About this file

This is a Scope of Work document for fire apparatus repairs and services issued by the City of Atlanta's Department of Public Works, Office of Fleet Services, in conjunction with the Atlanta Fire Rescue Department. The procurement seeks multiple qualified service providers to furnish parts and maintenance services on an as-needed basis for approximately 300 firefighting and public safety vehicles, including fire apparatus pumpers, ladder trucks, aircraft rescue firefighting units, ambulances, hazmat units, and command units. All vendors must comply with NFPA 1911 Standard (latest edition) for inspection, maintenance, testing, and retirement of in-service automotive fire apparatus. Service providers must maintain a factory-authorized service center within a 175-mile radius of downtown Atlanta, operate minimum service hours Monday through Friday from 7:00 a.m. to 4:00 p.m., and provide vehicles within 48–72 hours of stated turnaround time. Optional bidding includes Saturday service hours and 24/7 service capabilities with separate pricing. The scope encompasses routine maintenance, emergency repairs, warranty services, and supply of replacement parts meeting or exceeding OEM specifications. A prequalification phase will precede the formal Invitation for Bid, with a Pre-Solicitation Conference to be noticed separately to provide additional details.

Pricing must be submitted via Purchase Order as the sole payment method, with separate billing accounts established by OFS location as needed. Vendors must provide itemized quotes and cost estimates before work begins, with invoices clearly detailing equipment identification numbers, labor rates, hours worked, manufacturer suggested list prices, and applicable discounts. Parts may be sourced from vendor inventory or OEM-authorized suppliers with anticipated 48–72-hour lead times, though OFS may provide parts when vendor procurement is delayed due to external factors such as shipping delays or supply constraints. Current manufacturers represented in the fleet include Rosenbauer, Pierce, Spartan, Oshkosh, KME, Cummins, Ford, Rivian, Freightliner, Chevy, and International. Vendors are responsible for damage to City of Atlanta equipment during service and must provide comprehensive warranty documentation specifying service warranties, parts warranties, and repair warranty periods. No specific contract award date, renewal options, or funding amounts are identified in this draft scope of work.
