About this file
This is a Performance Work Statement for Work Item 6: HVAC Duct System, Clean, as part of the USCGC Joseph Gerczak (WPC-154) Dockside Availability FY2026 project. The contractor is required to clean the interior surfaces of ventilation system ducting runs and components throughout the vessel, including supply and return ducting, grating, louvers, and air handler assembly surfaces across multiple compartments spanning the Pilot House, Main Deck, and Second Deck.
The work scope requires the contractor to comply with Surface Forces Logistics Center Standard Specification 5100 (Clean Shipboard Ventilation Systems) and Standard Specification 0000 (General Requirements), which mandate cleaning vent systems in their entirety from air intake to discharge points, marking and restoring damper positions, removing and cleaning all intake and exhaust screens, and restoring all disturbed components to original condition. The contractor must provide temporary HVAC equivalent to normal zonal ventilation ratings for all impacted areas during the work duration. Key deliverables include an initial operational test documentation prior to work commencement, written notification to the Contracting Officer Representative 48 hours before starting work, digital photographs of duct interiors before and after cleaning, and a post-repair operational test demonstrating satisfactory system operation in the presence of Coast Guard Inspector. All work must reference Coast Guard Drawings 154 WPC 512-201, 512-301, 512-305 and corresponding 154B drawings, plus Coast Guard Technical Publication 8123 for HVAC systems.
