About this file
This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division. The document applies to service contracts in American Samoa, Hawaii (County of Honolulu), and Johnston Island, with Wage Determination No. 2015-5689 (Revision 27, effective 12/03/2025).
The wage determination establishes prevailing wage rates and fringe benefits for over 200 occupational classifications across multiple categories including administrative support, automotive service, food preparation, furniture maintenance, health occupations, information technology, instructional occupations, machine tool operations, materials handling, mechanics and maintenance, personal needs, plant operations, protective services, recreation, technical occupations, and transportation. Hourly rates range from $14.91 (Parking and Lot Attendant) to $66.68 (Registered Nurse IV), with most positions falling between $15 and $50 per hour. All occupations receive mandatory fringe benefits including health and welfare contributions ($2.42-$5.55 per hour for Hawaii-specific rates), two to four weeks paid vacation depending on tenure, and a minimum of eleven paid holidays annually. Computer-related positions marked with footnote (see 1) are subject to specific exemption criteria under 29 C.F.R. Part 541. Air traffic controllers and weather observers noted with footnote (see 2) receive night pay and Sunday pay differentials. An 8 percent hazardous pay differential applies to positions involving ordnance, explosives, and incendiary materials; a 4 percent differential applies to lower-hazard positions. Uniform allowances of $3.35 per week are reimbursable unless uniforms require only standard laundering. Executive Order 13706 mandates paid sick leave for federal contractors (minimum 1 hour per 30 hours worked, up to 56 hours annually), while Executive Order 13658 requires a minimum wage of $13.30 per hour for applicable contracts.
