About this file

This file is a Sources Sought Request for Information (RFI) for Wellness and Health Promotion (WHP) Web Portal Services issued by the Department of Health and Human Services' Federal Occupational Health (FOH) division. The opportunity seeks a web-based wellness portal for federal employees, requiring a contractor-owned/operated solution with comprehensive features including online health assessments, personalized health information, fitness center tracking, virtual fitness classes, and interactive health management tools. The anticipated contract will be a single award for up to five years, supporting HHS's "One HHS" Program Objective of emphasizing prevention and healthy living.

The RFI includes a detailed 35-question spreadsheet for potential vendors to evaluate their capabilities, covering critical requirements such as 508-accessibility, 24/7 availability, mobile compatibility, dual-factor authentication, self-management tools, and administrator access features. Responses are due by March 31, 2025, at 2:00 PM Eastern Time, with vendors required to submit a 20-page capability statement detailing their technical approach, experience, company information, and past performance. The solicitation targets web portal services that can support nearly 80,000 federal employees with online health coaching, virtual fitness classes, and incentive management services across over 180 Health Centers nationwide.
