About this file

This is a work item specification (Item No. 0301) for electrical repairs on the USNS MERCY (T-AH 19), specifically addressing the troubleshooting and repair of an EDG (Emergency Diesel Generator) bus tie issue identified as CASREP 25002. The document outlines requirements for January 2025 maintenance work to be performed at MSC-MAINT HUB San Diego.

The work item details a malfunction where the EDG auto-switchover function fails during test switch operation, causing the bus-tie to improperly cycle on and off on the emergency switchboard, resulting in wrong phase closure to the AMR switchboard. The contractor must provide a qualified electrician to visually inspect, test, and verify operation of the EDG bus tie, make necessary minor adjustments, provide a condition report to the Port Engineer detailing findings and recommended repairs, and verify proper operation after repairs in the presence of the Chief Engineer and/or MSCREP. The work is to be performed at location 01-132-1, with all contractors required to comply with General Technical Requirements (GTR) and review other related work items under the contract.

USNS MERCY

(T-AH 19)

300 – ELECTRICAL

JANUARY 2025

ITEM NO. 0301 CATEGORY “A” MSC-MAINT HUB SAN DIEGO

EDG BUS TIE TROUBLESHOOT AND REPAIR (CASREP 25002)

0301-1

1.0 ABSTRACT:

1.1 The EDG auto-switchover function fails when using the test switch. The bus-tie places itself on the emergency switchboard then momentarily switches off and then immediately switches back on causing wrong phase closure to the AMR switchboard. It also depends on if the AMR is on shore power or not, the power would trip offline on the AMR switchboard. The “test” switch is what the tech manual instructs to use for testing of the EDG switchover function. This work item describes the requirements to troubleshoot and repair the EDG bus tie issue.
