About this file

This is a Statement of Work (SOW) for the procurement and installation of a wheel washer system to support C-130 aircraft maintenance operations at the 71st Isochronal Maintenance Facility. The requirement stems from the dissolution of a centralized Wheel and Tire Shop and necessitates squadron-level wheel cleaning and overhaul capabilities. The contractor shall furnish, deliver, install, test, and commission one fully operational wheel washer meeting specified technical requirements, including a heated wash system, automated brush cleaning system, high-pressure spray cleaning system, C-130-specific wheel and hub cleaning brushes, and a minimum internal wash chamber of 26 inches x 26 inches x 26 inches to accommodate the largest C-130 wheel assembly. All labor, equipment, materials, and incidental services required for full operational status are the contractor's responsibility. The Government has pre-installed required electrical services.

Deliverables include the operational wheel washer unit, complete installation and operational testing with system commissioning, operation and maintenance documentation with safety manuals, and on-site training for Government personnel covering operation, preventive maintenance, and basic troubleshooting. The delivery milestone requires equipment delivery no later than 90 calendar days after contract award, with installation and operational testing required upon delivery and training scheduled at a mutually agreed-upon date. Final acceptance is contingent upon successful installation, testing, demonstration of operational capability, and Government acceptance based on effective cleaning performance, compliance with all technical specifications, safe operation under normal conditions, compatibility with existing electrical infrastructure, and completion of all required documentation and operator training. Environmental requirements mandate a water-based cleaning solution with no known adverse environmental impacts, and the system must comply with applicable industry safety standards for automated machinery and high-pressure cleaning equipment.
