About this file

This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division for North Carolina counties (Buncombe, Henderson, Madison). The wage determination is numbered 2015-4369, Revision 28, effective July 8, 2025.

The document establishes prevailing wage rates for service contract work in the specified geographic area. For contracts entered into or renewed on or after January 30, 2022, the minimum wage rate is $17.75 per hour under Executive Order 14026, or the applicable rate listed in the determination if higher. For contracts awarded between January 1, 2015 and January 29, 2022 that are not renewed or extended after January 30, 2022, the minimum wage rate is $13.30 per hour under Executive Order 13658, or the applicable rate if higher. The wage determination contains over 200 occupation classifications organized by job category (Administrative Support, Automotive Service, Food Preparation, Furniture Maintenance, Health Occupations, Information Technology, Instructional Occupations, Technical Occupations, and others) with specific hourly rates ranging from approximately $11.44 to $58.99. All covered employees receive fringe benefits of $5.55 per hour (up to 40 hours weekly, $222 weekly, or $962 monthly) for standard contracts, or $5.09 per hour under Executive Order 13706 for SCA-covered contracts also covered by the Paid Sick Leave requirement. Additional benefits include two to four weeks of paid vacation depending on tenure, eleven paid holidays annually, and specific requirements for uniform allowances, night pay differentials, Sunday premiums, and hazardous duty pay where applicable. The determination includes footnotes addressing computer employee exemptions, air traffic controller night and Sunday pay provisions, and a conformance process for unlisted occupations requiring submission of Standard Form 1444.
