About this file

This is a Draft Scope of Work (SOW) for the Department of Finance Office of Enterprise Risk Management in Georgia to procure and implement a web-based, cloud-based Risk Management Information System (RMIS). The system will capture, manage, and report on enterprise-wide risk exposures and automate risk management processes across citywide departments. The project scope includes configuring and deploying thirteen primary modules: incident reporting, claims administration (property and liability only, excluding Workers' Compensation), insurance policy management, location and organizational hierarchy structure, Certificates of Insurance tracking, bond management, Optical Character Recognition (OCR) scanning for data mapping, safety and injury management with Root Cause Analysis capabilities, risk management portal integration with SharePoint/single sign-on access, vehicle management and registration, contract management with dashboard and email automation, subrogation management, and invoice and deposit tracking. The implementation phase is expected to be completed within 90 days from contract award, with user licenses configured for appropriate citywide access levels and a designated city system administrator responsible for ongoing production support, user ID management, and security rights assignment. The contract term is two years with two optional two-year renewal periods.

The vendor will provide detailed pricing breakdowns for user licenses and services according to the SOW terms. The vendor is responsible for data hosting of claims and incidents, digital storage with searchable file attachments, and ongoing support including carrier/TPA claims data processing, maintenance of automated interfaces and imports/exports to third-party systems, and professional service hours for helpdesk support, user training, system configuration, customized reporting, and project management tasks. All hosting must meet the City Information Systems Standards Checklist security requirements from the city's AIM department. Ongoing support must be provided within 24 hours of submittal, with additional professional service hours beyond specified hours requiring approval from the Chief Risk Officer and vendor Account Executive. The implementation requires collaborative effort between vendor and client to evaluate and resolve data anomalies, with timely and accurate specifications and feedback from the client deemed essential to successful deployment.
