About this file

This is a Request for Proposal (RFP) issued by the City of Saratoga Springs Department of Public Works for roof replacement services at two municipal ice rinks located at 30 Weibel Avenue, Saratoga Springs, New York. The project involves comprehensive roof replacement and related repairs at the Weibel Ice Rink (built 1993, approximately 40,000 square feet) and the Vernon Ice Rink (built 1997, approximately 30,000 square feet). The scope of work includes installation of new roofing systems with polyisocyanurate insulation or alternative metal roofing options, removal and replacement of damaged insulation (approximately 5,000 square feet per rink), snow rail installation, repair or replacement of exhaust vents, and construction administrative services. The RFP provides three task options for each rink: primary specification for new polyisocyanurate roof overlay systems, Alternate 1 for metal roof replacement, and Alternate 2 for spot repairs and vent replacement. Sealed bids must be received by Tuesday, August 25, 2026, at 2:00 p.m. at the City Department of Accounts, 474 Broadway, Suite 14. The anticipated project timeline is April 2027 through September 2027, with completion required before the regular hockey season commences. Work on one rink at a time is required to maintain facility operations. Bidders must provide detailed project schedules, fee breakdowns for all tasks and alternates, hourly rates, and statements of ability to meet the City's timeline.

Proposals must include a 10 percent contingency and all incidental costs such as travel and meetings. The City reserves the right to reject any and all bids and to award the contract in part based on bidder qualifications, technical responsiveness, and cost proposal evaluation. Bidders meeting cost thresholds triggering the apprenticeship program requirements must demonstrate registered apprenticeship agreements with the New York State Commissioner of Labor with a minimum 30 percent graduation rate. All bidders must submit a Non-Collusive Bidding Certification, Vendor Code of Conduct Affidavit, Risk and Safety Agreement, and Certificate of Insurance evidencing Commercial General Liability coverage of one million dollars per occurrence with two million dollars aggregate, Commercial Automobile Insurance of one million dollars combined single limit, Excess Insurance of three million dollars per occurrence aggregate, Professional Errors and Omissions Insurance of two million dollars per claim aggregate, and New York State Statutory Workers Compensation coverage. The City has identified no incumbent contractors, and this appears to be a new procurement. Bidders may withdraw bids within 60 calendar days following bid opening. Questions regarding the bid should be directed in writing to Stefanie Richards at stefanie.richards@saratogaspringsny.gov, with inquiries submitted at least seven days prior to opening receiving consideration.
