COMBINED SYNOPSIS/SOLICITATION ‘COMBO’
W91ZRU24R0020 JOC Fixed Audio ISSUE DATE: 21 August 2024
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2. Solicitation W91ZRU24R0020 is issued as a Request for Quote (RFQ).
3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05, effective 22 May 2024. The DFARS provisions and clauses are those in effect to DFARS Publication Notice effective 15 August 2024.
4. This requirement is solicited as a Total Small Business set-aside. The North American Industrial Classification System (NAICS) code associated with this procurement is 334310 with a small business size standard of 750 employees.
5. The Pricing Schedule is incorporated as Attachment 1. Offerors shall complete Attachment 1 in its entirety and return with any other documentation/data as required by this Combo.
6. The Government intends to award a firm-fixed price contract for the following:
CLINs 0001-0004 – JOC Fixed Audio in accordance with Product Description (PD) memorandum.
7. Place of Delivery: Alaska Army National Guard Armory, Building 49000 Army Guard Rd, Suite D211, Joint Base Elmendorf-Richardson (JBER) Alaska, 99505
8. FAR 52.212-1 Instructions to Offerors (SEP 2023) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms and conditions of FAR 52.212-1 remain in effect. The following have been tailored to this procurement and are hereby added via addendum:
a. To assure timely and equitable evaluation of the quotes, the offerors must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. If awarded the contract, the contractor is required to submit a signed copy of the contract confirming receipt of the contractual document as directed by the contracting officer.
Specific Instructions: The response shall consist of two (2) separate parts:
Part I – Technical Acceptability – Submit one (1) copy of technical acceptability documentation that demonstrates the product quoted meets the requirements detailed in the PD.
Part II – Price - Submit one (1) copy of price schedule (Attachment 1) and any pertinent additional information.
9. FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021) this provision has been tailored to this procurement and is provided in full-text below:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(1) Technical Acceptability: The government will evaluate based on the offeror’s submitted Part I. After the Government determines if an offeror has provided sufficient data to show technical acceptability within the parameters of the PD, then the Government will evaluate:
(2) Price: The Government will evaluate based on the offeror’s submitted Part II. Interested parties are reminded that this is a Best Value procurement and lowest price does not constitute award.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
10. Each vendor shall ensure the provision at FAR 52.212-3 including its Alternate I, Vendors Representations and Certifications--Commercial Items (May 2024) are updated at www.sam.gov. Failure to obtain SAM registration will result in submissions not being considered for award.
11. The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items (Nov 2023), is hereby incorporated by reference, with the same force and effect as if it were given in full text.
12. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders – Commercial Items (May 2024) is hereby incorporated by reference, with the same force and effect as if it were given in full text.

PRODUCT DESCRIPTION (PD)
FOR
Alaska Army National Guard Joint Staff Joint Operation Center (JOC) Fixed Audio
1. (CLIN 0001) Programming and installation of a new fixed audio system that integrates into current hardware and software. One part being 8 wireless boundary microphones with combined audio sent out via USB which is used for computer collaboration software. The second part being 8 wired ceiling microphones in which the audio will broadcast only to the speakers within the room. Requirements for microphone system are listed below.
(CLIN 0001) Requirements for Ceiling Mic - Physical on/off capability. The audio requires additional amplifiers to allow for each speaker to be its own audio zone. The new amplifiers do not need to be Extron specific. See attachment 3 for basic concept of audio path programming.
(CLIN 0001) Requirements for Speaker Output\Audio Echo Cancellation device programming – This allows for new system to operate with the current two Extron audio output zones. Audio path for in place HDMI audio two zones will need to be programmed into Audio Echo Cancellation device.
(CLIN 0001) Requirements for USB out of Audio Echo Cancellation device – USB to CATx extension will be physically wired to desk in the back of the room (See blue oval in attachment 3)
(CLIN 0001) Requirements for audio speakers - Existing speakers must be used.
ADDITIONAL NOTES:
-Information on the room -Full room dimensions are approx. 22’x60’ - (see attachment 3) -Current audio paths are zone 1 (22’x10’) area behind the movable glass wall, and zone 2 (22’x50’) is the remainder of the room. (see attachment 3) -Current audio speakers in place are Extron FF220T 70volt input 32W RMS – (see attachment 3) -Current system is the Extron Video distribution system. This system allows for the video from one of the two screens at each workstation to be routed to TVs, and the audio from that HDMI/workstation to be routed to both zones, or to each zone independently.

2. (CLIN 0002) Room E101 Troubleshoot/ Repair Extron video distribution system
(CLIN 0002) Requirements for room E101: Troubleshoot touch panel/control panel for the Extron video distribution system. The control touch panel is giving the error of "waiting for response to sync request." Due to this we are unable to change the volume/source. The main of the system is still working and will still display and do audio from the source it was last on.
3. (CLIN 0003) Requirements for TVs - will be provided as equipment only.
(CLIN 0003) Quantity (4) 86 inch touch screen tv 3840x2160 resolution that requires no additional software to use. The attached link lists a currently used and proven compatible device.
Other brands may not be compatible. 4. (CLIN 0004) Requirements for the physical installation of the equipment - it will be installed in existing equipment rack located within the room
5. SPECIAL NOTE: The equipment identified above has been found compatible with existing Air and Army IT systems with zero compatibility issues. If products offered differ, the offeror shall provide proof of compatibility with existing equipment by including product specifications/ technical information to demonstrate compatibility to be considered.
