Instructions and Information:
For full instructions and other required documents, refer to the relevant NOFO for this concept note and PRM’s NGO Guidelines at: https://www.state.gov/funding-opportunities/general-ngo-guidelines/
Proposals must not exceed 17 pages (or 20 pages for consortia applications) in length using this template using Times New Roman, 12-point font, on letter-sized paper, with one-inch margins on all sides. The table on page 1 serves as a cover page and counts toward the total page limit. You may delete these instructions and those under each section header (italicized text only) for additional space. Do not include any additional cover page except for the table above. Page limits are strictly adhered to and may result in disqualification. PRM strongly recommends that applicants submit concept notes in Adobe PDF format, as Microsoft Word page lengths may change under certain settings and could look different to PRM reviewers or extend documents beyond the page limit. Additionally, all documents and attachments must be submitted in English.
1. Management and Past Performance:
Describe the organization’s relevant experience and impact working in the proposed sector(s) and location(s) if applicable. Provide details on the organization’s management structure for the proposed program, including specific management plans.
Consortia concept notes only: If the applicant is applying as a consortium, include a description of how the consortium will be organized and how lines of authority and decision-making will be managed across all team members and between the lead applicant and associate awardees.
2. Scale, Cohesiveness, and Sustainability:
Discuss how the proposed program will support the development of cohesive, sustainable, and effective private sponsorship infrastructure that covers core functions and can scale over time.
Describe how the program will include local capacity-strengthening elements, such as promoting self-reliance among program participants and strengthening of local civil society organizations or the host government. Explain how the program will incorporate longer-term sustainability objectives into humanitarian efforts. Detail how the program will help refugee participants reach self-sufficiency within 90 days (or 12 months for the Welcome Corps on Campus).
3. Objectives and Indicators:
Provide a description of the program’s proposed outcomes and impact. Outcomes and impacts are defined as a result or effect that is caused by or attributable to the program, program or policy of the program activities. Outcomes may be short-term or long-term, intended or unintended, direct or indirect. Impact is often used to refer to higher level effects of a program that occur in the medium or long-term and can be intended or unintended. When applicable, provide an estimate of the estimated number of private sponsors and sponsored refugees that your program proposes to have the capacity to support and over what time frame (e.g., number of sponsor applications to be reviewed, number of sponsors to be trained, number of sponsors to be mobilized, number of refugees to be identified and referred through the identification component, etc.)
4. Program Description and Implementation Plan:
Provide a description of the proposed program including key activities, duration of activities, implementation plan, and any implementing partners (including their role in the program). Explain how this program will address the establishment, development, implementation, and management of the specific component(s) of the Welcome Corps or Welcome Corps on Campus identified in the NOFO. Identify goods or services to be provided over a specific timeframe and explain the strengths of the proposed program.
5. Monitoring and Evaluation Plan:
Describe the monitoring and evaluation plan for the program. Identify the staff responsible for monitoring and evaluation. Include the timeline and frequency of the measurements. List the monitoring and evaluation tools you will use, such as baseline/endline assessments, household surveys, site visits, key informant interviews, focus group discussions, exit interviews, and progress reports. Explain how you will address problems identified during monitoring. Describe how you will share learning from the monitoring process. Indicate and planned long-term outcome or impact evaluations, if applicable.
We strongly recommend conducting a baseline and endline assessment to determine indicator baseline values and measure progress on impact and outcome indicators over multiple years.
6. Coordination:
Describe your cooperation and coordination with relevant stakeholders, including international organizations, NGOs, state and local government entities, and civil society that went into the program design. Outline plans for partnerships and participation in ongoing coordination efforts.
Organizations must submit the following documents with their application on grants.gov:
Note: All documents must be in English.
1. Proposal that does not exceed the 17-page limit (or 20 pages if a consortia submission).
2. Budget summary, detail, and narrative, disaggregated by year and for every year of the proposed program period.
3. Objectives and Indicators
4. Risk Assessment
5. Security Plan
6. Staff Organizational Chart
7. Signed completed SF-424, SF-424A, and SF-424 B. These documents do not count against the page limit.
· Note: Form SF-424B is required only for those applicants who have not registered in SAM.gov or recertified their registration in SAM.gov since February 2, 2019, and completed the online representations and certifications. The SF-424 family forms are available on grants.gov.
