About this file
This is a contract amendment document between the State of Wisconsin Department of Administration and the Wisconsin Broadcasters Association (WBA), extending Contract 505ENT-S19-RADIOTVADS-01 for Broadcast and Social Media Services. The amendment extends the contract term from December 30, 2019 to December 27, 2020, and was executed through DocuSign with signatures from Sara Redford, Director of the State Bureau of Procurement, and Michelle Vetterkind, President and CEO of the Wisconsin Broadcasters Association.
The contract provides statewide radio and television public service announcements through the WBA's Non-Commercial Sustaining Announcement (NCSA) program, also known as the Public Education Program (PEP), available to all state agencies. The traditional NCSA/PEP program costs $7,500 per week regardless of the number of weeks purchased, with the WBA guaranteeing participation by at least 70% of its commercial members (approximately 200 radio and 30 television stations) and an airtime value guarantee of $4.00 to $1.00. An optional social media component via Facebook and Twitter costs an additional $2,000 per week and must be used simultaneously with the traditional program, offering an estimated value return of $2.00 to $1.00. The WBA distributes announcements to member stations with specific airing requirements across different day parts and provides performance reports and affidavits upon request.
