About this file
This memorandum responds to questions received from a potential offeror on solicitation number FA469023Q0040 for two 7-foot raised metal walkways. The questions and answers clarify that the contractor is responsible for delivery of all components and assembly fasteners, and that verification with government personnel can be done through alternative means such as images or web meetings rather than requiring physical presence at the Air Force base. Grounding connection bolts must be included on each walkway platform sized for maximum 10-gauge copper grounding wires, as electrical equipment may be installed and short circuits could occur, necessitating grounding of the isolated platforms.

MEMORANDUM FOR RECORD
FROM: 2D LT JARED SCHILLTZ
SUBJECT: FA469023Q0040 7ft Raised Washbay Walkways Questions
1. The purpose of this memorandum is to answer questions submitted by a potential offeror on solicitation FA469023Q0040.
2. Questions Received
a. Question: item 8. A grounding connection bolt near the lower flange must be included on each platform for electrical bonding of the platform to ground.
Based on this description, we would intend to supply the Grounding Connection Bolt. Rod and Wire is outside of the contractor's scope; however we do need to know the Number of Grounding Wires and their size (gauge) in order to supply the correct size/type of Grounding Bolt on our structure.
Additionally, we have not (nor has our manufacturer) seen this sort of grounding requirement before for raised platform/mezzanines/catwalks.
(1) Answer: Max size 10ga cu. The reason for the grounding wires is that there may be electrical equipment installed on the platform. It will be bolted in the middle of the room and electrically isolated so we would need the ability to ground the platform if necessary, in case there’s some type of a short.
b. Question: item 6. The contractor is only responsible for delivery, and co-verification with government personnel that all components, and assembly fasteners are present.
Does this require a physical presence by the contractor at the AFB, or can images, webmeetings, alternative forms of review suffice?
(1) Answer: The other may suffice. We just want to ensure that all materials are delivered to site as designed. If pieces are missing and the contractor is ok delivering additional items based on a Web meeting, or alternative communication medium that’s fine.
