About this file
This is a Davis-Bacon Act Wage Determination (WD# VA20260007) issued by the U.S. Department of Labor's Wage and Hour Division for building construction projects in Virginia. The determination applies to nine Virginia counties: Accomack, Essex, King George, Lancaster, Middlesex, Northampton, Northumberland, Richmond, and Westmoreland. The wage determination was last revised on May 18, 2026 (Modification 1), with the original version published on January 2, 2026.
The document establishes prevailing wage rates for various construction trades required on Davis-Bacon covered projects, including asbestos workers/heat and frost insulators, electricians, elevator mechanics, power equipment operators, pipefitters, truck drivers, sheet metal workers, roofers, plumbers, equipment operators, laborers, and carpenters. Wage rates are identified by rate identifiers (union rates, union average rates, or survey rates) with associated effective dates. The determination incorporates Executive Order 13706 requirements mandating paid sick leave (1 hour per 30 hours worked, up to 56 hours annually) for all covered employees on contracts awarded on or after January 1, 2015. Executive Order 13658 applies to contracts awarded between February 12, 2015 and January 29, 2022, establishing a minimum wage of $13.65 per hour for covered work performed from May 11, 2026 through December 31, 2026. The document includes wage determination appeals procedures and instructions for classification of unlisted work.
