Introduction:
USAID/El Salvador has invested in water as far back as 2005 when it supported actors outside of the formal water authority, Administración Nacional de Acueductos y Alcantarillados (ANDA), to improve water distribution to rural areas of the country, and supported the development of a previous draft water law. Most recently, the new water law (Annex 1) was approved by El Salvador’s National Assembly on December 21, 20211.
1 The Legislative Assembly approved the General Water Resources Law with 65 votes from the deputies of Nuevas Ideas, GANA, PCN, PDC and Nuestro Tiempo. The law creates the Salvadoran Water Authority (ASA), will grant permits to use or take advantage of water for a maximum of 15 years, and will define the base price of water every
In 2021, USAID/El Salvador conducted a political economy analysis literature review of the water sector.
Based on this review and after consultation with key Government of El Salvador representatives, donors, and implementing entities, the mission is exploring procuring at least two activities in the water sector.
The overall goal of the water portfolio is to increase by 25 percent the number of people in El Salvador who can safely access reliable and clean water, particularly targeting areas of high irregular out migration.
Increasing safe water access in El Salvador will require work in both urban and rural areas. Potential future urban work in this sector may cover areas serviced by ANDA and those municipalities that provide services without ANDA’s support. The rural work is expected to focus on the important service provision completed by the juntas de agua.
This RFI aims to gather information from implementing entities in the water sector, as well as interested donors and institutions in the three key areas of focus:
● Urban-ANDA
● Semi-Urban, non-ANDA
● Rural
