SOLICITATION NO: W91ZRS-18-R-0002 (PROJECT NUMBER: CEKT139029) CONSTRUCT BASE ENTRY COMPLEX, BRADLEY AIR NATIONAL GUARD BASE, EAST GRANBY, CT

RFIS ANSWERS DATE ANSWERED

There was discussion at the pre-bid meeting regarding requirements of the General Contractor for the management and re-use of the top 9 inches of existing topsoil. The contract documents do not address this requirement. Please provide stockpile areas and management requirements.

Due to historic presence of contaminated soils on Base, no excavated soils are to be removed from Base Property (the job site area). Any excavated soils are to be stockpiled on site. Stockpiled soils, where not required to be covered with topsoil and seeded for erosion control or other "best practices" reasons, are to be left exposed (not covered) per CT DEEP recommendations. Beyond this, there are no specific contaminated soils remediation measures associated with this project. 8/8/2018

Reference Utility Company TX Pad site. Are bollards required at the TX pad location? In an on-site meeting with EVERSOURCE, the EVERSOURCE technician indicated that he would like to see three 8-inch diameter bollards (Utility Protection Bollards) provided around the transformer pad. We also recommend additional Utility Protection Bollards around the proposed lift gate operator and sensor mounting equipment. We have modified Drawing CU101 to reflect these changes.

8/8/2018

Reference "Force Protection Bollard Detail" on CD104. Please locate these bollard types. The (5) bollards identified as "K-8 Rated Force Protection" bollards on Sheet CD104 will be changed to read "Utility Protection Bollard Detail." Locations for use of these bollards are depicted on Sheet CL101.

Note: There are now (4) Types of Bollards:

(10) 6" Removable Bollards (See CD103);

(12) Security Bollards w Covers (7-11/LS504);

(5) Pipe Bollards w Covers (Details 4-6/LS504);

(3) 8" Utility Protection Bollards (See CD104);

Note: Security bollards have the same covers as the pipe bollards. Reference on the drawings for the covers for the security bollards refers to details 8 & 9 but should refer to details 4-6. We will revise Detail 9, Sheet LS504 to "Refer to Details 4-6/LS504." Detail 8, Sheet LS504 shall refer to details 9-11, not just 9 and 11.

Areas of OLI # 1 and # 3 decorative concrete paving, the thickness and reinforcing of the concrete is not detailed for the vehicular concrete or the island cap concrete. Please provide details.

We have provided an additional section for the concrete in the drive lane (8-inches of Portland cement concrete over 8 inches of processed aggregate, called Concrete Pavement Section) and concrete cap in the curbed islands (5 inches of Portland cement concrete over 6 inches of processed aggregate base course called Curbed Island & Median Detail Sections). These sections have been added to the plan set via addition of Sheet CD105. The decorative concrete paving will consist of a stamped pattern color-enhanced Portland cement concrete. The specific pattern and color is stated in a specification excerpt attached to this document - namely (and among others) "Color: Basis of design is Bomacron Steadman Buff" (or approved equal) and "Imprinting Tools: Basis of design is Bomacron Herringbone Used Brick" (or approved equal). There will be the same thickness & reinforcing for both pavement types.

There are 3 new dog house man holes shown on CU102. What if any electrical work is required in these manholes. There doesn’t appear to be any shown on the E drawings or CU drawings.

The doghouse manholes are for replacing existing handholes and risers for the Frontier communications copper service that traverses the area. The existing handholes and/or risers are currently located in landscaped areas, off of the existing paved surfaces. The new roadway will be constructed over the existing utility access handholes/risers. The new doghouse manholes will provide the necessary HS-20 load rated access for the utilities. Coordination with Frontier will be required.

Drawing EP-701 it shows we are responsible for running conduit and wire to the service transformer outside. Drawing CU101 shows power being extended overhead from the transformer to a new pole. Are we to assume Eversource is doing the pole replacement?

The Contractor shall be responsible for coordinating and scheduling the work with EVERSOURCE. For purposes of this project, the total allowance for this EVERSOURCE involved work (pole replacement only) will be $7,000 total.

8/22/2018

The site utility plans call for three phase power to be extended, poles to be removed and a new transformer to be installed. Typically, the utility companies perform this work. Utility companies typically do not provide estimates for this work prior to work starting. Are contractors responsible for paying the utility companies for this work and if so can an allowance be established to cover these costs since actual costs will not likely be provided prior to bid?

The Contractor shall be responsible for coordinating and scheduling the work with EVERSOURCE. For purposes of this project, the total allowance for this EVERSOURCE involved work (pole replacement only) will be $7,000 total.

There doesn’t appear to be a site demolition plan. There was existing paving and stone on the project site. There doesn’t appear to be any drawings calling for the removal or reclaiming of any of the existing materials. Please provide a document showing the existing conditions that need to be removed.

All existing pavement and gravel paving shall be excavated and stockpiled on-site within the project limits. Pavement and gravel materials may be reclaimed for reuse on-site provided they conform with the material specifications noted on the details and the typical sections (i.e. CT D.O.T. Form 817, Section M.05.01, and Section M.02.03). All topsoil within the project limits shall be excavated to a depth of 9” and stockpiled separately for reuse. Surplus materials shall be stockpiled on-site in the spoils areas specified on the plans. All excavated materials shall remain on-site. Our calculations show that the stockpiled topsoil (stripped to a 9” depth) will provide sufficient topsoil required for the project when placed to a 4” depth. 8/22/2018

Please reference RFI#001 response. Please confirm contractors can assume the strip and reuse of the existing top 9” of topsoil on the project site and that no new topsoil will be required.

Excavated topsoil (9” depth) will be reused and applied at a depth of 4”. Surplus topsoil shall be place in the designated areas. There is no additional payment for additional topsoil imported from offsite.

Drawing CU102 shows new drainage structures going through existing gravel paved areas. Can contractors assume that the areas of gravel drive that are being affected can be stripped and reused on site? Gravel drive detail on CD101 calls for gravel paving to be 20” thick. Please confirm that the existing gravel drive are 20” thick and that the reuse of existing materials is acceptable.

Materials excavated for trenches for the drainage structures and pipes shall be handled so that gravel pavement and subbase materials are stockpiled individually and separately from excavated subsoils to avoid intermixing. Existing gravel and subbase materials shall be reused if they can be processed to conform to the material specifications. Existing material depths are unknown. Any excess materials may be reused onsite as suitable.

8/22/2018

Drawing CD102 shows a detail for underground electric and telephone ductbank. This detail calls for electrical and phone lines to be encased in concrete where as other drawings call for these lines to be encased in sand. Do all underground conduits need to be encased in concrete per this detail?

Only conduits located under paved areas need to be concrete encased. All others shall be sand encased.

8/22/2018

The site electrical plan on ES101 doesn’t appear to coincide with the CU drawings. The E drawing shows new lighting controls extending all the way up Super Sabre rd where as the CU drawings has conduits stopping at the intersection. Please clarify.

Lighting Plan ES101 is correct. Plans CU101 to CU103 have been revised accordingly.
