The government currently uses Clarivate's products to serve NIH and HHS agency staff through the NIH Library's Digital Library Services (DLS).

The primary requirement is to provide enterprise-wide access to the Web of Science platform and its citation indices (Science Citation Index, Social Sciences Citation Index, Conference Proceedings Citation Index, Book Citation Index, Current Chemical Reactions, Emerging Sources Citation Index, Index Chemicus, BIOSIS Citation Index, Current Contents Connect, Data Citation Index, Derwent Innovations Index, and Zoological Record), along with Journal Citation Reports (JCR), InCites Benchmarking and Analytics, and EndNote bibliographic management software. The contractor must update databases weekly and JCR annually; provide API access; maintain 24/7 platform availability with unscheduled downtime not exceeding 1%; deliver monthly aggregated usage reports compliant with COUNTER and SUSHI standards within 30 days of month-end; and provide technical support Monday through Friday during normal business hours. The contractor shall also offer open-URL enabled software linking to the NIH Library's electronic resources and options to add new Clarivate resources or cancel selected resources. Interested small businesses must submit capability statements not exceeding seven pages by Friday, September 11, 2026, at 2:00 p.m. EST to Lynda Cole at Lynda.cole@nih.gov. Capability statements should include company name and address, business size and type, point of contact information, UEI number, professional qualifications of personnel, and other relevant information. Following this market survey, pre-solicitation and solicitation notices will be published on SAM.GOV.
