate with Arizona Public Service Electric Company (APS) for net-metering and to receive any discount or credits available for install for solar related products. The Proposal shall include all labor, equipment materials to install and hook up a complete system as required.
2. Type of Award. As a result of this solicitation, Government anticipates The Government Anticipates awarding a Firm Fixed-Price Construction Contract using RFQ Lowest Price Technically Acceptable
(LPTA).
This is a 100% Small Business Set Aside to NAICS code 221114. PSC code Z2MG
In order to be eligible for award of a Federal contract, potential vendors need to already be registered in the System for Award Management (SAM) at https://www.sam.gov . DUNS and business email are required to enroll in SAM.
3. Basis for Award. Technical Capability shall be submitted in the form of a statement or document that demonstrates the contractor’s capability to perform the work to meet or exceed the requirements of this solicitation. To meet the Technical Capability Requirements, offers shall address the following factors:
Factor a - Provide written documentation that specifically addresses your firm’s expertise and ability to build and install photovoltaic system arrays for government buildings.
Contractor is encouraged in its proposals to identify any additional work that is not specified in this Scope of Work that would be, in its opinion, necessary to complete the project as defined herein. Contractor may propose additional services that in its opinion will improve the efficiency and quality of the project. If identified, the additional work or services must be included in the proposal but separated out in the Contractors Fee Schedule.
Factors b - Provide past performance of a minimum of 3 projects for which work that required factor a experience was included. Submit with references that can be contacted to verify past work successfully completed.
Factor c – Prices – Contracting Officer intends to award without discussions, provide your best price in your offer.
4. How to submit your offer. Submit RFQ pages 1 through 3 as your business proposal. In a separate document, also submit a technical proposal as outlined in the Basis for Award (above). Offers shall be submitted to the Contracting Officer on or before August 23, 2021 1700 (local time). All Questions shall be submitted on or before August 12, 2021 by noon, (local time) Arizona does not observe daylight savings time, to ensure all questions are answered by the Contracting Officer Representative Theresa Beard.

SECTION C – STATEMENT OF WORK/DESCRIPTIONS
C.1 – GENERAL DESCRIPTION OF WORK
The cabin serves as an office to nine (9) employees from the Road Crew, Fire Prevention and Trails Crew and will need to have access to electrical as much as possible during this project. In 2018, the electrical usage for this site was 31,680 kWh.
This project includes the design, supply and installation of a stationary ground mounted photovoltaic (PV) array located at the Willow Work Center, located on the Bradshaw Ranger District, in Prescott AZ. It is the intent of the Government to offset this carbon footprint by adding a 12,000kW/year system that can be expanded on in the future.
The array shall include all components for a complete and operational system and the Contractor will be required to coordinate with Arizona Public Service Electric Company (APS) for net-metering and to receive any discount or credits available for install for solar related products. The Government intends to award a contract based on Lowest Price Technically Acceptable (LPTA). The offeror that demonstrates that they have technical skill required and lowest price. In order to remain in the competitive range, Offerors (Contractors) shall submit the Return Package with the requirements in Section M, Evaluation Factors.

Magnitude of project - Between $25,000 and $100,000.
LOCATION OF PROJECT
This project is on the Bradshaw Ranger District, in Yavapai County. It is located at 4000 West Katahn, Prescott, Arizona 86301. From the intersection of Gurely and Montezuma, travel north for approximately 3.5 miles on Montezuma (this will become Whipple and Iron Springs Roads) turn right onto Williamson Valley Rd. in approximately 1.5 miles, turn west onto Burnt Ranch Road for 0.1 mile, turn right onto Hozoni Road for 0.1 mile then turn left onto Katahn Dr. In approximately 0.5 miles, the road will curve, stay left to continue west on Katahn Dr. approximately 0.5 mile after the y-intersection, the project site will be through the gate on the right.
GENERAL SITE CONDITIONS, FACILITIES AND TEMPORARY CONTROLS
A. This site is located within the municipality of Prescott and is easily accessed, via paved and, a very small portion of the unpaved roads.
B. Contracting Officer’s Representative (COR) - The COR is a Forest Service official designated by the
Contracting Officer to perform day-to-day contract administration, including site inspections for quality assurance.
C. A site can be made available to the Contractor for staging and storage during the duration of the project and will be located by the COR at the beginning of work. Any damage resulting from the Contractor’s use of this site will be repaired or replace at the Contractor’s expense at the direction of the COR.
D. The Government will not be responsible for any damage or theft to equipment and/or supplies left on site.
E. Potable is available near the cabin, restroom facilities and cell phone capability are all available on site. All temporary services and use areas shall be completely removed and the use areas shall be restored upon completion of use.
F. Transportation to and from the work site for the Contractor's personnel and materials will be provided at the Contractor's expense.
G. The Contractor shall take reasonable measure to secure equipment and contract work against theft and vandalism. The Forest Service is not responsible for the theft and/or vandalism of any materials or equipment left at the project site.
H. The work zones shall be delineated and marked adequately warn visitors, government contractors and all government employees of equipment operations and other hazardous conditions. The Contractor is responsible for providing barrier materials and maintaining barriers such as temporary barricades, barrier tape, curbs, etc. at all work zones. The Contractor shall remove all temporary facilities and restore the site to its prior condition as a part of the project closeout procedures. Any damage to existing improvements shall be repaired at the Contractor’s expense according to the direction of the COR.
I. No Government furnished supplies will be provided.
C.3 – SPECIFIC SCOPE OF WORK
DESIGN REQUIREMENT
A. A complete analysis shall be provided to provide 12,000 kW/year to the Cabin, and should include but is not limited to the following:
1. Type of panels used, including manufacturer and specifications
2. Analysis shall be broken down for each month of projected output
3. What tables/assumptions are being used
B. A shop drawing of the system racking design shall be submitted and approved by the COR and shall include but not limited to the following:
1. Type and gage of metal used
2. Through bolting mounting
3. Concrete footing design
SYSTEM REQUIREMENTS
A. System shall be in accordance with the latest edition of the International Building Codes and the National
Electrical Codes.
B. PV panels shall be through bolted to the frame.
C. System shall meet any additional requirements of APS for Tying into the grid and net-metering.
D. Comprehensive training shall be provided to the Government of system components, operations, and maintenance upon completion.
E. Complete Operations and Maintenance manuals of system shall be provided.
F. Quality assurance, inspection and testing is the responsibility of the Contractor and Supplier.
G. Commissioning as required for all systems shall be provided.
H. System shall allow for the future placement of advanced electrical metering.
I. Warranty period and details of warranty on panels, inverters etc. Shall be provided.
QUALITY REQUIREMENTS
A. All work shall be performed in a workman like manner, to the quality and standard of the industry.
B. The Contractor shall comply with Federal Regulatory Agencies.
C. The Contractor shall comply with all State, County and City laws, regulations, and regulatory agencies.
SAFETY REQUIREMENTS
A. The Contractor shall insure that all contract and subcontract employees shall adhere to the safety standard contained within the Federal Register and the Occupational Safety and Health Act (OSHA).
B. The Contractor, contractor’s employees, sub-contractors, third party inspectors, suppliers or visitors
SHALL adhere to the CDC COVID – 19 guidelines.
1. Face Masks and other PPE – To support a safe workplace and consistent with CDC guidelines, EO 13991 and the OMB approved USDA COVID-19 Workplace Safety Plan, masks must be worn on National Forest System lands when physical distancing cannot be maintained by the following: USDA employees, on-site contractors, cooperators, volunteers, and employees of special use authorization holders. It is recommended that a mask that aligns with CDC guidance be carried at all times by everyone over the age of 2 who visits/works on NFS lands, regardless of the purpose.
2. Symptom Monitoring – If on-site contractors, partners, cooperators, volunteers, employees of special use authorization holders, or visitors, are not feeling well, they should not enter the USDA workplace. Federal employees, contractors working on site, partners, cooperators, volunteers, and employees of special use authorization holders, will be asked to complete symptom screening (such as a symptom questionnaire, an exposure history questionnaire, or a temperature check), on a daily basis or upon entry to the workplace. This information will be used to assess the individual’s risk level and to determine whether they should be allowed entry to the workplace. Visitors will also be asked to complete symptom screening before entering a USDA facility. CDC’s notice regarding CDC Facilities COVID-19 screening can be found at https://www.cdc.gov/screening/privacy-notice.htmlCheck if terminals are tight.
PROVISIONS FOR PROTECTION OF NATRUAL RESOURCE
A. Confines all operations to work limits of the project. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.
B. Provide temporary barriers to protect existing trees and plants and root zones.
C. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with COR and remove agreed-on roots and branches that interfere with construction.
D. Do not fasten ropes, cables, or guys to existing trees.
CONSTRUCTION FACILITIES
A. Controls – Project site is located within city limits. Emphasis will be placed on the safety of the public, Forest Service Employees, the Contractor’s personnel and on protecting the Contractor’s work.
B. Security – the Contractor shall take reasonable measures to secure equipment and contract work against theft and vandalism. The Forest Service is not responsible for theft and vandalism.
C. Work zone barriers –Work zones shall be delineated and marked to adequately warn government employees from operating equipment and hazardous conditions. The Contractor is responsible for providing barrier materials and maintaining barriers such as temporary barricades, barrier tape, curbs, etc., at work zones.
D. Work limits – ground disturbance and equipment shall be confined to the minimal area in each area of work. The Contractor is responsible for establishing the work limits and marking or otherwise communicating the limits to Contractor personnel.
E. Fire protection – refer to contract Fire Plan requirements that determine Contractor responsibility for measures and equipment to prevent fires, work restrictions during fire danger, and assistance to be rendered in case of fire.
F. Equipment Washout – there will be no equipment washout onsite.
G. Clean up – the Contractor shall remove all temporary facilities and restore prior conditions as part of project closeout. Any damage to existing improvements shall be repaired at the Contractor’s expense.
Any disturbance to soil and vegetation outside of work limits caused by the Contractor shall be restored or mitigated according to direction from the COR.
H. Utility Locations – The Contractor shall be responsible for locating all underground utilities prior to digging. Failure to locate underground utilities prior to digging could result in damage to the utility could result in injury/death to employees. Any damage to underground or overhead utility and subsequent damage will be repaired at the cost of the Contactor.
Period of Performance All work and final cleanup should be completed within 180 calendar days from issuance of Notice-To-Proceed.
A. The Contractor shall submit to the COR and keep current a project work schedule.
B. The Contractor shall begin construction of this project within ten (10) day of receiving the Notice to
Proceed from the Contracting Officer (CO).
C. The Contractor shall complete all work within 180 calendar days.
USE OF PREMISES
A. Contractor shall have limited use of buildings. Contractor's use of premises is limited only by the
Government's right to perform work or to retain other contractors on portions of Project.
B. The Government will premise during construction in the surrounding areas of the project site.
C. Due to neighboring residential areas, perform construction during normal waking hours from 8:00am to
5:00pm Monday through Friday, unless otherwise coordinated with the COR no less than 72 hours prior.
D. Driveways, Walkways, and Entrances: Keep driveways, walkways, and entrances serving premises clear and available to emergency vehicles and pedestrians. Do not use these areas for parking or storage of materials, unless approved by the COR.
E. Smoking is not permitted within any building, or within 25 feet of any entrance.
F. Confine storage of materials to areas as approved by the COR.
G. Contractor shall provide adequate signing and barricades and take necessary safety measures to protect the public during all construction operations. Contractor shall minimize disturbance of all undisturbed areas.
MOBILIZATION
A. This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to and from the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

SECTION E - Inspection and Acceptance
52.246-12 Inspection of Construction (Aug 1996)
(a) Definition. Work includes, but is not limited to, materials, workmanship, and manufacture and fabrication of components.
(b) The Contractor shall maintain an adequate inspection system and perform such inspections as will ensure that the work performed under the contract conforms to contract requirements. The Contractor shall maintain complete inspection records and make them available to the Government. All work shall be conducted under the general direction of the Contracting Officer and is subject to Government inspection and test at all places and at all reasonable times before acceptance to ensure strict compliance with the terms of the contract.
(c) Government inspections and tests are for the sole benefit of the Government and do not—
(1) Relieve the Contractor of responsibility for providing adequate quality control measures;
(2) Relieve the Contractor of responsibility for damage to or loss of the material before acceptance;
(3) Constitute or imply acceptance; or
(4) Affect the continuing rights of the Government after acceptance of the completed work under paragraph (i) of this section.
(d) The presence or absence of a Government inspector does not relieve the Contractor from any contract requirement, nor is the inspector authorized to change any term or condition of the specification without the Contracting Officer’s written authorization.
(e) The Contractor shall promptly furnish, at no increase in contract price, all facilities, labor, and material reasonably needed for performing such safe and convenient inspections and tests as may be required by the Contracting Officer. The Government may charge to the Contractor any additional cost of inspection or test when work is not ready at the time specified by the Contractor for inspection or test, or when prior rejection makes re-inspection or retest necessary. The Government shall perform all inspections and tests in a manner that will not unnecessarily delay the work. Special, full size, and performance tests shall be performed as described in the contract.
(f) The Contractor shall, without charge, replace or correct work found by the Government not to conform to contract requirements, unless in the public interest the Government consents to accept the work with an appropriate adjustment in contract price. The Contractor shall promptly segregate and remove rejected material from the premises.
(g) If the Contractor does not promptly replace or correct rejected work, the Government may—
(1) By contract or otherwise, replace or correct the work and charge the cost to the Contractor; or
(2) Terminate for default the Contractor’s right to proceed.
(h) If, before acceptance of the entire work, the Government decides to examine already completed work by removing it or tearing it out, the Contractor, on request, shall promptly furnish all necessary facilities, labor, and material. If the work is found to be defective or nonconforming in any material respect due to the fault of the Contractor or its subcontractors, the Contractor shall defray the expenses of the examination and of satisfactory reconstruction. However, if the work is found to meet contract requirements, the Contracting Officer shall make an equitable adjustment for the additional services involved in the examination and reconstruction, including, if completion of the work was thereby delayed, an extension of time.
(i) Unless otherwise specified in the contract, the Government shall accept, as promptly as practicable after completion and inspection, all work required by the contract or that portion of the work the Contracting Officer determines can be accepted separately. Acceptance shall be final and conclusive except for latent defects, fraud, gross mistakes amounting to fraud, or the Government’s rights under any warranty or guarantee.

52.246-13 Inspection—Dismantling, Demolition, or Removal of Improvements (Aug 1996)
(a) Unless otherwise designated by the specifications, all workmanship performed under the contract is subject to Government inspection at all times and places where dismantling or demolition work is being performed. The Contractor shall furnish promptly, and at no increase in contract price, all reasonable facilities, labor, and materials necessary for safe and convenient inspection by the Government. The Government shall perform inspections in a manner that will not unduly delay the work.
(b) The Contractor is responsible for damage to property caused by defective workmanship. The Contractor shall promptly segregate and remove from the premises any unsatisfactory facilities, materials, and equipment used in contract performance, and promptly replaces them with satisfactory items. If the Contractor fails to proceed at once in a workmanlike manner with performance of the work or with the correction of defective workmanship, the Government may—
(1) By contract or otherwise, replace the facilities, materials, and equipment or correct the workmanship and charge the cost to the Contractor; and
(2) Terminate for default the Contractor’s right to proceed. The Contractor and any surety shall be liable, to the extent specified in the contract for any damage or cost of repair or replacement. (End of clause) 52.246-21 Warranty of Construction (MAR 1994)
(a) In addition to any other warranties in this contract, the Contractor warrants, except as provided in paragraph (i) of this clause, that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, material, or design furnished, or workmanship performed by the Contractor or any subcontractor or supplier at any tier.
(b) This warranty shall continue for a period of 1 year from the date of final acceptance of the work. If the Government takes possession of any part of the work before final acceptance, this warranty shall continue for a period of 1 year from the date the Government takes possession.
(c) The Contractor shall remedy at the Contractor’s expense any failure to conform, or any defect. In addition, the Contractor shall remedy at the Contractor’s expense any damage to Government-owned or controlled real or personal property, when that damage is the result of—
(1) The Contractor’s failure to conform to contract requirements; or
(2) Any defect of equipment, material, workmanship, or design furnished.
(d) The Contractor shall restore any work damaged in fulfilling the terms and conditions of this clause. The Contractor’s warranty with respect to work repaired or replaced will run for 1 year from the date of repair or replacement.
(e) The Contracting Officer shall notify the Contractor, in writing, within a reasonable time after the discovery of any failure, defect, or damage.
(f) If the Contractor fails to remedy any failure, defect, or damage within a reasonable time after receipt of notice, the Government shall have the right to replace, repair, or otherwise remedy the failure, defect, or damage at the Contractor’s expense.
(g) With respect to all warranties, express or implied, from subcontractors, manufacturers, or suppliers for work performed and materials furnished under this contract, the Contractor shall—
(1) Obtain all warranties that would be given in normal commercial practice;
(2) Require all warranties to be executed, in writing, for the benefit of the Government, if directed by the Contracting Officer; and
(3) Enforce all warranties for the benefit of the Government, if directed by the Contracting Officer.
(h) In the event the Contractor’s warranty under paragraph (b) of this clause has expired, the Government may bring suit at its expense to enforce a subcontractor’s, manufacturers, or supplier’s warranty.
(i) Unless a defect is caused by the negligence of the Contractor or subcontractor or supplier at any tier, the Contractor shall not be liable for the repair of any defects of material or design furnished by the Government nor for the repair of any damage that results from any defect in Government-furnished material or design.
(j) This warranty shall not limit the Government’s rights under the Inspection and Acceptance clause of this contract with respect to latent defects, gross mistakes, or fraud.

SECTION F – DELIVERIES OR PERFORMANCE
FAR 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984)
The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives notice-to-proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 180 calendar days from issuance of notice-to-proceed. The time stated for completion shall include final cleanup of the premises.
AGAR 452.236-75 MAXIMUM WORK WEEK – CONSTRUCTION SCHEDULE (NOV 1996)
Within 5 calendar days after receipt of a written request from the Contracting Officer, the Contractor must submit the following information in writing for approval:
(a) A schedule as required by FAR 52.236-15, Schedules for Construction Contracts, and
The maximum workweek shall be: Due to neighboring residential areas, perform construction during normal waking hours from 8:00am to 5:00pm Monday through Friday. Any change in the work schedule shall be approved in writing by the Contracting Officer prior to commencement.

(2) The offeror has completed the Core, Assertions, and Representations and Certifications, and Points of Contact sections of the registration in SAM;
(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The offeror will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and
(4) The Government has marked the record “Active”.
