This is a Draft Statement of Work for repair and maintenance services for Emergency Medical Services (EMS) vehicles issued by the City of Atlanta, Department of Public Works, Office of Fleet Services. The scope of work encompasses inspection, maintenance, repairs, and testing services for a diverse fleet of ambulances and specialized EMS equipment, including Ford Transit T250 ambulances, International chassis-based ambulances with Braun SUPER CHIEF modules, Polaris Ranger and Northstar UTVs, ASAP MedStat enclosed UTV ambulances, KIMTEK MEDLITE transport skids, and QTAC EMS-D hybrid rescue and fire skids. The contractor shall perform all services at their facility, with the City of Atlanta responsible for vehicle transportation. Preventative maintenance inspections must be conducted bi-annually in accordance with NFPA 1911 standards, with the second inspection including wheel removal for brake inspection. Non-critical repairs must be diagnosed within two business days, while critical repairs require diagnosis within one business day. All repairs must be completed by specified completion dates, with undisclosed delays resulting in a 5% deduction in service costs per additional week. The contract requires 24/7 on-call service availability for critical repairs and 24/7 facility access for vehicle drop-offs.

Required repair services include collision repairs, body work, paint work, graphics installation, electrical repairs, ambulance module air conditioning repairs, oxygen system repairs, ambulance floor replacement, Stryker power load installations and repairs, vinyl flooring replacements, and on-call mobile services. The contractor must employ experienced emergency vehicle technicians with a minimum of three years of experience servicing ambulatory emergency vehicles, with factory-authorized technicians highly preferred. All work must conform to federal, state, and local regulations and industry standards including NFPA, FMVSS, SAE, DOT, ASTM, CAAS, and KKK-A-1822-F specifications. The contractor assumes full responsibility for vehicle security while units are in their custody and bears all costs for correcting damage attributable to the contractor. An optional Train-the-Trainer program may be proposed as a value-added component to develop internal instructors for ambulance maintenance and repair techniques over a three-year sequential period, though this is not mandatory and will not affect evaluation or award decisions.

Training:

As part of the services contemplated under this Request for Qualifications (RFQ), the City of Atlanta Fire Rescue Department invites Respondents to indicate whether they can provide an optional Train-the- Trainer program intended to facilitate knowledge transfer and develop experienced instructors to teach ambulance maintenance and repair techniques.

Respondents choosing to propose a Train-the-Trainer program shall describe, at a minimum, the proposed scope, instructional approach, duration, deliverables, and any associated costs for a three-year sequential program in accordance with the objectives set forth by Atlanta Fire Rescue Department.

The train-the-trainer program is not a mandatory requirement of this RFQ. Respondent’s inability or election not to propose such a program shall not render the Response non-responsive, shall not result in disqualification, and shall not, by itself, preclude consideration for award.

If proposed, the Train-the-Trainer program may be considered, at the sole discretion of the Atlanta Fire Rescue Department, as a value-added component and may be evaluated qualitatively as part of the overall assessment of qualifications in accordance with the evaluation criteria set forth in this RFQ. No minimum score, point allocation, or evaluation threshold is associated with this optional component, and the Atlanta Fire Rescue Department reserves the right to assign such weight, if any, as it deems appropriate.

The inclusion or consideration of an optional Train-the-Trainer program shall not obligate the Atlanta Fire Rescue Department to select a Respondent offering such a program, nor shall it create any entitlement, expectation, or right on the part of any Respondent. The Atlanta Fire Rescue Department reserves the right to accept, reject, or negotiate any optional elements proposed, or to exclude such elements from the final scope of services, if determined to be in the best interest of the Atlanta Fire Rescue Department.
