About this file

This is a Determination to Solicit from a Single Source document for a federal construction contract issued by the U.S. Department of the Interior, Bureau of Reclamation, Missouri Basin Regional Office in Billings, Montana.

The contract (Solicitation Number 140R6026Q0016) is with Donahue Roofing & Siding, LLC, located at 3970 Avenue D STE D, Billings, MT 59102, for emergency roof replacement work on Government Furnished Housing at Yellowtail Dam in Fort Smith, Montana. On December 17, 2025, a severe windstorm with wind speeds of 111 mph caused significant roof damage to seven occupied housing units (101, 102, 103, 106, 107, and 108 on Second Street and 101 on Avenue B). The work includes removal of damaged asphalt shingles and underlayment, and installation of new metal roofing, underlayment, flashing, drip edges, vent caps, and fascia. The estimated price range is $100,000 to $250,000, with a performance period of December 23, 2025 to February 27, 2026, and a completion deadline of March 31, 2026.

The single-source determination is justified under FAR 13.106-1(b)(1)(i) and 41 U.S.C. 3304(a)(2) based on unusual and compelling urgency. Market research conducted on December 18, 2025 contacted six local roofing contractors; however, only Donahue had an active SAM registration, completed a site inspection on December 19, 2025, and provided a detailed budget estimate with technical recommendations. The Contracting Officer, Ryan Cope, signed the determination on February 11, 2026. Price fairness and reasonableness will be determined through comparison with previous purchases and an independent Government estimate.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity.

U.S. Department of the Interior, Bureau of Reclamation, Missouri Basin Regional Office, Acquisition Management Division, Billings, MT, 59101.

2. Name and Address of Single Source.

Donahue Roofing & Siding, LLC, 3970 Avenue D STE D, Billings, MT, 59102

3. Description of Supplies/Services and Estimated Cost.

Government Furnished Housing (GFH) at Yellowtail Dam in Fort Smith, Montana provides essential housing for Bureau of Reclamation employees who maintain and operate Yellowtail Dam, the powerplant, and the Afterbay Dam. Due to the remote location and lack of available housing in the surrounding area, these units are critical for ensuring staff can respond to operational needs and emergencies. Housing is provided for staff by the Government under rental agreements. Reclamation is responsible for ensuring that all occupied housing is safe, decent, sanitary and energy efficient.

On December 17, 2025, a severe windstorm impacted the Fort Smith area. Wind speed at Fort Smith was recorded at 111 mph. The storm caused significant damage to GFH units, including roof damage to multiple GFH units, with shingles torn off and underlayment exposed.

In order to respond to this event Reclamation has an unusual and compelling urgent need to remediate the roofing of houses occupied by staff. The GFH units included are 101, 102, 103, 106, 107, and 108 on Second Street and 101 on Avenue B. Unusual and compelling urgent tasks required to move forward expeditiously include:

• Removal of the asphalt shingles and underlayment from seven (7) occupied houses within the Government Camp.

• Installation of new metal roofing, underlayment, flashing, drip edges, vent caps, and fascia as necessary.

• Houses are occupied and care shall be taken to coordinate activities with affected tenants.

Solicitation Number: 140R6026Q0016 Page 2 of 3

The estimated period of performance is December 23, 2025 to February 27, 2026. In accordance with FAR 36.204 Disclosure of the Magnitude of Construction Projects, the estimated price range is between $100,000 and $250,000.

4. Description of Circumstances, including why only one source is reasonably available.

Pursuant to 41 U.S.C. 3304(a)(2) and FAR6.302-2 Unusal and Compelling Urgency, when the agency’s need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for.

In accordance with FAR 13.106-1(b)(1)(i), only one source will be solicited because of the urgency of this requirement. The Yellowtail Government Furnished Housing Roof Replacement must be performed as soon as possible but no later than March 31, 2026. This office became aware of the requirement on December 18, 2025. If the required performance date is not met, delay in roof replacement would allow for water infiltration that could cause irreversible damage to ceilings, walls, and electrical systems; units may become uninhabitable, forcing employee displacement and reducing operational readiness; and repair costs will escalate significantly if interior damage occurs. Immediate roof repairs are necessary to prevent further damage and maintain safe, habitable housing for essential personnel. Delay in contract award would result in significant property damage, increased costs, and disruption of mission-critical dam operations.

5. Determination of Fair and Reasonable Price.

As referenced in FAR 13.106-3(a), the Contracting Officer must determine that the proposed price is fair and reasonable. The FAR price analysis technique at FAR 13.106 (a)(2)(ii) “Comparison of the proposed price with prices found reasonable on previous purchases” and FAR 13.106-3 (a)(2)(vi) “Comparison to an independent Government estimate” will be used to determine the fairness and reasonableness of the resulting price.

6. Description of Market Research.

On December 18, 2025, the Yellowtail Facility Manager, Chris Curtis contacted six (6) different local roofing contractors to gather market research on potential estimated costs and availability of company resources to complete the work. The Companies included Rain Away, Wegner, Kirkness, Swagg, Infinity, and Donahue. Rain Away conducted a site inspection on December 20, 2025 but they are not registered in the System for Award Management (SAM). Wegner and Infinity were non-responsive. Kirkness indicated that the scope is outside their normal work.

Swagg provided a budget estimate over the phone based on a description of the need and estimated square footage, but they don’t have an active registration in SAM. Donahue conducted a site inspection on December 19, 2025 to assess the roofs and provide a budget estimate. They also provided recommendations for roofing replacement or patching. Donahue does have an active and current registration in SAM.
