Statement of Work

Heating Ventilating & Air Conditioning

Upgrade for La Crosse, WI Weather Forecast Office (WFO) N2788 County Road FA La Crosse, WI 54601 April 20, 2016 Background The National Weather Service (NWS) issues watches, warnings, public forecasts, and advisories for the United States, its territories, adjacent waters, and ocean areas. On October 5, 2009; President Obama signed executive order 13514 mandating federal agencies to seek a way to reduce energy usage. Central Region which is comprised of 38 Forecast offices throughout 14 states and has a requirement to both reduce energy usage and replace old HVAC systems. Each office is operational 24/7 and currently utilizes Five (5) times the energy as compared to normal office space based on its unique requirements. Experience has demonstrated that redesigning and upgrading the current Heating Ventilating and Air Conditioning (HVAC) system is the most cost efficient method to maximize efficiencies and achieve significant energy usage reductions and associated savings.

Objectives Provide a HVAC system and associated controls which will result in a significant reduction in energy consumed by the HVAC components /system totaling 50% or more, while maintaining the environment to specified temperatures and humidity requirements. The facility must achieve a minimum overall 30% reduction in energy consumed, as determine by energy star tracking of the meter. This effort will include all materials and labor necessary to remove and properly discard old components and install the necessary components to reconstitute a complete fully functional HVAC system including controls. A requirement of this design is the incorporation of a redundant ground source heat pump HVAC system to replace the inefficient redundant system in use for the main operations area.

Contractor shall address the need for, and supply an energy efficient solution that will maintain a stable environment addressing all the diverse heating and cooling requirements contained within the buildings shell. The contractor shall clearly demonstrate which technologies are used in each area and how areas of the building will interact with each other through energy exchange. Contractors shall meet the following objectives:

1. Provide a redundant ground source heat pump system with detailed well design to support the proposed equipment and environment of the operations area as a minimum.

2. Provide a solution that will satisfy the requirements of both, the Administrative area, and the Operations area (considered to contain a higher than normal heat load). The third area of the building to be considered in this solution will be the Equipment room which currently uses redundant Package Units to offset the high heat load of the room. The proposed solution should consider the interoperation of all three areas within the buildings envelope.

3. Provide a methodology on how to cool the equipment room and utilize the excess heat being generated in that area to offset heating costs in the remainder of the building. Note: The equipment room shall not exchange air with other parts of the building.

4. Provide a methodology on how to regulate the buildings fresh air exchange and any steps to pre-condition outside air. This should include a target CFM for exchanged air and if this varies with outside temperature.

5. Provide a system that will minimize the use of Freon and limit any charged lines running within the facility.

6. Provide a single level drawing depicting the equipment being proposed and a narrative describing how the individual components will provide a stable environment throughout the buildings envelope.

General Requirement

· The contractor shall furnish all labor, materials, tools, permits, supervision, engineering, and qualified installation personnel necessary to make their equipment fully functional to meet their proposed solution. This includes the integration of controls for the equipment to achieve their projected energy savings while maintaining the specified environment.

· The installation of a completely redundant (not inclusive of the well field or applicable piping) ground source heat pump system to replace the current redundant HVAC system serving the operations area along with solutions for both the equipment room and administrative areas.

· The contractor shall provide the methodology, labor and materials to capture the excess heat from the equipment room and propose a design to re-utilize this heat throughout the remainder of the building to augment or replace existing electric strip heat currently utilized.

· The contractor shall provide the methodology, labor and materials required to precondition any fresh air intake utilizing exhausted air. Specifics of this should be included in the contractor’s proposal regarding sources of supply and volumes of air required.

· The new equipment / system shall be controlled by installing a new web based Building Automation System (BAS) for the entire building’s HVAC system. This system must be interactive and visible at both the installed location and the regions Headquarter facility located in Kansas City MO.

· Installation must be achieved without an interruption of service to the existing redundant systems operation for the associated operations area, except for the loss of redundancy.

· End result is an environment of 72 degrees Fahrenheit in all areas affected with individual zone control of plus or minus two degrees Fahrenheit and & non-condensating relative humidity of 35% plus or minus 5%.

· “As built” drawings of the facility and systems must be provided prior to acceptance and final progress payment.

· Work shall conform to applicable standards and guidelines as published by, American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) 62.1 Ventilation, 55 Thermal Comfort, 90.1 Energy Efficiency; IGSHPA, International Ground Source Heat Pump Association; NGWA National Ground Water Association – Loop well construction standards. All work performed shall be in accordance with all applicable Federal and local building codes.

· The contractor shall be responsible for the removal and proper disposal of any unused existing equipment in accordance with EPA guidelines.
