About this file

This is a Request for Quotations (RFQ) issued by the State of Maine Department of Inland Fisheries & Wildlife through the Division of Purchases for whitewater rafting allocations. The RFQ seeks quotations from qualified outfitters to provide whitewater rafting services on two Maine rivers: 34 allocations for Kennebec River Saturday trips and 3 allocations for West Branch of the Penobscot River Saturday trips. Each allocation represents the privilege of taking a specified number of passengers per day on whitewater trips. Quotations were due by May 1, 2017, at 2:00 p.m. local time, with sealed bids to be submitted to the Division of Purchases at 9 State House Station, Burton Cross Building, 4th floor, Augusta, Maine 04333. Bids were to be publicly opened and announced at the specified date and time, with contract award notifications to follow evaluation. All bids are binding and cannot be withdrawn once allocations are awarded.

Bidders must hold a valid Maine Commercial Outfitter License and must not have any outstanding quarterly allocation fees or user fees from prior periods. Minimum bid amounts are $500.00 per single allocation for Kennebec River Saturday trips and $200.00 per single allocation for Penobscot River Saturday trips. No outfitter may exceed 120 allocations per river per allocated day, and only one bid per outfitter per river will be accepted; multiple bids will be rejected. Award recipients must submit a bank draft payable to the Treasurer, State of Maine, within ten days of notification of allocation award. All questions and responses must be submitted through the State of Maine's e-Procurement system (AdvantageME/Vendor Self Service), and no binding statements regarding the RFQ may be obtained from any person other than the listed buyer.
