About this file
This document is a Request for Qualifications (RFQ) issued by the City of Plant City, Florida, soliciting engineering firms to conduct a Water Reclamation Facility (WRF) Process Evaluation. The project involves a comprehensive evaluation of the city's existing water reclamation facility, which was originally constructed in 1951 and has undergone subsequent expansions. The RFQ seeks a consultant to perform a process evaluation utilizing modeling software, assess the facility's current capacity, evaluate surface water discharge permits, and provide recommendations for future expansion and regulatory compliance. Key dates include a mandatory pre-proposal meeting on May 3, 2024, at 1:00 PM, a question submission deadline of May 20, 2024, and a proposal submission deadline of May 30, 2024. The contract will have an initial term of eighteen (18) months with potential renewal options for three additional one-year periods.
The RFQ is structured as a qualification-based selection process where price is not a factor in determining the most qualified respondent. Evaluation will be based on a 100-point scoring system that considers factors such as the firm's ability and proposed team (10 points), proposed staffing and experience (20 points), firm's relevant experience (20 points), project understanding and approach (30 points), current and projected workload (8.5 points), location/accessibility (5 points), references (5 points), and local preference (1.5 points). The selected consultant will be required to provide comprehensive services including understanding influent wastewater quality, evaluating plant capacity, identifying maximum capacity with existing infrastructure, and providing recommendations for WRF expansion and upcoming regulatory changes. The project location is 1500 W Victoria Street in Plant City, with the facility currently having a permitted capacity of 10 MGD.
