EVALUATION FACTORS FOR CONTRACT AWARD

FOR

Washington Cascades Phases I-V

WEN.307_SNO.217 & WEN.312_SNO.219

Award Determination

The appraisal solicitation is based on the best value to the Government. Awards will be made to the offeror whose proposal is technically acceptable and whose technical/cost relationship is the most advantageous to the Government. While cost is secondary to technical considerations, it will be a factor in the award decision. The award may not necessarily be made to that offeror submitting the lowest offer. Also, the award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work.

The Government reserves the right to make cost/technical trade-offs that are in the best interest and to the advantage of the Government.

Proposals will be rated to determine those offers that are within the competitive range, price and other factors considered. Proposals should be submitted initially on the most favorable terms that the offeror could make to the Government. The Government reserves the right to reject any or all proposals or to make award without conducting discussions. Discussions (oral or written) may be conducted as appropriate with all offerors considered to be within the competitive range. For the purpose of this solicitation, discussion shall not be considered to have been initiated where the Government requests additional information supplementing or clarifying a proposal without materially changing it. Discussion shall be considered to be open negotiation with an offeror for the purpose of modifying or materially changing the proposal as submitted. Where discussions are held with one offeror within the competitive range, they will be held with all offerors within the competitive range.

Evaluation Factors

Proposals will be evaluated according to the following factors. All evaluation factors weighted equally.

The following information is to be submitted by each offeror (in addition to Section B, Schedule of Items), to be used in evaluating each offer.

Factor 1 – Technical Capability

a. Experience for Assignment – Both geographical competency and technical competency will be considered.

i. General appraisal experience is required to demonstrate technical competence

(demonstrated by a Statement of Qualifications, a resume, or curriculum vitae).

ii. Experience inspecting remote subject properties and comparable sales with no road access.

iii. A designation from a recognized professional appraisal organization will be considered but is not required. Please submit documentation of the same.

c. Indicate in the offer what specific roles associates will have, if any, in the assignment and include a copy of their license (This does not include office support staff). The qualifications of any identified associate must be included with the offer. No other associates may work on the project without prior written authorization from the Review Appraiser. The appraisal report must detail specific contribution(s) of all individuals involved other than office support staff. If the contractor does not list anyone else as providing assistance, it is expected that the proposal is with the contractor doing 100 percent of the research, analysis and writing.

2. Factor 2 – Past Performance

a. Disclose ANY previous services provided regarding the subject property. Priority may be given to appraisers who have not previously appraised the subject property.

b. The offeror should identify that they are geographically competent and have access to local data sources or briefly outline how they intend to become geographically competent and gain access to local data sources.

c. Submit a list of similar yellow book projects that you have performed in the last three (3) years. Include property type, general location, type of client (e.g. lender, attorney, government, private owner, etc.), etc. Prior experience is not required but preferred.

d. Demonstrate experience successfully completing appraisal reports in accordance with

UASFLA (Yellow Book) standards by submitting a sample appraisal report in accordance with UASFLA. IF you have not contracted with the Forest Service in the past 5 years for a Yellow Book appraisal submit a sample report prepared in compliance with the UASFLA. The sample work product may be redacted, however, should not be so redacted as to preclude an evaluation of the work.

3. Factor 3 – Availability

a. A preferred start date would be April 2022, with the field inspection occurring as soon as is feasible after snow thaw (estimated to be June 2022). This date is subject to current COVID-19 pandemic guidelines and conditions at the time of contract award. A proposal of an alternate start date and/or time for completion if unable to comply within the preferred timeframe is allowable. The specific start date will be established with a

Notice to Proceed.

The contract appraiser shall submit to the review appraiser one digital (pdf) version of the appraisal report no later than July 15, 2022, unless offeror proposes an alternate date which is accepted.

4. Factor 4 – Inspection

a. Method of inspection.
