This is a Request for Qualifications (RFQ) document issued by the City of Manchester, Tennessee, for professional engineering and technical services related to water and wastewater infrastructure design. The City of Manchester seeks qualified engineering firms to design water and sewer infrastructure serving an approximately 1,800-acre undeveloped industrial site located on the north side of Interstate 24 between Highway 55 (Exit 111) and Highway 53 (Exit 110). The project scope includes designing approximately 3.7 miles of new potable water main, 4 miles of parallel water main loops, 1.5 miles of on-site water lines, a new 300,000-gallon water storage tank with fire suppression capability, a water booster pumping station, a wastewater pumping station, 4 miles of sanitary sewer force main to the existing treatment facility, and upgrades to the wastewater treatment plant. Statements of Qualifications must be submitted in five copies no later than 2:00 p.m. local time on Wednesday, August 26, 2026, to the City of Manchester Purchasing Agent. The project start date is July 27, 2026, with an initial end date of August 26, 2026. Written questions regarding the RFQ must be submitted by email to the Purchasing Agent by 12:00 p.m. on Wednesday, August 19, 2026.

Respondents are explicitly prohibited from submitting information regarding hourly rates, estimated level of effort, or fee estimates with their Statements of Qualifications. The selection committee will evaluate submissions based on compliance with general requirements, including a cover letter, Title VI compliance statement, proof of engineering and surveying licenses, firm history, organizational charts, and up to five resumes of key team members. Firms must document expertise and explain their qualifications for the project. Respondents should provide up to five reference projects completed within the last ten years of similar scope and complexity, including project names, locations, brief scope descriptions, and client contact information. Following written notice of intent to award, the successful respondent will be requested to submit a detailed scope and fee proposal for negotiation prior to execution of a Professional Services Agreement. No funding sources, budget amounts, set asides, or incumbent information is specified in the RFQ.

Introduction:

The project is to provide adequate and reliable potable water supply and sanitary sewer service to the I-24 Industrial site (Site). The scope of the project is generally anticipated to include approximately 3.7 miles of new potable water main from the Manchester PCA water storage tank to the Site; approximately 4 miles of new water main parallel to I-24 to create loops in Manchester’s water system; approximately 1.5 miles of new water line across the Site; a new 300,000 gallon water storage tank near the Site for potable water and fire suppression; a new water booster pumping station; a new wastewater pumping station at the Site; approximately 4 miles of new sanitary sewer force main from the Site to the City of Manchester’s existing wastewater treatment facility; and upgrades to the existing wastewater treatment facility.

Scope of Services:

Upon award of the Project and successful negotiation of a Professional Services Agreement, the selected firm shall provide the engineering, planning, design, permitting, bidding, and construction-related services necessary to support the City's infrastructure needs, either directly or through qualified subconsultants. The tasks described herein are intended to represent the anticipated scope and general progression of services; however, they are not intended to be exhaustive. The final scope of work will be refined as project requirements are further defined through evaluation of existing conditions, system performance, regulatory requirements, growth projections, and the level of service necessary to support current and future development.

Accordingly, additional tasks may be required to address conditions identified during the planning, analysis, and design process for the City's water distribution system, wastewater collection system, and wastewater treatment facilities.
