Question 1 REF: Attachment C.1 Under Volume 2 – Price Proposal, we are to include a price for the Task Order set forth in Attachment C. As part of our proposal are we only to submit the page (pg. 2) that has the list of Item Numbers on it, and additional pricing information (materials & Labor)? Or do you want us to submit all 18 pages of Attachment C along with the pricing information.

Answer 1

1. Provide bid schedule and the proposal should also include a breakout of the price for the materials and labor.

2. Provide the price per sheet including labor if damaged underlayment needs to replaced assuming it will be replaced in 8x12 full sheets.

3. Complete provision 52.209-11 and include name of Site Superintendent.

Question 2 REF: Attachment C.1 Under Item No 0002 it states “Contractor shall provide extended 25 manufacturer warranty” can you please clarify this. Should that read “25 year” warranty?

Answer 2

1. This refers to the warranty described in the Statement of Work.

Question 3 REF: Section L and SF 1442 The submittal address listed on the SF 1442 is different than the submittal address provided in Section L, 2) General Proposal Submission Instructions. Please clarify what is the correct address. We will be using a carrier (FEDEX) to deliver our proposal. Can you please provide a shipping address and POC? Also does our package have to be marked in any special way for delivery?

Answer 3 Please follow the instructions in 1352.215-70.

Question 4 REF: Section M Under the management approach, we are to include “Proposed Key Personnel”. Under the evaluation criteria it does not clarify if you want resumes? If you do require resumes, can they not count against the overall page count?

Answer 4 Resumes was not specified, but may be submitted. Resumes would be included in the page count. Please review the evaluation criteria.

Question 5 REF; Section L, General Proposal Information, Subsection (b) The technical proposal is limited to 25 pages, does this include cover pages, table of content, dividers, experience write ups? Can resumes, experience write ups, and past performance questionnaires, and additional past performance information (CPARS) be excluded from the technical. It seems that you only want Vol 1, Tab B – Management Approach to be limited to 25 pages. Please clarify the overall page requirements for Volume 1.

Answer 5 Please see Clause 1352.215-70 “Volume 1, Technical Proposal, to a maximum of 25 pages. Past Performance Questionnaires will not be counted towards page limitation.”

Question 6 REF: Section L, Para 3, g.iv – Reps & Certs Do you require us to submit all of Section K as part of our proposal?

Answer 6 Please see Clause 1352.215-70 “iv) Complete Representations and Certifications section of the RFP, including Current registration in System for Award Management (SAM)”

Question 7 REF: Section L, 3) Proposal Format and Submittal Requirements, g.vi If we are submitting as a Joint Venture, and it does not have certified financials yet, can we provide the 2015 financial statements for each member of the JV instead? Or will a letter from the bank stating that the JV has sufficient funds to complete this project suffice?

Answer 7 Please see Clause 1352.215-70, “vi)Financial statement and bank letter that verify that sufficient funds will be available to finance the work”. In this case, 2015 financial statements for each member of the JV and a bank letter for the JV would be acceptable.

Question 8 REF: Section M – Technical Experience We were awarded a single Job Order Contract (JOC) that had multiple task orders issued under it. Can we utilize the individual task orders as projects for our experience write ups in our submittal?

Answer 8 Please see Clause 1352.215-75 “Multiple projects or task orders will be accepted as single projects under the same IDIQ or comparable contact.”

Question 9 REF Attachment C.1 Please confirm that the scope of work is only for removing and replacing the shingles and deteriorated deck materials. The plans provided seem to indicate additional work, but may be as-built drawings from a previous project there.

Answer 9 The Drawings are for informational purposes. It’s highly recommended that you perform a site visit to verify the site conditions.

Question 10 Name of the current (or last) contractor Total dollar value (Please include the Contract Number and the time period that the pricing represents)

Answer 10 There is not an incumbent contractor specifically for the Central Region. There has been other contractors that have performed the scope under other NOAA IDIQs though. Most of the work was completed by The Wilson Group WC-1330-14-CQ-0024. The contract was for $3.0 million. There has been over $2.7 million in actions obligated against this contract.

Question 11 Is it correct that only 1 contract will be awarded to 1 contractor?

Answer 11 Yes

Question 12 There are requirements in “Attachment_A_NWS_CR_SOW_IDIQ” and there are requirements in “Attachment C.1_RFP_Letter”. It’s clear that according to “Attachment A Section 01100 Para. 1.2 Precedence” that task order requirements shall govern when different from the Attachment A requirements. However, there are significantly more requirements listed in Attachment A than in Attachment B, some of which would add significant cost and complexity on a relative basis to smaller, short duration 1-2 trade MRR task order projects.

Where the task order (Attachment B) is silent with respect to a requirement that is present in Attachment A, does that mean that the Attachment A requirement is applicable to the task order, or not? In other words, for each individual task order, do we look only to the task order for requirements applicable to that task order project, or must we adhere to all Attachment A requirements where the task order is silent?

Answer 12 You must adhere to all Attachment A requirements and the base contract where the task order is silent.

Question 13 Page 53 of the RFP document, Section L. 18, references 1352.215-70, Proposal Preparation. Is it correct to assume that only those requirements beginning in section 3, Proposal Format and Submittal Requirements (pages 54 through 56) are to be followed, and that any additional requirements listed in 1352.215-70 can be ignored?

Answer 13 Don’t understand this question, however there are paragraphs which may or may not apply to offerors depending on their situation (i.e. Joint Ventures).

Question 14 I am reaching out for a clarification to the above referenced solicitation bid bond requirements. I am aware that there is a sample task order project that is to be priced and submitted. Could you please confirm that our bid bond is being furnished for this said project? Our bonding company is wanting confirmation to secure the right price of our bid bond. Please advise at your earliest convenience. Thank you for your time and consideration.

Answer 14 The Bid-Bond is for the based on the task order and subject to FAR 28.101, 28.102-1 and 28.102-2. If the task order exceeds $150,000, then a performance and payment bonds are required with a bid guarantee.
