About this file
This document outlines requirements for a federal contract to design, fabricate, and deliver two modular corrosion-resistant walkway platforms. The platforms must be designed for minimal component joints to bolt together on site. Materials and finishes must resist corrosion in a wet industrial environment. Platforms must comply with dimensions in an attachment and provide clear space underneath. Modular bolt-together design and corrosion-resistant galvanized bolts or screws are required for joints. Flanges allow bolting platforms to an 8-inch thick 3,000PSI concrete floor without other attachment means. Components and fasteners must be hot-dipped galvanized or corrosion-resistant stainless steel. Grating and handrails are specified. Stairwells cannot be ladders and must meet safety standards. Contractors must provide drawings, component lists, assembly instructions, and all items for platform construction. The related federal contract opportunity is from the Department of the Air Force Air Combat Command to provide two 7-foot raised metal walkways.

REQUEST SUMMARY:
1. Design, fabricate, and deliver two modular corrosion resistant platforms designed with minimal component joints to be assembled on the location with mounting plates to bolt to an existing concrete surface. The platform must conform to all OSHA, and applicable regulations for personnel platforms in a very wet industrial environment.
SALIENT CHARACTERISTICS:
1. Platforms must comply with rough dimensions, and functional component configuration as outlined within Attachment 1. Additionally, underneath the overhang a minimum clear space of 7’ between the lowest supporting member of the platform and the finished/concrete floor.
2. Platforms must be fabricated to minimize joints and be of modular “bolt together” design to be constructed on site. All connections must use corrosion resistant galvanized bolts, or screws. Welding of joints by customer on site after delivery is not accepted as a connection method. All components must be labeled to correspond with assembly diagrams.
3. Platform must be designed with flanges that allow the platform to be bolted to a concrete floor and be a self-supporting structure with no other means of attachment. The floor that the platform is bolted to may be assumed a minimum of 8” thick 3,000PSI concrete.
4. All components and fasteners must be hot dipped galvanized to resist corrosion, or the components must be inherently corrosion resistant using approved stainless steel. Materials utilized, and protection method must be included with all bid packages. Aluminum is not an accepted material because of environmental conditions present at the installation location.
Galvanized finish is an acceptable final finish.
5. All fasteners must be included in the delivered fastener package, including all fasteners to assemble the structure. Additionally all required corrosion resistant(Stainless or Galvanized) old concrete/drill in wedge anchors shall be provided within the fastener package specified to match the required anchoring for the platform flanges to the existing concrete surface.
6. The contractor is only responsible for delivery, and co-verification with government personnel that all components, and assembly fasteners are present. The contractor is not responsible for assembly, or installation of the platforms.
7. All stair treads, and platform surfaces mush be perforated to allow fire suppression to pass through the surfaces unimpeded. It is preferable to utilize galvanized standard duty welded, GW-150, 19-W-4 serrated surface grating. Other surface options must be listed in the bid package.
8. A grounding connection bolt near the lower flange must be included on each platform for electrical bonding of the platform to ground.
9. Handrails must consist of minimum galvanized 1.5” square/round tubing handrail, or approved equal submitted in the bid package. The railing shall extend around the extent of the entire platform and stairwell to the platform. Handrail assembly shall not be solid from serrated surface grating of platform to top of rail to enable reaching through with pressure washers to wash snow equipment. An anti-roll off ribbon min 1.5”/max 6” tall and attached to the handrail support posts must run along the perimeter of the platform to prevent items from rolling off the platform serrated surface grating to the ground below. The stairwell tread surface is not required to have an anti-roll off ribbon to ensure serviceability/cleaning of the stairs, runners on either side of the tread is acceptable.
10. Stairwell to the platform must not be a ladder and consist of a rise and run not to exceed 50 deg from finished floor.
11. Design, and fabrication of the handrail must comply with all OSHA, and other applicable federal, and SD applicable standards for platform construction. The platform will be utilized inside a facility utilized for cleaning of snow equipment, and will be exposed to many different corrosive materials.
12. Any request to modify dimensions, materials, or configuration may be submitted to CONS for consideration.
13. Contractors bid package requirements:
a. Drawing of a min top and side view of platform.
b. List of components/fasteners materials expected to be delivered.
c. Listing of components/fasteners materials utilized with emphasis on how corrosion resistance is achieved.
14. Contractor expected delivery items:
a. Assembly instructions/diagram listing all components, assembly order, and corresponding with markings on components.
b. Inventory sheet with all items listed for cross check upon arrival.
c. Fastener package with all required fasteners for assembly and attaching to the concrete surface.
d. All required structural, handrail, and surfacing components required to construct the platforms.
i. NOTE: US Government personal will unload all components off of flatbed or similar transport after delivery to specified address.
