The solicitation was issued on January 15, 2025, with questions due by February 4, 2025, and bid submissions due by February 18, 2025. The contract will be for an initial one-year period with no renewal terms, and the City anticipates the project will take 12 months to complete after the notice to proceed. The hydraulic model will cover main gravity mains, force mains, and lift stations, and will be developed using InfoWorks ICM software.

The estimated project cost is $750,000, and no grant or federal funding is applicable. The project does not require a proposal security, bid bond, payment bond, or performance bond. The City will evaluate proposals based on criteria including personnel adequacy, past performance, capabilities, experience, understanding of the work, willingness to meet time and budget requirements, and other factors such as location and minority business enterprise status. The evaluation will be conducted in two phases, with the City potentially short-listing firms and conducting discussions or presentations with selected firms. After evaluation, the City will negotiate a contract with the most qualified firm, with the ability to move to the next most qualified firm if negotiations are unsuccessful.

The City’s award-winning charter school system is located in the Broward County School District, which is the sixth largest school district in the nation.

SECTION 4 - SCOPE OF WORK

4.1 General Information

The City has identified the need to develop a Wastewater Transmission System Hydraulic Model that will provide a tool that will allow the City to most effectively fulfill its responsibilities, provide a high level of service to its residents and customers, accommodate growth and economic development, and protect public health, safety, and the environment, The scope of work outlined in this RFQ is presented to develop and calibrate a hydraulic model of the City's wastewater transmission system, which shall include main gravity mains (gravity mains connecting lift stations and mains larger than 24 inches in diameter), force mains, and lift stations to provide a complete sewer system model. The model should be developed using InfoWorks ICM. The model shall then be applied to identify system deficiencies under current and future scenarios.

4.2 Development of the Wastewater Transmission System Hydraulic Model

The Consultant shall develop a wastewater transmission system model based on the City’s sewer atlases and current GIS records (baseline system). The Consultant shall develop the hydraulic model using the latest version of InfoWorks ICM. This effort shall include the force main network, which includes upstream wet wells and pumps owned and maintained by the City. The model network shall also include any lift stations discharging to gravity mains that discharge to downstream lift stations.

This baseline system model shall be used for model calibration and shall consist of the existing infrastructure.

4.3 Future Flow Projections and Capacity Planning

The Consultant shall develop future condition scenarios representing the years 2030, 2035, and

2050, incorporating projected flows and planned capacity improvement projects for each planning horizon. Using these scenarios, the Consultant will identify deficiencies in the transmission system and provide a list of lift stations and force mains requiring upgrades. Additionally, the Consultant shall estimate current and future Dry Weather Flows and Wet Weather Flows for individual sewer collection basins over the 5-year (2030), 10-year (2035), and 25-year (2050) planning horizons.

These sewer flow projections will take into account population growth and other sources of additional flows entering the City’s collection system.

4.4 Deliverables

The Consultant shall submit the following deliverables to the City:

• Data gap analysis and basin assumptions

• Wastewater Transmission Model Development Technical Memorandum and InfoWorks ICM transportable database

• Field Monitoring Plan

• Wastewater Transmission Model Calibration Technical Memorandum and InfoWorks ICM transportable database

• Presentation materials, agenda, and summary of the Wastewater Transmission Model

Development and Calibration Workshop

• Wastewater Transmission System Deficiencies Technical Memorandum and InfoWorks ICM transportable database

• Presentation materials, agenda, and summary of the Wastewater Transmission System

Deficiencies Workshop

4.5 Project Management/Project Data Collection and Compilation

- Project Management/Project Kickoff and Project Coordination Meetings

The Consultant shall include project management and overall project coordination services, including maintaining a project progress schedule, attending a project kickoff meeting, and monthly project progress meetings.

- Data Collection and Compilation

The Consultant shall review the data provided by the City and request additional information if needed. For those data items that are not available, the consultant will inform the city of the assumptions needed to bridge the identified data gap.

4.6 Workshops and Presentations

The Consultant shall prepare and attend the following 2-hour workshops:

• Wastewater Transmission Model Development and Calibration Workshop

• Wastewater Transmission System Deficiencies Workshop

4.7 Calibration of the Wastewater Transmission System Hydraulic Model

- Field Data Collection

After the baseline model is developed, flow monitoring and rainfall data will be collected along with other field data as needed for model calibration. The baseline sewer flow contribution from each metered sewer shed will be determined to characterize sewer flow.

A monitoring plan shall be developed to gather pressure data in the field for key locations in the force main network. Temporary flow meters will be installed within the system to monitor wastewater flows over approximately one month (preferably during wet weather). Field monitoring will also include installing data logger devices to record pump starts and stops to calibrate the hydraulic model. System field monitoring services could be performed by a combination of the consultant staff and sub-the consultant specializing in flow monitoring. City personnel will provide access to and assist in installing the field monitoring devices.

- Calibration and Verification

The consultant shall calibrate the model using data collected during the field monitoring activities.

This calibration shall include both dry and wet weather conditions. The calibration shall obtain an adequate representation of the wastewater collection system's response to a rainfall event as well as an adequate representation of pressures along the transmission system for dry and wet weather conditions.

SECTION 5 - SUBMITTAL DOCUMENTS
