W91ZRU-18-Q-5027 Nitrogen Generator Questions and Answers 9-20-18
Q1. We had discussed and agreed that the guard would provide a fork lift and operator to remove the old generator and set the new generator up on the mezzanine. Is this still the case?
A1. After some research the govt has determined that it does not have the equipment capable to complete this. Removal of the old generator and setup/transport of the new generator on the mezzanine location will be the responsibility of the contracted vendor.
Q2. It was agreed because of protocol, there would be military personnel hooking up the main power from the building to the new unit. Is this still the case?
A2. Yes, this is still the case. The govt will hook up power from building to unit.
Q3. We have concerns over whether our prospective generator will fit/have clearance to get onto mezzanine. Can you see the attached and verify that our generator will work?
A3. The following measurements provided by the government are strictly informational and not to be relied upon. Prospective vendors carry the responsibility/liability of for transport, installation, (except for electrical/utilities) all measurements and are ultimately relied upon to provide a solution:
“With the railing removed the opening is 7ft 10in. Anything lifted through that opening will have to be lifted 18ft 6 in from the hanger floor to clear the brackets on the mezzanine floor.”
Q4. We have concern over the note provided in Attachment 1 Pricing Schedule: CLINS 0001-0005 above must include a minimum full replacement warranty for 1 year along with limited lifetime warranty. Can you provide more detail? If we have to replace the complete unit if it fails for 1 year, then we cannot bid this project.
A4. The pricing attachment will be amended to reflect: CLIN 0001 must include a minimum 1 year parts and labor warranty.
Q5. What is the technical acceptability narrative?
A5. The technical acceptability narrative is an explanation by the offeror in how a substitute/or equal item(s) meets the requirements specified in the solicitation. In this case, it would be how a substitute generator would still fulfill all the requirements we are looking for (the salient characteristics provided in the solicitation). This narrative is used by both the contracting officer and end user to make this determination.
