SOLICITATION NO: W91ZRS-18-R-0002 (PROJECT NUMBER: CEKT139029) CONSTRUCT BASE ENTRY COMPLEX, BRADLEY AIR NATIONAL GUARD BASE, EAST GRANBY, CT
RFIS ANSWERS DATE ANSWERED
There was discussion at the pre-bid meeting regarding requirements of the General Contractor for the management and re-use of the top 9 inches of existing topsoil. The contract documents do not address this requirement. Please provide stockpile areas and management requirements.
Due to historic presence of contaminated soils on Base, no excavated soils are to be removed from Base Property (the job site area). Any excavated soils are to be stockpiled on site. Stockpiled soils, where not required to be covered with topsoil and seeded for erosion control or other "best practices" reasons, are to be left exposed (not covered) per CT DEEP recommendations. Beyond this, there are no specific contaminated soils remediation measures associated with this project. 8/8/2018
Reference Utility Company TX Pad site. Are bollards required at the TX pad location? In an on-site meeting with EVERSOURCE, the EVERSOURCE technician indicated that he would like to see three 8-inch diameter bollards (Utility Protection Bollards) provided around the transformer pad. We also recommend additional Utility Protection Bollards around the proposed lift gate operator and sensor mounting equipment. We have modified Drawing CU101 to reflect these changes.
8/8/2018
Reference "Force Protection Bollard Detail" on CD104. Please locate these bollard types. The (5) bollards identified as "K-8 Rated Force Protection" bollards on Sheet CD104 will be changed to read "Utility Protection Bollard Detail." Locations for use of these bollards are depicted on Sheet CL101.
Note: There are now (4) Types of Bollards:
(10) 6" Removable Bollards (See CD103);
(12) Security Bollards w Covers (7-11/LS504);
(5) Pipe Bollards w Covers (Details 4-6/LS504);
(3) 8" Utility Protection Bollards (See CD104);
Note: Security bollards have the same covers as the pipe bollards. Reference on the drawings for the covers for the security bollards refers to details 8 & 9 but should refer to details 4-6. We will revise Detail 9, Sheet LS504 to "Refer to Details 4-6/LS504." Detail 8, Sheet LS504 shall refer to details 9-11, not just 9 and 11.

Areas of OLI # 1 and # 3 decorative concrete paving, the thickness and reinforcing of the concrete is not detailed for the vehicular concrete or the island cap concrete. Please provide details.
We have provided an additional section for the concrete in the drive lane (8-inches of Portland cement concrete over 8 inches of processed aggregate, called Concrete Pavement Section) and concrete cap in the curbed islands (5 inches of Portland cement concrete over 6 inches of processed aggregate base course called Curbed Island & Median Detail Sections). These sections have been added to the plan set via addition of Sheet CD105. The decorative concrete paving will consist of a stamped pattern color-enhanced Portland cement concrete. The specific pattern and color is stated in a specification excerpt attached to this document - namely (and among others) "Color: Basis of design is Bomacron Steadman Buff" (or approved equal) and "Imprinting Tools: Basis of design is Bomacron Herringbone Used Brick" (or approved equal). There will be the same thickness & reinforcing for both pavement types.
8/8/2018
Spec Section 321313, 1.1, E notes "Concrete paver units in vehicular areas." Please locate and provide a specification.
There are no Concrete Paver Units in this job. References will be stricken from the specifications.
8/8/2018
Spec Section 012300, OLI-#3 states to furnish and install decorative paving in lieu of broom finish. Please confirm that the base bid is concrete paving in the same areas with broom finish and provide details for tooling and/or control joints.
The base bid is broom-finish concrete in the same areas. Tooling and control joints shall be per CT DOT Form 817. In general, contraction joints shall be provided no more than 20-feet on center, with tooled joints, on average every 5 feet. Tooling and joint pattern should be proportional and laid out in an aesthetic manner. Pattern to be approved by the A/E. 8/8/2018
Are the three areas within the concrete CIP curbs and the exterior of the building concrete paving? If so, provide details, reinforcing, mix, etc.
Yes. The three areas are treated with a Portland Cement concrete finish. The section calls for a 5-inch thick concrete slab over 6 inches of compacted process aggregate base. (See Sheet CD105). We are generating new sections to depict the slab and curb. We are also adjusting the grading slightly in the area around the Gate House and adding additional spot grades for top and bottom of curb to better show the construction detail of this area, and grading transitions to provide ADA access to the building and adjacent walks. (See Sheet CG101). 8/8/2018
Where bituminous paving cuts are made for water and sewer connections and the curb cut on Rte 20, please provide the associated paving details.
All work within the state highway ROW shall be conducted following the requirements of the CT DOT.

8/8/2018
Beginning at the intersection of Thunderjet and Super Saber Roads, what pavement section is to be used? Since the existing road is being widened, provide details of demolition / milling / reuse of millings / new pavement details.
All pavement on the project is heavy-duty pavement, with the exception of the passenger parking areas depicted on Sheet CL101 (see shaded areas). Use the heavy-duty pavement section for all roadways and drives with the exception of the passenger parking areas depicted on Sheet CL101 (see shaded areas). The heavy-duty pavement section is shown on Sheet CD101. All pavement sections for the heavy-duty pavement, must conform to the section shown. Should the contractor elect to reclaim and re-use the existing subbase, base course and/or bituminous materials, that would be acceptable, and even encouraged. The re-claimed materials however will need to conform with the materials specifications noted on the detail (i.e., CT D.O.T. Form 817, Section M.05.01, and Section M.02.03).

Drawing CG102, detail2, appears to be two Communication manholes within the decorative concrete paving. Please clarify the work needed to accomplish this task.
The manhole frames and covers shall be constructed to match the proposed finish grade of the decorative concrete surface. This will require matching the proposed cross-slope of the island at the proposed finish grade to provide a smooth, continuous grade across the decorative concrete.
Placement of the concrete around the manhole cover shall be done with the placement of the entire surrounding slab to form a uniform look. Separate pours around the frame (i.e., to create a concrete apron) is not allowed. 8/8/2018

The Government will evaluate the number and magnitude of previous projects that achieved USGBC LEED® certification, or any level of recognition. Experienced key construction personnel are identified with required qualifications in assigned roles with building to USGBC LEED® standards. If no experience is indicated, the Government will evaluate the offeror’s proposed approach for overcoming the lack of experience. For any intended personnel who are not part of the contractor’s organization at the time of proposal submission, the Government will verify submission and proper completion of Exhibit B, “Subcontractor Information and Consent Form”.
We don’t find any reference in the project specifications for LEED requirements
See Amendment 0001 for revised Sections 00110 and 00120.
