About this file

This is an Emergency Procurement document for the City of Gallup, New Mexico, specifically for the Wastewater Treatment Plant's temporary cover and power for a belt press unit. The procurement (Reference Number 2025-EP-002) is a non-competitive emergency bid seeking a one-time contract for temporary shelter and power restoration for a critical wastewater processing unit. The project involves providing a temporary roof and electrical connection for the belt press unit, with Murphy Builders identified as the prospective contractor. The contract is valued at $120,057.44 and has a three-week completion timeline, with a response deadline of December 15, 2024, at 5:00 pm.

The emergency procurement is justified by urgent infrastructure needs at the wastewater treatment facility, where the existing building was demolished and the belt press unit requires immediate temporary shelter and power restoration. The city notes significant operational risks without this intervention, including potential worker safety hazards from exposed electrical systems and inefficient processing due to weather exposure. The procurement is being conducted under the City of Gallup Procurement Code and New Mexico statutes, with the ultimate goal of providing a temporary solution until a permanent building can be competitively designed and constructed. The city plans to mitigate future emergency procurements by implementing proactive building condition monitoring and timely repair strategies.

Emergency Justification for:

Wastewater Treatment Plant - Temporary Cover and Power for Belt Press Unit

The City of Gallup, New Mexico determined that the following emergency exists. Describe emergency:

The Wastewater treatment plant belt press is a solid wasting process which is one of the important processes to handle the sludge. This process needs to work 24/7 to reduce the volume of sludge. Due to failure of the roofing, on an emergency basis we demolished the existing building and rented a belt press fand a generator for more than six (6) months. The rent for the temporary blet press is around $30,000.00 per month including electricity. As the building was demolished, we need to get back to running the City owned belt press with a temporary roofing until we construct a permanent building in the near future. This belt press needs power supply back to the control box and a temporary roofing to cover the belt press unit in order to run the process without any hazard. There are lost of risk in running the unit without a roof during the winter. We need to have proper shelter to run the belt press in order to prevent any injury or threats to the operators working around the building. Threats may be due to open electric wirings and we or damp surroundings without roofing. Also, the belting process will be completely inefficient due to snow and rain in the winter season. This temporary Cover and power to the belt press unit needs immediate attention as this process has high voltage electric lines and needs to run the roc in harsh winter.

The existence of the emergency condition creates an immediate and serious need for services, construction or items of tangible personal property that cannot be met through normal procurement methods and the lack of which would seriously threaten:

1. the functioning of government;

2. the preservation or protection of property; or

3. the health or safety of any person.
