About this file
This is a Statement of Work (SOW) for an Address Update project for the Westnet First-In Alerting System at Eielson Air Force Base, with a completion date of March 2026.
The contractor, identified as the Original Equipment Manufacturer (OEM) Westnet, must perform four primary tasks: (1) complete and verify a full backup of the existing system database prior to any modifications; (2) remotely reconfigure the First-In Alerting System Database and associated Run Cards to replace legacy building numbers with Government-provided street address data; (3) deploy one OEM-certified technician to Eielson AFB to perform final on-site integration, including Zone Information Reporting Display (ZIRD) updates; and (4) validate that the updated system performs as designed with stable network connectivity. The contractor must deliver a System Backup Verification Certificate prior to beginning remote work and a Final Service Report on-site upon completion of all work. System acceptance is contingent upon successful completion of four specific functional tests: the system must boot up and run for 15 minutes without errors or fault codes, all dispatching consoles must correctly display system status, the system must successfully receive a simulated alarm and correctly display the new street address at the main dispatch center, and a dispatcher must successfully initiate and transmit a simulated dispatch alert displaying the new street address. Additional requirements include obtaining base notification 72 hours before site operations, protecting Government property and personnel, complying with base safety and fire prevention regulations, maintaining hazardous materials procedures, ensuring all contractor employees obtain required base passes and identification meeting REAL ID compliance standards, and providing updated employee lists to the contracting officer and security forces organization.
