. 1 STATEMENT OF WORK
Wing Life Monitoring System
I. Overview – NOAA is planning to equip its WP-3D aircraft with new wings in the next few years. As part of this effort, we would like to have the ability to monitor the stresses and loads that are subjected to the wings. It was determined the best route would be a box that not only records the stresses the aircraft is subjected to, but one that would also convert this data to ARINC 717, the data transfer standard for Flight Data Acquisition Units (FDAU), and outputs it to the Flight Data Recorder (FDR) to be recorded. This device will improve safety, operating efficiency and serve as a training aid.
II. Requirements
General –
Two Wing Life Monitoring Systems are required. The system shall perform the tasks of a FDAU and an Aircraft Condition Monitoring System (ACMS). The FDAU is responsible for receiving the data from various sources and outputting ARINC 717 data to a FDR.
The ACMS receives the data from the FDAU and records this data internally and uses it to monitor the structural integrity of the aircraft over time. Ground Station Software shall be provided that can be run to interpret and display the data. The Government shall have the option to purchase up to two additional Wing Life Monitoring Systems within 365 days after award.
Detailed –
CLIN 0001 – The Wing Life Monitoring System shall provide data for fatigue life tracking and monitor structural exceedances. The system shall be capable of continuous recording. The system shall include an external accelerometer capable of recording the normal acceleration experienced by the aircraft. The system shall include any installation manuals, installation kits, mounts, and connectors needed for installation. The system shall have an external control display unit that enables flight specific data to be input into the system.
The system shall be capable of recording 1024 12 bit words per second and recording 200+ hours of data. The system shall be capable to match signal characteristics of the incoming signals and handle sample rates from 0.25 to 64 samples per second. The system shall be capable of generating in-flight reports. The system shall scan data in real time, apply exceedance algorithms and generate the reports. The reports shall be able to be displayed on the control display unit. All parameters shall be able to be displayed on the control display unit in real time.
The system shall be able to record the messages contained in Appendix A. Each system shall be on its own ARINC 429 input, the data transfer standard for aircraft avionics. The system shall have, at a minimum, eight ARINC 429 inputs. The system shall format, process and record all data, as well as transmit data to an external FDR via ARINC 717.
PAGE 8 OF 45 WC-133M-15-RQ-0782
CLIN 0002 – The contractor shall perform any required Non-Recurring Engineering (NRE) associated with the Wing Life Monitoring System requirements of CLIN 0001.
CLIN 0003 – The system shall include ground station software to be used for monitoring the aircraft condition. The software shall be able to be run on a laptop that is brought to the aircraft, or by removing a data card from the system and taking the card to a standalone computer with the software installed. The software shall have a data viewer that displays the data in both tabular and graphical displays and can display the generated in-flight reports. The software shall have a data extraction capability which can output the data into a variety of formats, including, but not limited to Microsoft Excel format.
The Government may require alterations to the configuration of the basic requirement of the WLMS and ground station software. These alterations are identified in the schedule as options. See the SPECIAL OPTION REQUIREMENT section for additional details on how the Government will exercise any options.
III. Government Furnished Information (GFI) –
Appendices A through D - List of messages to be recorded. The ARINC standards and MIL-STD-1553 are incorporated into the contract by reference.
IV. Government Furnished Equipment (GFE) –
None

. 2 SPECIAL OPTION REQUIREMENT
PAGE 9 OF 45 WC-133M-15-RQ-0782
SPECIAL OPTION REQUIREMENT
(a) The Government may require alterations to the items identified in the Schedule as CLIN 0001 and 0003, to the specifications outlined in the item descriptions. These alterations are identified in the Schedule as option CLIN 0004, 0005, 0006, 0007, 0009 and 0013. The Contracting Officer will exercise any options which alter the configuration of the basic requirement at the time of award.
(1) Option CLIN 0004, 0005, and 0007 have a corresponding CLIN for Non-Recurring Engineering that the Government will exercise at the same time that the option for the alteration is exercised:
(A) If the Contracting Officer exercises option CLIN 0004, then the Contracting Officer will also exercise option CLIN 0010.
(B) If the Contracting Officer exercises option CLIN 0005, then the Contracting Officer will also exercise option CLIN 0011.
(C) If the Contracting Officer exercises option CLIN 0007, then the Contracting Officer will also exercise option CLIN 0012.
(b) The Government may increase the quantity called for in the Schedule at the unit price specified in (b)(1) of this Special Option Requirement. The option for increased quantity is identified in the Schedule as option CLIN 0008. Each additional unit will be of the same configuration as the original units; therefore, no additional expense for Non-Recurring Engineering will be allowed for option CLIN 0008. The Contracting Officer may exercise the option by written notice to the Contractor within 365 days after contract award. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
(1) The unit price of the increased quantity shall equal the unit price for CLIN 0001, plus the price for any exercised options which altered the configuration of the units for CLIN 0001 (option CLIN 0004, 0005, 0006, and 0007). The unit price of the increased quantity shall not include any costs for Non-Recurring Engineering associated with the alteration of the units for CLIN 0001.
(A) For example, if the Contracting Officer awarded CLIN 0001 and 0002, and exercised option CLIN 0004 and 0010 at award, then the unit price for CLIN 0008 would equal the unit price for CLIN 0001 plus the unit price for CLIN 0004. The unit price for CLIN 0008 would not include any costs from CLIN 0002 and 0010, Non-Recurring Engineering.
