Failure to provide all required documents or information may exclude the offeror(s) from further consideration. Paper/hard copy offers will not be accepted. Only signed offers submitted on the Standard Form (SF) 1449 will be accepted. Faxed proposals will not be considered. Offerors are cautioned that failure to comply with all proposal submission requirements outlined in Section L may result in a proposal being determined nonresponsive. Nonresponsive proposals will not be evaluated and will be ineligible for award. Please ensure that you have read the solicitation fully, and then submit your response by the date and time indicated on the face of the SF1449 for this solicitation.

(a) Electronic submissions via email will be the only offers accepted. Offers should be addressed to Samuel L. Rhodes at samuel.l.rhodes2.civ@army.mil and Richard J. Buelow II at richard.j.buelow.civ@army.mil. Note there is a file size limitation for email; should your proposal exceed that limitation you may request a DOD SAFE drop-off for submittal. Ensure you submit in sufficient time that if you need a drop-off it can be provided in enough time that files can be uploaded and submitted prior to the solicitation closing time. Drop-offs are sets of files (up to 25 files totaling up to 8 GB max). To send a new Drop-off, click on Drop-off in the top navigation ribbon or on the homepage, add the files to send to the Drop-off form, add the recipients to send the files to (that is, samuel.l.rhodes2.civ@army.mil), and determine whether the files should be encrypted or not. Then send the Drop-off. Reference Section 3.6 of the DoD Safe User Guide for detailed instructions about creating and sending Drop-offs.

(b) This is an electronic solicitation release. No hard copies will be mailed. Amendments to the solicitation will be posted to the System for Award Management (SAM) website at https://sam.gov. It is the responsibility of each Offeror to review the webpage for notice of amendments, updates, or changes to current information.

(c) All inquiries during the solicitation phase shall be directed to the Contract Specialist Samuel L. Rhodes at samuel.l.rhodes2.civ@army.mil and courtesy copy (cc:) the Procuring Contracting Officer (PCO) Mr. Richard Buelow via email richard.j.buelow.civ@army.mil Offerors are requested to review the solicitation and submit only written questions and/or comments with email subject line reference: Ref: Solicitation Number W9124C23R0002 Questions and/or Comments Washer & Dryer Maintenance Support Services. All questions submitted after that date and time may not be answered. All questions must be submitted in writing, phone calls will not be taken.

(d) Answers to questions posed will be sent to all prospective Offerors and shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the MICC - Fort Jackson Contracting Office.

(e) The government anticipates awarding the contract on or about 15 JUL 2023. The Minimum Acceptance Period identified in the Supplemental Information section of the SF 1449 shall require that any proposal submitted in response to the solicitation be guaranteed for 90 calendar days.

L.2. Proposal Instructions. Each offeror’s proposal shall be submitted as listed below and all information shall be confined to the appropriate volume to facilitate independent evaluation. Proposals which do not follow these guidelines or which do not include the requested minimum information may be eliminated from further consideration for award. Proposals shall organized into physically separate and detached volumes as listed below; one file for each volume. Offerors shall attach a cover sheet in each file identifying:

Each paragraph shall be single spaced, and shall be separated by at least one blank line. All text shall be single spaced and printed black on white paper (black and white requirement does not apply to graphics, photos, etc.). A standard, 12-point minimum font size applies. Arial or New Times Roman fonts are required. Tables and illustrations may use a reduced font size no less than 9-point and may be produced in landscape mode. Cross-references should be utilized to preclude unnecessary duplication of data between sections. Offerors shall submit proposals and the number of copies listed in the following table.

Volume

No page limit
Volume II, Technical Proposal

Volume III, Price Proposal

L.2.2.2. Proposal Limitation: Proposals shall not exceed the limits stated in table above. If the page limits are exceeded, the pages in excess of the limit shall be removed and will not be considered for evaluations. The Government will not accept any changes to the Offeror’s proposal after the closing date of the solicitation.

L.2.2.3. Page Limit Includes: All appendices, charts, graphs, diagrams, tables, photographs, drawings, etc. unless specifically excluded in the proposal instructions.

L.2.2.4. Page Limit Does NOT Include: Covers for volumes, tables of contents, glossary of abbreviations and acronyms, indices, title pages, cross reference indexes, and section dividers/tables if they are inserted solely to provide ease to the reader in locating parts/sections of the proposal. They will be counted if they contain any other information, i.e., diagrams, extraneous data, etc. Pages marked “This page intentionally left blank” will not be counted.

L.2.2.5. What Counts As a Page? A page shall be an 8 ½ X 11” sheet of paper. When both sides of a sheet display printed material, it shall be counted as two pages. Letter size and spacing requirements for illustrations and tables can be at the discretion of the offeror but must be easily readable. Fold-outs will be counted as the appropriate number of pages based on an 8 ½ X 11” sheet of paper. Use at least 1 inch margins on the top and bottom and 3/4 inch side margins. The Offeror shall number each page in order to eliminate any confusion. In the event Offeror creates an ambiguity in their numbering of pages, the Government may exercise its own discretion in counting pages. Pages that exceed the required page limitations will be removed, or redacted in their entirety, and will not be evaluated by the Government

The Technical Proposal shall be clear, concise, and include sufficient detail to enable the Government to make a thorough evaluation of the Offeror’s technical competence and ability to comply with the requirements specified in the PWS.

Legibility, clarity and coherence are very important.

The Technical volume shall not simply rephrase or restate the Government's requirements; the volume shall clearly define the Offeror’s approach on how the offeror intends to meet the Government’s requirements. Statements such as “the offeror understands, can, or will comply with the PWS,” (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable and will negatively impact the offeror’s rating. The offeror shall address as specifically as possible the actual methodology to be used for accomplishing the PWS tasks.

Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror's proposal. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary, are not desired, does not replace the requirement for a detailed approach, and will not be considered adequate for effective evaluation.

Volume II must not include pricing information.

Furthermore, the technical volume shall not contain the Offeror’s name or any markings that would readily reveal the offeror’s name, subcontractor’s name, joint ventures or teaming agreement. This part shall be marked with the Offeror’s UEI Number.

The volume shall be organized according to the following general outline:

All formulas, lookup tables, and links shall be intact, and no links shall exist to files not included with the submission. Spreadsheets shall not contain hidden worksheets. PDF or flat files will not be considered adequate. Other Than Certified Cost or Pricing Data is necessary to support a determination of reasonableness and balanced pricing, and the following must be submitted with the Volume III price proposal. The Price Breakdown shall be included as identified below.

L.3.3.1. Compliance. Failure to comply with the solicitation requirements for Cost information may result in an adverse assessment of an offeror’s proposal and reduce or eliminate its chance of being selected for award. Offerors shall ensure that the information presented in this volume is consistent and correlates with the information contained in the other proposal volumes. Also, the Offeror shall ensure that the information submitted in this volume is consistent with and fully supports the amounts set forth in the SF1449 and continuation sheets.

L.3.3.2. General Instructions. In accordance with Federal Acquisition Regulation (FAR) 15.402 and 15.403-1, certified cost or pricing data are not required based on the fact that adequate competition is expected for this procurement. Information other than certified cost or pricing data may be provided in contractor format providing that sufficient information is made available. Information submitted shall be prepared following the instruction in FAR 15.403-5. If after receipt of proposals the Contracting Officer determines that there is insufficient information available to determine price reasonableness and none of the exceptions at FAR 15.403-1 apply, the Offeror may be required to submit cost or pricing data. Additionally, in the event that adequate competition is not obtained, the Contracting Officer may incorporate FAR 52.215-20 entitled, “Requirements for Cost or Pricing Data or Information Other Than Cost or Pricing Data,” into the solicitation and request a Certificate of Current Cost or Pricing Data. There are no page limitations for this volume. Proposal information included in this volume which is not directly related to Cost will be disregarded.

Insert proposed unit price, and extended prices for the appropriate CLIN in the Pricing. Offerors shall fill in the proposed prices (base year plus all option years) for the unit prices on the pricing schedule provided in Section B of the solicitation for the services requested. The Offeror shall ensure the units prices are represented in two decimal positions only (example: $0.27, not $0.27458) NOTE, the proposed unit price, must calculate out to the extended unit price; that is, using the above example of $0.27/unit, $0.27 x 3 equals $0.81, whereas $0.27458 x 3 equals $0.82374, when rounded is $0.82. Extended price shall equal two decimal unit price, times the number of units.

The offer shall complete all CLINS including the total amount for each period and the total amount for total contract price. The Offeror shall include spreadsheet showing a roll up of these calculations (is CLIN, Option years and Total Contract Price).

The schedule shall include: FLSA Exemption/Non-Exempt status, Area Wage Determination Code (if applicable), Labor Category, Number of FTEs, Total Labor Hours (all FTEs), Labor/Wage Rates, Fringe Benefits, and all applicable G&A, Overhead, and Profit rates that establish fully burdened labor rates and total price.

L.3.3.3.4. Area Wage Determinations. Pursuant to the Service Contract Act of 1965, the determination by the Secretary of Labor as to the applicable minimum monetary wage and fringe benefits will be made part of any resulting contract. For evaluation purposes only, the Government has incorporated the applicable Area Wage Determinations as Attachment 3 of this RFP. The offeror shall provide a crosswalk of the proposed labor categories against the Area Wage Determinations.

L.3.3.3.5. Subcontractor Costs. The offeror shall submit a complete breakdown of costs by major subcontractor. A major subcontractor is defined as a member of the offeror’s overall team who is expected to perform 25% or more of the proposed effort. Additionally, Offerors shall provide a statement that shall address the total percentage of labor dollars to be performed by the prime and each teaming partner (even those proposed to perform less 25% of the proposed effort), in order to validate compliance with FAR 52.219-14, Limitations on Subcontracting. Breakdown of costs is not required for subcontractors proposed to perform less than 25%.

L.3.3.3.6. Other Information. The offeror shall provide background information, other than the pricing data that is required, concerning its pricing methodology. This information shall include details of the methodology applicable to the offer. The data will be used by the government to better understand the pricing (see sample table below).

L.3.4. VOLUME IV: PAST PERFORMANCE: This volume shall contain past performance information regarding similar contracts. Past performance information described herein is required on the offeror and all major subcontractors, teaming partners, and/or joint venture partners performing work that constitutes more than 25% of the total proposed cost of the contract. This volume shall not exceed 25 pages plus five pages for each major subcontractor. Offerors shall submit all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past three years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation. Relevant efforts are defined as services/efforts that are the same as or similar to the effort required by the RFP.

Data concerning the offeror shall be provided first, followed by each proposed major subcontractor, in alphabetical order.

This volume shall be organized into the following sections:

For each identified effort for a commercial customer, the offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the offeror's performance. The Offeror shall also submit the written consent of its major subcontractors to allow the disclosure of its subcontractor’s past performance information to the Offeror. L.3.4.3. TAB C: Organization Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.

L.3.4.4. TAB D: Specific Relevant Contracts Format. The offeror shall include documentation regarding their relevant past performance as it directly relates to the work being procured under this solicitation. The offeror SHALL NOT go back any farther than 3 years for services for the submitted data. The past performance data shall document a successful history of past contract performance.
