STATEMENT OF OBJECTIVES
28 Dec 2011 BRADLEY AIR NATIONAL GUARD BASE SKXJ122123 Replace Remote Evaporator Bldg 20
1.
Location Building 20, Orange ANG Station, Boston Post Road Rd, Orange, 206 Boston Post Road Orange, CT 06477. Arrangements for entrance onto the Base must be made by contacting Base Engineering at (860) 268-4145 or (860) 306-5641 between the hours of 7:00 a.m. and 4:30 p.m., Monday through Friday.
2.
Purpose The purpose of this statement of work is to contract the replacement of the remote evaporator currently connected to the Trane Air Cooled, Series R, Rotary Liquid Cooled, 90 ton Chiller unit currently installed at building 20.
3.
Background A recent project, SKXJ112102, was performed to replace the Trane, 90 ton central chiller, Model number TTB0102 at Building 20. This equipment is a 2 stage cooling system that ramps up to meet temperature based upon cooling needs of the building. The installation was completed and during the final operational check out and inspection of the installed equipment it was discovered that the original remote evaporator was faulty and was causing contamination and excessive loss of the refrigerant.
4. Scope The work covered in this Statement of Objectives consists of furnishing all labor, expertise, equipment, materials, facilities, transportation, and appliances necessary to completely remove and replace the Trane remote evaporator assembly with a Trane or equivalent model that will ensure proper functioning of the 90 Ton Chiller system.
The period of performance will be 30 days from the issuance of the Notice To Proceed.
5.
Summary of Work
a) Reclaim all refrigerant in both circuits. Provide proper AF Documentation showing amount removed and replaced. The contaminated refrigerant will be properly disposed of and documented.
b) Disconnect circuit #1 & #2 hardware
c) Remove and dispose of existing chiller barrel
d) Install new barrel and reconnect circuit #1 & #2 hardware
e) Install two ball valves on each side of the filter-dryer canister
f) Replace filter-dryer and then recharge both circuits. **Note that circuit #2 will be charged with new refrigerant.
g) Leak check system and repair all chiller system leaks.
h) Conduct complete HVAC system test and calibration to manufacturers specifications.
6.
Definitions
a. “IAW” shall mean “In-accordance with”
b. “KO” shall mean “Contracting Officer”
c. “COR” shall mean “Contracting Officer’s Representative”.
7.

b. Various standards and specifications are incorporated in the technical sections of these specifications by reference. In all such instances, the reference shall mean the latest edition, including amendment or revision in effect as of the date of this specification, unless a specific issue is identified otherwise. Failure to comply with any of the aforementioned codes and standards shall be considered as a failure to comply with contract specifications. In the event that referenced specifications or standards contain general requirements in conflict with the general or supplementary conditions, the scope of work of individual sections of these specifications shall govern.
c. The contractor or his designated representative shall have, at all times during the construction period, a copy of the contract. The contractor shall present said contract, when asked to do so.
9.
Utilities
a. Contractors shall, if needed, coordinate lock out tag out with all local utilities.
b. Contractor shall coordinate with the Base Civil Engineer and CBYD before any excavation.
c. Contractor shall be responsible for injury to water pipes, gas pipes, oil pipes, electrical wires, conduits, drains, sewers, buildings and other structures that may be set within prosecution of the work, owned by individuals, firms, corporations or by the municipality.
10. Materials All materials will be provided by the contractor.
11.
Base Access The contractor shall provide a list of names and their job or trade, to the Contracting Officers Representative (COR), at the Pre-Construction meeting. The Government reserves the right to deny access to any person, with no consequence to the contract.
12.
Safety
a. The Contractor shall conduct his operation in accordance with all Federal, State and Local regulations and/or standards pertinent to "Safe Practices". Base Safety personnel shall inspect the job site to insure safety standards are met. Base Safety, through the COR, shall issue warnings or stop work not in compliance. All contract workers must wear proper personal protection equipment per OSHA requirements. (i.e. ear plugs, safety goggles, welding helmet, improper Lockout Tagout)
b. These construction documents, and the joint and several phases of construction hereby contemplated are to be governed, at all times, by applicable provisions of the federal laws, including, but not limited to, the latest amendments of the following:
(1) Williams-Steiger Occupational Safety & Health Act of 1970, Public Law 91-596.
(2) Part 1510 -- Occupational Safety and Health Standards, Chapter XIII of Title 29, Code of Federal Regulations.
(3) Part 1518 -- Safety and Health Regulations for Construction, Chapter XIII of Title 29, Code of Federal Regulations, as amended to date.
c. Contractor shall not allow his employees, subcontractors, material, men or any other persons over whom he has control to enter or remain upon or allow any plant or materials to be brought or to remain upon any part of the Airport, which in the opinion of the COR would be a hazardous location. Equipment not actually in operation shall be kept clear of aircraft operating areas.
d. The Contractor will not be permitted to enter upon any area of the active landing strips unless accompanied by a representative of the Contracting Officer designated by the National Guard Bureau to escort the Contractor’s personnel and equipment to the point(s) of operations within the limits of such areas, and he shall not traverse back and forth between points within such areas unless accompanied by said representatives.
e. The Contractor shall furnish, erect, and maintain all barricades, warning signs, “rope-offs”, detours, markings and other protection for hazards. When used during periods of darkness, the protection provided shall be suitably illuminated. The Contractor shall coordinate with the COR to have a man on call 24 hours per day, with means of communication, for emergency maintenance of the hazard lighting, markings and barricades. Open-flame type lights shall not be permitted within the air operations areas of the Airport. Contractor shall place said protection prior to commencing work until their dismantling is directed by the Contracting Officer or his designated representative.
f. Radio Transmitter Restrictions. To preclude accidental actuation of sensitive electronic equipment, under no circumstances shall transmitters be used without prior approval. Cell phones greater than 4 watts, and any cell phone within the munitions compound, shall not be powered on.
g. Loading. No part of any work involved in this contract shall be loaded during construction with a load greater than the vehicle/equipment is rated. In other words, do not exceed the GVW (Gross Vehicle Weight) of your vehicles or other equipment. Should any accidents or damage occur through any violation of this requirement, the Contractor shall be held responsible under his contract and/or bond.
13. Fire Prevention and Protection The Contractor shall comply with all fire protection measures prescribed in AFOSH 127-5, a copy of which is on file in the office of the Contracting Officer. A written fire permit shall be obtained from the Base Fire Department each day for use of open flame devices, such as blowtorches, portable furnaces, tar kettles or gas and electric welding and cutting equipment. The Contractor shall be liable for any fire loss to Government property attributable to negligence on his part of the Contractor, including failure to comply with fire prevention measures prescribed by terms of this contract.
14. Emergencies Should tornado, hurricane, gale or heavy wind warnings be issued, take every practicable precaution to minimize danger to persons, to the work and to the adjacent property. Any damage caused by a failure to take every practicable precaution, shall be rectified or replaced to the complete satisfaction of the Contracting Officer and at no expense to the Owner. Injury to personnel, or damage to adjacent property because of the work shall be the complete responsibility of the Contractor, and he accepts exclusive liability for the same. Precautions shall include, but not be limited to, closing all openings, removing all loose materials, tools and equipment from exposed locations, and removing or securing scaffolding and other temporary work.
15. Clean Up Clean-up and remove debris generated by this contract to an approved off-base location. Debris shall be trucked off site in an enclosed truck to prevent accidental loss of debris. Two (2) copies of the receiving (tipping or dumping) tickets, with a cover letter from the Prime Contractor stating the full name and address of the location to which debris was taken. Contractor shall keep work area clean at the end of each working day and clean-up entire locations at the completion of contract.
16. Government Resources No Government resources shall be made available to the contractor beyond the use of restrooms and drinking water for contractor personnel, unless otherwise stated in this Statement of Work. The contractor shall provide for all necessary resources to provide a complete and usable facility or systems as described in the contract documents. The contractor shall not obligate Government resources in any manner. The Government shall seek remedy for any obligation or encumbrance imposed by the contractor’s actions. Government resources include, but are not limited to, government owned materials, equipment, tools, vehicles, personnel and facilities. Contractor shall provide all material handling equipment, properly sized to move all equipment to accomplish the work.
a. Use of the site. Confine operations at the site to the areas permitted under the Contract. Portions of the site beyond areas on which work is indicated are not to be disturbed. Conform to site rules and regulations affecting the work while engaged in project construction.
(1) Keep existing driveways and entrances serving the premises clear and available to the Owner and his employees at all times. Do not use these areas for parking or storage of materials.
(2) Do not unreasonably encumber the site with materials or equipment. Confine stockpiling of materials and location of storage sheds to the areas indicated. If additional storage is necessary, obtain and pay for such storage off-site.
(3) Lock automotive type vehicles, such as passenger cars and trucks, and other mechanized and motorized construction equipment when parked and unattended, so as to prevent unauthorized use. Do not leave such vehicles or equipment unattended with the motor running or the ignition key in place.
b. Use of the Existing Buildings: Maintain the existing buildings in a safe and weather tight condition throughout the construction period. Repair damage caused by construction operations. Take all precautions necessary to protect the building and its occupants during the construction period.
(1) Keep public areas, such as hallways, vestibules and toilet rooms free from accumulation of waste material, rubbish or construction debris.
(2) Smoking or open fires will not be permitted within the building enclosure or on the premises.
(3) If contractor discovers existing damage, written notice with photographs must be given before any work is started in the area.
(4) Storage is the Contractor’s responsibility. The Government shall not provide any facility, or space within a facility, for storage of materials and equipment.
17. Government Occupancy The government will occupy the site and the existing buildings during the entire period of construction. Coordinate with the COR and cooperate fully with the occupant(s) during construction operations to minimize conflicts and to facilitate government usage. Perform the work so as not to interfere with the government’s operations. Immediately report any issues/conflicts to the Contracting Officer or COR.
18. Work Schedule Contractor shall submit for review and approval all work schedules with the Contracting Officer or his representative prior to beginning any work. Any deviations are to be submitted, in writing, to the Contracting Officer or his representative for approval.
a. Delays: Unavoidable minor delays during construction caused by essential defense activities (alerts, security checks, fire suppression practices, terrorist alerts, etc.) may occur due to mission requirements. These occur at the rate of about four (4) hours per month during the work day.
b. Construct work in stages to accommodate the Government’s use of the premises during the construction period.
c. Coordinate the construction schedule and operations with all other Contractors and Subcontractors performing work on the project. There may be a contractor installing new communications (fiber-optic cable) in this area.
d. No work shall be done other than during normal 8-hour, 5-day workweek without 48 hours advance notice to the Contracting Officer.
e. Overtime work for cement finishing must be anticipated by Contractor and shall be included in his contract price.
19. Occupied Buildings.
The Contractor will be working in and around existing buildings which are occupied. Do not enter the buildings without prior approval of the Contracting Officer or his representative. Leave fixed equipment in place and protect against damage or temporarily disconnect, relocate, protect, and reinstall at completion of work. The Government will remove and relocate other Government property in the areas of the buildings scheduled to receive work.

Note: This form is good for a one-month period and is to be submitted to the Hazardous Material Pharmacy. All Hazardous Material used thereafter will be identified to the Contracting Officer's Representative for approval by the Hazardous Material Pharmacy. See Part II for Contractor close-out procedures.
